Community Pharmacy England (CPE) is inviting community pharmacy owners to share their insights and views about increasing Pharmacy First thresholds and the effects of GP collective action on their pharmacies. This feedback will be discussed at the upcoming Community Pharmacy England Committee meeting in September. During the meeting, the Committee members will also discuss urgent matters including the 2024/25 negotiations, collaboration with the new government, and their ongoing strategies. A key point of discussion will also be the effects of GP work-to-rule action on community pharmacies. CPE has raised concerns that many pharmacies might face challenges meeting the scheduled increases in the monthly Pharmacy First payment threshold, noting that pharmacy owners are already considering their options if they start failing to meet the threshold. In response to concerns from Community Pharmacy England, Ministers have recently agreed to lower the August threshold from 20 to 15.

Recently, the English Health Secretary has talked about introducing a 'Pharmacy First' model similar to that which exists in Scotland. This would be a win-win outcome providing people with better access to essential healthcare support, advice and treatment whilst relieving strain on other parts of the NHS, not least GPs and A&E. It is a no-brainer and yet despite a few media headlines there are still no firm proposals on the table to make this a reality. It surely cannot be right that you can receive a broad range of patient care services in Scotland which are not available in England. It works well in Scotland, Wales is keen to develop more pharmacy-based services and Northern Ireland, leaving aside the current funding dispute, has had a minor ailments service for many years. If the English Health Secretary is sincere in his interest in adopting an English version of the Scottish model, then there are critical aspects he needs to consider. Firstly, start with the patient journey through the healthcare ecosystem from illness prevention through to long-term condition management. What is the role of community pharmacy and how do we guide people to seek support from the most appropriate healthcare professional? What is the vision for community pharmacy delivering patient care in the next decade? The lesson from Scotland is that the government needs to sit down with the sector and map that out together. There are no quick fix overnight solutions. This needs to be a long-term commitment backed by adequate funding. Supervision regulations need to change and there needs to be a thought through workforce strategy which avoids community pharmacy shortages as that does nothing to deliver improved patient outcomes.

Scotland's first minister, John Swinney, has announced the expansion of the NHS Pharmacy First Service as part of the government's strategy to shift more care into communities. However, Numark chairman Harry McQuillan has stressed the need for additional funding to support this expansion effectively. Speaking at the National Robotarium in Edinburgh on 27 January 2025, Swinney outlined the government's plans for enhancing public services and renewing the NHS, promising a significant boost in NHS Scotland's capacity to reduce waiting times. Recognising the importance of identifying new approaches, Swinney underscored the critical role of community pharmacies in easing pressure on GP services. He said: "I want to see the NHS Scotland Pharmacy First Service expand so that community pharmacies can treat a greater number of clinical conditions and prevent the need for a GP visit in the first place." McQuillan welcomed the announcement, stating that this advancement will "empower pharmacists to provide even greater value, leveraging their clinical expertise to deliver comprehensive care directly to patients." However, he noted that the sector should be provided with extra funding to support this expansion.

The Pharmaceutical Services Negotiating Committee (PSNC) will launch a new influencing campaign to build wider political support for community pharmacies this week. The campaign aims to ensure that MPs and Peers across Parliament understand the risks to pharmacy services that the current pressures on the sector are causing. In a Parliamentary event held today (Tuesday 15 November) MPs and Peers heard from PSNC, LPC and other pharmacy bodies about the current situation. PSNC briefed them on the urgent need for action to address the pressures on the sector. The committee will be working with LPCs and contractors to organise a series of pharmacy visits for key Parliamentarians including Minsters, Committee and APPG Members. This is happening alongside work to develop a new vision and strategy for the community pharmacy sector, all of which is part of PSNC's strategy to lay the ground for future CPCF negotiations.

The General Pharmaceutical Council (GPhC) has initiated the evaluation of its five-year strategy for changing the way it manage concerns about pharmacy professionals. It has urged people to share their experience of fitness to practice. The evaluation will look at how the strategy has improved the experience of people involved in fitness to practice (those who raise concerns, professionals, witnesses etc.); impacted the culture amongst pharmacy professionals and their attitudes to openness and honesty; improved the process and made it fairer and changed perceptions of fitness to practice. The first phase of the evaluation process will take place from July to September 2023. The council said: "We are committed to making our ambitions a reality for the benefit of everyone involved and your contribution will help us to make sure patients and the public continue to be protected while being fair to pharmacy professionals." In June 2021, GPhC published its five-year strategy- Managing concerns about pharmacy professionals: Guided by its 2030 vision and commitment to equality, diversity and inclusion, the strategy outlines a programme for change.

