"Raise awareness of pharmacies as places of primary health care provision," advocates the International Pharmaceutical Federation (FIP), emphasising the
need for universal recognition of pharmacists as essential healthcare professionals.
Despite significant advancements in pharmacy practice, many policymakers and members of the public still view pharmacies primarily as commercial enterprises
rather than essential providers of healthcare services.
The FIP is leading a campaign to change this perception, advocating for pharmacies to be recognised as vital components of primary health care.
Primary health care is crucial for achieving "health for all."
In 2018, the Declaration of Astana saw governments recommit to strengthening primary health care to achieve universal health coverage.
FIP, a signatory to this declaration, has since been dedicated to enhancing the role and impact of pharmacies in primary health care.
NHS England delivered 358 million general practice (GP) appointments, including Covid-19 vaccinations, in the 12 months to October 2023, an increase
of 50.9 million compared to October 2019.
This equals to 44 more appointments per practice per working day, with over 70 per cent of these taking place within two weeks of booking, data published by
NHSE on Thursday (30 November) showed.
Health Minister, Andrea Leadsom, thanked GPs and primary care teams across the country for making it possible to deliver around 32,500 more appointments
every day, which clearly demonstrate that "more people are getting the care they need, when they need it."
"While this is positive news, we know that there is more to do to make it easier and quicker for patients to contact their general practice and continue to
focus on delivering the Primary Care Recovery Plan," she added.
The Primary Care Recovery Plan published earlier this year is focused on improving access to primary care. It provided GPs in England with £240 million to
support them to embrace the latest technology to tackle the 8am rush, and handle more appointments.
As of August 2023, more than 1,000 general practices had signed up to digital upgrades to make booking GP appointments easier.
Community Pharmacy England (CPE) CEO, Janet Morrison said that the negotiations for the £645 million investment pledged to community pharmacies in 2023-25
have concluded.
The government's primary care recovery plan is to be announced in a "few weeks" and negotiations for the Community Pharmacy Contractual Framework (CPCF) from April
2024 will begin.
She said: "We have finished the substantive discussions on the recovery plan but detailed discussions about implementation are ongoing and we are awaiting final
clearance from the Government and the NHS.
"We hope that we will be in a position to make an announcement in the next few weeks and that negotiations on the CPCF from April 2024 will commence soon after
that."
Morrison reminded attendees that the Primary Care Recovery Plan is "to improve access to primary care by investing £645 million over the remainder of the year".
Dr Amanda Doyle has been appointed as NHS England as director of primary and community care.
Prior to her new role, Amanda had joined NHS England and NHS Improvement as North West Regional Director on 2 August 2021 and previously she was the Chief
Clinical Officer for West Lancashire Clinical Commissioning Group (CCG), Blackpool CCG and Fylde and Wyre CCG.
Amanda was also the Integrated Care System Lead for Lancashire and South Cumbria, leading a large health and care transformation programme across the patch.
She has been a GP for more than 20 years, practising in a large practice in a deprived area of Blackpool, which, in addition to primary medical services, provides a range of urgent care services for patients across the Fylde Coast.
Amanda was the Co-Chair of NHS Clinical Commissioners from 2013 to 2018.
She was Senior Responsible Officer for the primary care component of the Long Term Plan and was involved in the leadership of the health inequalities, prevention and personalisation elements.

NHS England and NHS Improvement published on May 26 the findings of the Fuller 'stocktake' - setting out how primary care can work with partners across health
and care to best meet the needs of their local communities.
Dr Claire Fuller's report lays emphasis on the essential role of primary care and the potential of integrated neighbourhood teams in reducing the burden of ill health and tackling health inequities.
It commends community pharmacy for keeping "its doors open to the public throughout" the pandemic whilst being "among the most recognisable of a multitude of dedicated staff delivering care around the clock in every neighbourhood in the country". The report highlights "recruitment and retention challenges across the wider primary care workforce" including in community pharmacy.
Stressing the importance of community pharmacy teams in urgent care and prevention, including early diagnosis of cancers, the report points out that pharmacists could play "a more active role in signposting eligible people to screening and supporting early diagnosis, building on a number of successful pilots such as those from the Accelerate, Coordinate, Evaluate (ACE) programme".

