International day for persons with disabilities on 3rd December - Note on schemes for the welfare of persons with disabilities and concessions available to them. The Government of India is committed for the realization of full participation, protection of rights, and equal opportunities to all including persons with disabilities. India is a country where most of the population lives in the rural areas and accessing the health and rehabilitation services has always been a challenge. In a Backgrounder issued yesterday, a brief summary of the major steps initiated by the Ministry of Social Justice & Empowerment in this direction were given. Following is the Background Note on the legislative and Institutional framework along with the major schemes of the Ministry of Social Justice & Empowerment for the welfare of the People with Disabilities (PwDs). The Note also contains information on facilities and concessions available to PwDs under other central schemes which are being run by other Union Ministries. The Rehabilitation Council of India Act, 1992 regulates and monitors training of rehabilitation professionals and personnel. The National Trust for the welfare of Persons with Autism, Cerebral Palsy, Mental Retardation and Multiple Disabilities Act, 1999, aims at enabling and empowering persons with disabilities to live independently as fully as possible in their community. Polio has been detected in sewage samples in London, the first sign since the 1980s that the virus could be spreading in the UK, but no cases have been found, authorities said. The risk of infection from the disease, which causes paralysis in children in under one per cent of cases, was also low because of high vaccination rates, the UK Health Security Agency (UKHSA) said. The agency nevertheless encouraged parents to make sure their children were vaccinated after the discovery of the virus during routine wastewater surveillance - particularly those who may have missed shots during the Covid-19 pandemic. Nationwide vaccination levels are above the 90 per cent needed to prevent outbreaks, but London's coverage rates among the under-twos has dipped below that in recent years. NHS England will begin contacting parents of children under five who are not immunised. The NHS on Sunday (January 30) expanded its Covid-19 vaccination programme to include vulnerable children aged five to 11 years. Eligible children include those with diabetes, immunosuppression, learning disabilities, and other conditions as outlined by the UK Health Security Agency in the Green Book. Additionally, children living with someone immunosuppressed will be eligible to get the first dose of the Covid-19 vaccine in line with advice issued by the Joint Committee on Vaccination and Immunisation (JCVI). According to the NHS, there are around 500,000 eligible children in the latest cohort. GP and deputy lead for NHS vaccination programme Dr Nikki Kanani, said: "We know vaccines give significant protection against severe illness from Covid - including the omicron variant, so it is important that our youngest and most at-risk get protected.

A new bill was introduced to Parliament on Wednesday (20 March) to prohibit the sale of tobacco to children under the age of 15, delivering on the Prime Minister's commitment to create a smokefree generation. The Tobacco and Vapes Bill aims to protect future generations from the harmful impacts of smoking, thereby saving thousands of lives and billions of pounds for the NHS. The bill will also introduce new powers to restrict vape flavours and packaging deliberately targeted towards children, as well as allow the government to change how they are displayed in shops, moving them out of sight of children and away from products that appeal to them, like sweets. Additionally, enforcement officers' powers will be strengthened with 'on the spot fines' of £100 to ensure compliance with the new laws. This complements the existing maximum fine of £2,500 that local authorities can already impose. It will also become illegal to provide free samples of vapes to children under the age of 18.

After receiving approval from the National Institute for Health and Care Excellence (NICE), the NHS is preparing to roll out a new combination treatment for brain tumours in children and young people in England. Dabrafenib with trametinib would be the first ever targeted treatment for children (aged 1-17) with gliomas that have a specific genetic mutation, the health service said. The treatment, which can be taken at home, has been found to slow the progression of the disease by over threefold compared to standard chemotherapy in children with low-grade gliomas that have a BRAF V600E mutation. Clinical trials have shown that it causes fewer side-effects than chemotherapy. NICE approved the combination treatment on Wednesday 24 April. It will be available on the NHS in the coming months.

In continuation of the NHS Covid vaccine programme, Covid jabs for five and six-year olds will be available at the local vaccination centres or community pharmacies outside of school hours. Following the recent JCVI guidance that recommended all children between 5 and 11 would benefit from a non-urgent offer of the COVID vaccine, the NHS will send invitations to one million families with five and six-year-olds this week. "Invitations being sent to families this week will set out how easy and convenient it is to take up the offer of a vaccine as part of the NHS COVID vaccination programme by booking through the National Booking Service, or visiting their nearest walk-in site," NHS said. Between April 25 and May 1, there are already more than 33,500 children aged five to 11 booked in for their dose of the life-saving vaccine, with a further 50,000 slots still available. Dr Nikki Kanani, GP and Deputy Lead for the NHS COVID-19 vaccination programme, said: "It is great to see so many families already booked in for their children to receive their Covid vaccine this week, helping to protect themselves against potential future waves of the virus.

UK regulator has approved a new age-appropriate formulation of the Pfizer BioNTech Covid-19 vaccine for use in children aged 5 to 11 years old. The new paediatric formulation of Covid vaccine meets the required safety, quality and effectiveness standards, the Medicines and Healthcare products Regulatory Agency (MHRA) announced on Wednesday (December 22). Dr June Raine, MHRA chief executive said that parents and carers can be reassured that this approval has been given after robust review of safety data. These data showed a favourable safety profile for use in 5-11-year olds compared with that seen in other age groups, the regulator said. Raine said: "We have carefully considered all the available data and reached the decision that there is robust evidence to support a positive benefit risk for children in this age group.

The General Pharmaceutical Council (GPhC) Fitness to Practise Committee has removed a pharmacy technician from Register after been found guilty of possessing 'indecent photographs of a child'. Graeme Arthur, a pharmacy technician first registered with GPhC on 1 September 2019, under the registration number 5039154, was found guilty at Peterlee Magistrate's Court in August 2022. He received an 18-month Community Order, and is subject to a Sexual Harm Prevention Order for 5 years, He was also ordered to undertake a period of rehabilitation activity for 40 days. In the remote video linking hearing held on 2 - 3 May, the Fitness to Practise Committee found Arthur's fitness to practise to be currently impaired on grounds of protection of the public and in the wider public interest of declaring and upholding the Standards of the profession and maintaining public confidence in the reputation of the profession. The committee considers this to be a serious conviction for an offence which has included possession of the most serious category of images of sexual abuse of children. It said: "Although Mr Arthur had no direct contact with the children concerned, the nature of the abuse is that it thrives on the demand from those who search for and view the images online. As such, children come to actual harm indirectly through the activity of someone viewing and possession of images of sexual abuse."

The Medicine and Healthcare products Regulatory Agency (MHRA) has cautioned men on valproate to talk to their healthcare professional about their treatment, if they want to start a family in the next year. The warning came after a new study, commissioned by the European Medicines Agency, suggested that children fathered by men who took the anti-seizure medicine in the three months prior to conception may be at higher risk of developing neurodevelopmental disorders. Around five in 100 children born to fathers treated with valproate around conception were diagnosed with a neurodevelopmental disorder, compared to three in 100 children whose fathers were taking other antiseizure medicines (lamotrigine or levetiracetam). However, the risk is believed to be much smaller than the risk associated with valproate in pregnancy.

Cerebral palsy-also known as CP-is a condition caused by injury to the parts of the brain that control our ability to use our muscles and bodies. Cerebral means having to do with the brain. Palsy means weakness or problems with using the muscles. Often the injury happens before birth, sometimes during delivery, or soon after being born. Physical symptoms typically appear in the first few years of life. Cerebral Palsy are frequently slow to reach developmental milestones such as learning to roll over, sit, crawl, smile, or walk.