MP Steve Brine, the chair of the health and care committee, said that the healthcare in the UK "doesn't work without pharmacy". The inquiry focuses on addressing current issues, particularly around the "funding model, digital infrastructure and workforce recruitment, training and retention." Brine said at the Sigma annual conference on Sunday, that he wants to "focus on the sector", and "drill down into some of the challenges and potential" that lies ahead. "The Health and Social Care Committee, we think about much of our work through the lens of pharmacy, what role it plays, the quality of care that it delivers, and the potential for it to do more," said Brine. He further said that he wants to "build on the groundwork" and to "cover as many of the different pharmacy services within the pharmacy sector as we can, so pharmacy in our communities, in hospitals and general practice".

A member of the English Pharmacy Board and RPS Assembly, Sharon Isobel Tait Buckle (also known as Sibby) has been elected unopposed as the treasurer of the Royal Pharmaceutical Society (RPS). Sibby takes over the role from Andre Yeung, whose tenure ended in June 2022. Sibby was first elected to the English board in 2012 and is the first woman to hold the post since RPS became the professional leadership body in 2010. She is already part of the Finance and Investment Committee, where RPS budgets, pensions, assets, financial priorities and performance, reserves and investment policies are scrutinised and agreed. Commenting on her new role, Buckle said: "I want to build on the great contribution made by our previous Treasurer. Over the next two years of my tenure I will monitor and challenge our financial performance, our focus on Environmental, Social and Governance factors (ESG), investment strategy and performance and our financial governance.

The Proprietary Association of Great Britain (PAGB) has called on the new Labour government to prioritise six key actions within its first 100 days to harness the benefits of self-care for the public, the NHS, and the wider economy. Aimed to ease the burden on the NHS, the PAGB hopes that the suggest six key actions would help during the incoming winter illness season. According to PAGB, the NHS deals with approximately 25 million GP appointments and 5 million A&E visits each year for self-treatable conditions. By empowering individuals to manage their own health more effectively, the NHS could potentially save up to £1.7 billion annually. In her letter to Wes Streeting, Secretary of State for Health and Social Care, Michelle Riddalls, CEO of PAGB, urged the government to act promptly.

The Health and Social Care Committee (HSCC) has undertaken an inquiry into prevention and has published its first report of the series which focuses on vaccination. It has announced ten workstreams that will form the basis of inquiry, of which vaccination is one. HSCC said: "The UK has long been one of the world leaders on vaccination - one of the most successful and cost-effective preventative tools available. However, if challenges around uptake and bureaucratic processes in clinical trial set-up are not addressed, there is a very real risk that the UK's position as a global leader could be lost. This cannot be allowed to happen and in this report we set out some of the steps that we think will make a difference." It recommended a more flexible delivery model making use of a wider range of healthcare professionals. "The NHSE vaccination and immunisation strategy must have a strong focus on tackling practical challenges that limit vaccination access, make best use of a wider array of professionals, empower local leaders to pursue ways of addressing uptake in their own areas, and to set out guidance and examples of best practice around how voices other than NHSE can communicate important messaging around vaccination programmes," it suggested.

Grundon Waste Management has introduced what it claims to be the UK's first verified nationwide inhaler return and recycling initiative. NHS Trusts and community pharmacies participating in the new scheme will have specialised recycling containers for inhalers installed to simplify public participation, Grundon said in a statement. Inhalers alone contribute to 4 per cent of NHS CO2 emissions, with around 73 million dispensed annually. By 2026, the health service aims to achieve a 50 per cent reduction in carbon emissions from waste management, a target that rises to 80 percent between 2028 and 2032, as outlined in the NHS Clinical Waste Strategy. "This scheme holds the potential to revolutionise the approach of NHS Trusts towards achieving heightened carbon savings and ultimately, net zero emissions," said Chris Edwards, Grundon's General Manager - Technical. "Each discarded pressurised Metered Dose Inhaler (pMDI) contains highly polluting hydrofluorocarbon (HFC) gases - a category of greenhouse gas known to be over a thousand times more detrimental than carbon dioxide in driving climate change." "This initiative securely captures these gases and repurposes them for application in the refrigeration sector. By also recycling the plastic and aluminium components of the device, we are making a noteworthy contribution to the circular economy," he added. Once collected, these will undergo processing at Grundon's specialist recycling facility in Ewelme, Oxfordshire, which is capable of handling more than 200,000 inhalers a day. The company aims to recycle 80 per cent of all prescribed inhalers by 2025, the statement added.