NHS England and NHS Improvement have issued the patient group direction (PGD) and national protocol for community pharmacy contractors to support flu vaccination of the frontline primary care staff.
This follows the announcement pertaining to eligibility of frontline primary care staff for NHS flu vaccinations this season.
With the release of protocol, vaccination of these staff can now be commenced as part of the service.
Contractors have to keep a manual record of the number of primary care staff they vaccinate in the service and report the same each month on the NHS Business

In a recent survey of 2,000 UK adults, 34 per cent preferred consulting pharmacists for health advice after researching symptoms, while for those surveyed
specifically from Wales, this figure increased to 35 per cent, according to 2San - a global supplier of healthcare products and solutions.
The survey said women had a higher tendency, with 39 per cent seeking their pharmacist's guidance compared to 29 per cent of men surveyed.
According to the survey findings, over one-fifth of people in the UK are turning to pharmacists instead of their primary care physician or doctor for guidance
and advice with medical symptoms.
"With more than 38 million patients in the UK waiting more than two weeks for a GP appointment, it is unsurprising that 34 per cent of people surveyed asked a
pharmacist for advice over their primary care physician/doctor in the last 12 months," 2san said.
In Wales, over a third of people prefer their community pharmacist for support and advice, while those aged 65 and above still tend to consult their primary care
physician.
Thanks to the NHS primary care access recovery plan, more than 23 million people can now view test results and check their consultation notes online without
needing to contact their GP practice.
NHS England on Monday (4 December) announced that over 81 GP practices in England (more than four in five) are now giving patients access to their new health
records online through the NHS App.
In May, the NHS announced the primary care access recovery plan setting a target of 9 in 10 GP practices offering patients access to their records through the
NHS App by March 2024.

Integration of primary and community care is key to health service improvement - Lords Committee has said in a new report published on 15 December.
The report highlighted the need for better staff training, improved data-sharing, flexible healthcare structures and collaboration across different professions in

Shadow Health Secretary Wes Streeting outlined his plans for NHS reform on Friday (21 April), where he also mentioned a desire to see pharmacies take on more
workload and pharmacists' clinical skills to be better utilised.

The National Health Service said that over 425,000 patients have utilised its new national online service to complete GP registration within its inaugural year.
The GP surgery registration service, managed by NHS England, has granted NHS patients efficient and user-friendly access to GP registration since its inception in
August 2022.
According to the NHS, more than 1,400 GP surgeries, a fifth of the national count, have joined the NHS online registration service as part of a new plan to improve
access to primary care. "This aligns with a new strategy to enhance primary care access, with a target of enrolling 2,000 practices in the Register with a GP
surgery service by December 2023."
Many GP surgeries still use paper forms, requiring patients to visit surgeries to collect paperwork. However, the new online service has been shown to save GP
surgery staff up to 15 minutes per registration by helping to reduce paperwork and admin time, the NHS said.
The NHS said that this service enables patients to register with a local GP online at any time, eliminating the need for in-person visits and simplifying the
process for both patients and GP surgeries.
There is no doubt that the pandemic has changed the way healthcare professionals work within the primary care setting. The advent of Covid-19 meant that we all
had to rapidly modify the way we supported and met the needs of patients, some of whom saw the services they usually took for granted, virtually cease overnight.
There are around 15 million people in England living with long-term health conditions including asthma. These people have the greatest healthcare needs of the whole
population with 50 per cent of all GP appointments and 70 per cent of all bed days taken by this cohort of patients, and their treatment and care absorbing 70 per
cent of acute and primary care budgets in England.
This situation isn't going to improve any time soon. In the past, most people had a single condition, today multi-morbidity is becoming the norm. At the start of the
pandemic, the Royal College of General Practice and British Medical Association issued guidance to practices on prioritising workload. This included the importance
of maintaining long-term condition reviews in asthma, COPD and diabetes, along with appropriate transition of at-risk warfarin patients. These reviews were deemed as
essential workstreams for patients considered to be at high risk.
Traditionally, the unique skills set of a pharmacist has meant that we have played a major role in supporting these patients. I work with a team of over 90 clinical
pharmacists who, in partnership with individual practices, PCNs, CCGs and STPs, help with the long-term management of people with chronic conditions. But the onset
of Covid-19 meant that we now had to plug a potential gap in service provision, and quickly.
