International day for persons with disabilities on 3rd December - Note on schemes for the welfare of persons with disabilities and concessions available to them. The Government of India is committed for the realization of full participation, protection of rights, and equal opportunities to all including persons with disabilities. India is a country where most of the population lives in the rural areas and accessing the health and rehabilitation services has always been a challenge. In a Backgrounder issued yesterday, a brief summary of the major steps initiated by the Ministry of Social Justice & Empowerment in this direction were given. Following is the Background Note on the legislative and Institutional framework along with the major schemes of the Ministry of Social Justice & Empowerment for the welfare of the People with Disabilities (PwDs). The Note also contains information on facilities and concessions available to PwDs under other central schemes which are being run by other Union Ministries. The Rehabilitation Council of India Act, 1992 regulates and monitors training of rehabilitation professionals and personnel. The National Trust for the welfare of Persons with Autism, Cerebral Palsy, Mental Retardation and Multiple Disabilities Act, 1999, aims at enabling and empowering persons with disabilities to live independently as fully as possible in their community. Health technology pioneer Invatech Health has sold its care homes electronic medication administration record (eMAR) system Atlas to care home management specialists Person Centred Software (PCS). Following the transition of Atlas to new ownership, Bristol-based Invatech Health will concentrate solely on further growth of Titan, its cutting-edge software for pharmacy management. Invatech Health CEO Tariq Muhammad, a pharmacist who started working on care homes back in 2002, first conceived the concept of electronic medicines system for care homes in 2006. Muhammad said he was proud to see his purpose-driven business given an opportunity for further progress. "It's a bit like being at a child's graduation," he said, after the completion of the acquisition which marked the end of a 20 year journey for him with Atlas. "I set up Atlas to tackle a dire need in the care homes sector for a system which could prevent incorrect dosing, mismanagement of prescriptions and administration errors of important medication.

The Joint Committee on Vaccination and Immunisation (JCVI) on Thursday (May 19) said that an anticipated autumn Covid booster campaign would be aimed at people aged over 65, care home residents, frontline health and social care workers and all adults in a clinical risk group. The UK is offering a spring booster to the over-75s, care home residents and immunosuppressed people, and ministers have spoken openly of plans for a further booster campaign in the autumn. In interim advice, the JCVI stopped short of recommending another shot for all adults, though said the advice would be reviewed and updated. "The JCVI's current view is that in autumn 2022, a Covid-19 vaccine should be offered to: residents in a care home for older adults and staff; frontline health and social care workers; all those 65 years of age and over; and adults aged 16 to 64 years who are in a clinical risk group," the UK Health Security Agency said in a statement. Prime minister Boris Johnson, who was fiercely criticised for his handling of the early stages of the pandemic, lifted Covid restrictions in England in February, crediting Britain's quick initial vaccine rollout and the rollout of boosters with breaking the link between cases and deaths.

Britain almost doubled the number of visas awarded to foreign migrants coming to work in the health and care sector last year, government data showed, adding to pressure on prime minister Rishi Sunak over immigration ahead of the next general election. Immigration is one of the top three concerns for voters as the country gears up for an election expected later this year. Trailing the opposition Labour party in the polls, Sunak has vowed to bring it down. But data released on Thursday by Home Office was the latest set of statistics to show the scale of the challenge he faces. Britain granted 337,240 work visas in 2023, 26 per cent higher than in 2022, with the rise largely driven by those coming to the country to work in the care home sector. That follows figures released in November which showed annual net migration to the UK hit a record 745,000 in 2022 and has stayed high since. Visas under the 'Skilled Worker - Health and Care' route almost doubled, Thursday's data showed, rising by 91 per cent to 146,477 last year.

Shadow Health Secretary Wes Streeting outlined his plans for NHS reform on Friday (21 April), where he also mentioned a desire to see pharmacies take on more workload and pharmacists' clinical skills to be better utilised. The Company Chemists' Association (CCA) appreciated Shadow Health Secretary's desire to enhance pharmacies' role in primary care reform but also stated that the sector is in urgently needs a funding injection. Dr. Nick Thayer, Head of Policy at the Company Chemists' Association (CCA) comment: "We are pleased to see the Shadow Health Secretary recognise the enhanced role that pharmacies should play in primary care reform. Mr Streeting wants to see care brought closer to people's homes and more front doors into the NHS. With 89.2% of the population located within a 20-minute walk of a pharmacy, pharmacies do just that. They are essential to realising his vision of a 'neighbourhood health service'. Pharmacies could free up over 42m GP appointments annually, including 10m vaccination appointments. The government has announced a freeze to the NHS prescription charges, first time in 12 years, to help people ease with the cost of living and ensure prescription medication remains accessible. Charges for prescriptions will remain at £9.35 for a single charge or £30.25 for a 3-month prescription prepayment certificate (PPC), the Department of Health and Social Care (DHSC) said, adding that the measure will help save £17 million. The 12-month PPCs will remain at £108.10 and can be paid for in instalments, meaning people can get all the medicines they need for just over £2 a week, it added. The NHS low income scheme will also help with prescription payments, with free prescriptions for eligible people in certain groups such as pensioners, students, and those who receive state benefits or live in care homes. "The rise in the cost of living has been unavoidable as we face global challenges and the repercussions of Putin's illegal war in Ukraine. While we cannot completely prevent these rises, where we can help, we absolutely will," Health and Social Care Secretary Sajid Javid said. "This is why I am freezing prescription charges to help ease some of these pressures and put money back in people's pockets."
