The Pharmacists' Defence Association (PDA) has raised concerns over "a prominent pharmacist's call to create a sector 'blacklist' for locums regarding disputes over rates." "The motivation regarding the current talk of creating a blacklist seems intrinsically tied to hourly rates. The General Pharmaceutical Council (GPhC) has appointed a new provider, BTL Group Ltd, to conduct its common registration assessment sittings, which it holds jointly with the Pharmaceutical Society of Northern Ireland (PSNI). GPhC chief executive, Duncan Rudkin, said: "I'm pleased to confirm that we have appointed BTL as the supplier for the common registration assessment for the next 3 years after a thorough tender process. "The information provided by BTL during the tender process has given us the necessary assurance that they can support us in continuing to deliver a fair and robust assessment that tests candidates' ability to register as a pharmacist. We will now work closely with BTL on arrangements for the sittings in 2022, to make sure we can provide a positive experience for candidates." BTL has extensive experience of delivering services to a range of clients, including the Royal College of Paediatrics and Child Health and the Royal College of Ophthalmology. Before BTL, GPhC had a contract with Pearson Vue to conduct online assessment in 2021.

RPS proposes that entry to training should be based on whether pharmacists can evidence the necessary skills, knowledge, and experience to undertake the training, and not the length of time a pharmacist has been on the register. RPS president Claire Anderson said: "We've campaigned strongly for better use of pharmacist independent prescribers, who are becoming essential to multi professional teams in all health care settings. "We want to ensure pharmacy remains an attractive career and has parity with the other professions. Pharmacist prescribing is now moving from being a skill only associated with advanced specialist levels of practice to a more generalist scope, providing a workforce that's more flexible with a shared set of capabilities.

The Royal Pharmaceutical Society (RPS) has cautioned that measures to protect people against Covid-19 must be stepped up in the wake of discovery of the new variant, B.1.1.529. National Institute for Health and Care Excellence (NICE)'s diagnostic advisory committee has recommended the use of HM-JACKarc or OC-Sensor quantitative faecal immunochemical tests (FIT) in a draft guidance release for consultation on Wednesday (5 July). Under existing NICE guidance, FIT was already offered to some people presenting to primary care with symptoms suggestive of colorectal cancer, while others were immediately referred on the suspected cancer pathway. The new draft guidance will now see everyone receive a FIT. A sample is sent in the post to a laboratory where the amount of blood in the faeces is measured. The results are usually available within a week and people with 10 or more micrograms of haemoglobin in their faeces should then be referred for further investigation. Further assessment using colonoscopy, or CT colonography, is required to diagnose cancer. The tests cost between £4 and £5 per sample, and can correctly identify about 9 out of 10 people with colorectal cancer. The committee agreed it is important that GPs can refer people for colonoscopy without a positive FIT result if they think it is necessary and where symptoms persist. The institute believes that the recommendation of the tests should reduce the number of unnecessary colonoscopies, thus freeing up appointments for more non-urgent referrals. This should lead to 50% fewer referrals for urgent colonoscopies being made by GPs in primary care settings each year.

The Council of the Pharmaceutical Society NI (PSNI) to remove the two-year requirement as a registered pharmacist to have an Independent Prescriber (IP) annotation on the pharmacy register in Northern Ireland. It has further endorsed that the two-year requirement for entry onto stand-alone pharmacist independent prescribing courses be removed and replaced with an assessment before admission, by course providers, based upon guidance provided by the regulator. In conjunction with the Department of Health, the PSNI will now work towards a further public consultation on the necessary legislative changes. Dr Jim Livingstone, president of the PSNI, said: "The Department of Health has set a clear direction which will see pharmacist independent prescribers becoming increasingly important in the delivery of pharmacy services in Northern Ireland. What skills does a pharmacist need these days? You'd think it would be sufficient to have a good understanding of pharmacy and the ability to offer a great patient service. Whilst this is true of course, the reality of the day to day role demands skills which most pharmacists have not been trained for as part of their formal qualification. Remarkably, despite the apparent lack of any formal training in these areas, pharmacists have been able to adapt and meet the challenges of whatever their job has thrown at them. Many pharmacists go even further, bringing out their inner entrepreneurial spirit to set up their own business. There are now over 6,000 pharmacy businesses owned by independent pharmacists, with this segment growing. Whilst pharmacists have historically adapted to their environments and picked up the necessary business skills, the rapidly changing landscape of pharmacy will require pharmacists to establish new skills to help ensure their businesses survive and thrive.

Today I'm proud to share with you the statement we submitted to the UK Commission on Pharmacy Professional Leadership in which we set out what professional leadership means to RPS. I recognise we haven't always been clear in communicating our ideas to members and our external stakeholders. Through the Commission, and our own Independent Review of member participation and communications, we are determined to remedy this. We're committed to lead pharmacy in the best interest of patients and the professions. This means that sometimes we will need to take difficult decisions. We will do the right thing for the long term, ultimately driving what's best for patient care. There are some key changes we believe are necessary to fulfil the profession's ambitions. To achieve a more unified approach to pharmacy leadership, we believe both pharmacists and pharmacy technicians should be represented by RPS within professional faculties that capitalise on the strengths of each discipline whilst retaining distinct professional voices. Many of our members work with pharmacy technicians every day and know just how essential they are to their role and to patient care. We feel the same at RPS and it makes perfect sense to evolve into an organisation where both professions can advance their scope of practice, working in alignment as part of the wider multi-professional team. We will develop and implement post-registration curricula and credentialing for all pharmacists and pharmacy technicians working with patients and the public. To do this we will require formal delegation of authority by the GPhC.