The Medicines and Healthcare products Regulatory Agency (MHRA) has awarded marketing authorisation to CStone Pharmaceuticals for sugemalimab (Eqjubi) as a first-line treatment for non-small cell lung cancer (NSCLC) in the UK. NSCLC is the most common form of lung cancer, accounting for around 80 to 85 out of 100 cases. Sugemalimab is now approved as a first-line treatment, in combination with platinum-based chemotherapy, for adult patients with metastatic NSCLC who do not have EGFR-sensitive mutations or ALK, ROS1, or RET genomic alterations. This UK approval follows its recent authorisation by the European Commission, marking the second international approval for sugemalimab. CStone's CEO Dr. Jason Yang described the UK's approval as a significant milestone in their global expansion strategy. "Sugemalimab is the first domestic anti-PD-L1 antibody to receive approval outside of China and has already entered the world's second-largest pharmaceutical market, the EU. "Now, with the UK approval, sugemalimab continued to expand its presence in the European market. The long-term survival data, recently presented at this year's ESMO Congress, further confirmed sugemalimab's value in the frontline treatment landscape for metastatic NSCLC," he said.

Period problems, women's health research and support for domestic and sexual abuse victims are among the government's priorities for women's health in 2024, which Health Secretary Victoria Atkins announced at the Women's Health Summit on Wednesday. Organised in central London, the event marked the second year of the landmark Women's Health Strategy for England. Victoria joined women's health champions to celebrate successes of strategy's first year and outlined plans for coming year, which also include improving maternity care and support for mothers who suffer birth trauma. Successes achieved over the strategy's first 12 months include reducing the cost of hormone replacement therapy (HRT) for nearly half a million women and the rollout of specialist women's health hubs in every local health area. A new dedicated women's health section of the NHS website was also created, providing updated information, advice and practical resources for women's health across the life course.

A second Global Covid-19 Summit will be held virtually next month for countries to discuss efforts to end the pandemic and prepare for future health threats, according to a joint statement on Monday (April18). "The emergence and spread of new variants, like Omicron, have reinforced the need for a strategy aimed at controlling Covid-19 worldwide," the White House said in a news release with the Group of Seven and Group of 20 nations. The announcement comes amid a surge of Covid-19 cases around the world prompted by easily transmissible variants of the virus. China's most populous city, Shanghai, is trying to return to normal after a nearly three-week shutdown, which, along with wider China curbs, are taking a toll on the world's No. 2 economy. The summit will build on efforts and commitments made at the first global summit in September, including getting more people vaccinated, sending tests and treatments to highest-risk populations, expanding protections to health care workers and generating financing for pandemic preparedness, the statement said.

The newly-formed All-Party Parliamentary Group (APPG) for Life Sciences has written to Chancellor of the Exchequer Rachel Jane Reeves, urging her to protect and promote the life sciences sector in the government's first Budget. The group, which includes MPs and peers, convened for its first meeting in Parliament on Tuesday (15 October) to discuss the steps the Labour government should take to ensure that the UK remains a global leader in life sciences research and commercialisation. Following the meeting, the group sent a letter to the Chancellor, expressing their support for the Labour Party's life sciences strategy, A Prescription for Growth, which was published before the general election. They urged the Chancellor to maintain government funding for life sciences research and manufacturing, as well as the tax reliefs that encourage investment, in the Budget set for 30 October. Kit Malthouse MP, chair of the APPG, emphasised the potential of the life sciences sector, saying, "The Life Sciences sector holds out an incredible promise that the UK can be at the forefront of humanity's battle with disease and at the same time build a 21st century knowledge-based economy.

The National Health Service said that over 425,000 patients have utilised its new national online service to complete GP registration within its inaugural year. The GP surgery registration service, managed by NHS England, has granted NHS patients efficient and user-friendly access to GP registration since its inception in August 2022. According to the NHS, more than 1,400 GP surgeries, a fifth of the national count, have joined the NHS online registration service as part of a new plan to improve access to primary care. "This aligns with a new strategy to enhance primary care access, with a target of enrolling 2,000 practices in the Register with a GP surgery service by December 2023." Many GP surgeries still use paper forms, requiring patients to visit surgeries to collect paperwork. However, the new online service has been shown to save GP surgery staff up to 15 minutes per registration by helping to reduce paperwork and admin time, the NHS said. The NHS said that this service enables patients to register with a local GP online at any time, eliminating the need for in-person visits and simplifying the process for both patients and GP surgeries.
