The Royal Pharmaceutical Society (RPS) has published its general election manifesto highlighting some of the key challenges the next Government will face to support patients and the NHS. The manifesto calls on general election candidates to show their support to securing patient access to medicines, a better-connected NHS, enhancing accessible prescribing in local communities, and maximising health improvement through locally accessible pharmacy teams. Candidates are urged to called on the next Government, if elected, to support the pharmacy workforce to deliver patient care, unlock the potential of new advances in medicines, and continue to support funding for the UK science and research community. The manifesto highlights the need for investment in IT infrastructure to support a better-connected NHS to enable all health professionals to access and update a patient's record.

Acknowledging the ongoing challenges in delivering the required IT systems for the scheduled launch of the Pharmacy First service on January 31, NHS England reported progress in fulfilling 'many' commitments outlined in its plan to enhance primary care access during a board meeting on Thursday. However, it noted that the digital infrastructure supporting Pharmacy First, included in the £645 million fresh funding for community pharmacy, will require additional time for implementation. "Delivery remains challenging due to changes needed in digital infrastructure, and we are working with suppliers to support January implementation," NHSE said. "A public campaign is planned for 2024." The Pharmacy First service allows pharmacists to supply prescription-only medicines for seven common health conditions (sinusitis, sore throat, earache, infected insect bite, impetigo, shingles, and uncomplicated urinary tract infections in women), eliminating the need for a GP visit. Meanwhile, NHSE is leveraging the widespread accessibility of pharmacies by expanding blood pressure monitoring and introducing direct prescribing of clinically safe oral contraceptives-an initiative that has been well-received.

Steve Barclay, the former Secretary of State for Health and Social Care was moved to become Environment Secretary after being assigned the role of Health Secretary. The following decision was made consequent to Steve Barclay being reassigned from the role. The news comes at a time when the NHS faces enduring challenges and industrial action, making this change particularly significant. The government has announced a freeze to the NHS prescription charges, first time in 12 years, to help people ease with the cost of living and ensure prescription medication remains accessible. Charges for prescriptions will remain at £9.35 for a single charge or £30.25 for a 3-month prescription prepayment certificate (PPC), the Department of Health and Social Care (DHSC) said, adding that the measure will help save £17 million. The 12-month PPCs will remain at £108.10 and can be paid for in instalments, meaning people can get all the medicines they need for just over £2 a week, it added. The NHS low income scheme will also help with prescription payments, with free prescriptions for eligible people in certain groups such as pensioners, students, and those who receive state benefits or live in care homes. "The rise in the cost of living has been unavoidable as we face global challenges and the repercussions of Putin's illegal war in Ukraine. While we cannot completely prevent these rises, where we can help, we absolutely will," Health and Social Care Secretary Sajid Javid said. "This is why I am freezing prescription charges to help ease some of these pressures and put money back in people's pockets."

The Pharmaceutical Services Negotiating Committee (PSNC) has called the 'new general practice contract' which was imposed by NHS England on Monday (6 March) as 'simply unreasonable'. The imposition of new contract followed a failed talk of British Medical Association (BMA)'s with the negotiator. The association's main issue with the contract is the lack of further funding beyond that agreed in 2019 as part of the five-year deal. PSNC Chief Executive Janet Morrison said: "The breakdown in GP contract negotiations for the second year running is another blow for primary care. The verdict of the GP negotiators is that the demands being made of doctors by Government and the NHS are simply unreasonable." "Community pharmacy is being treated with the same disregard: too much is being asked of us, with far too little funding available." The committee has been raising the issue and challenges faced by the community pharmacists with the government. The government is asking pharmacies to do more by taking giving additional services but the committee is of view with no extra funding the community pharmacies will collapse.

The Health and Social Care Select Committee (HSCC) on Tuesday held the first session in their pharmacy inquiry, with a panel of experts discussing the key issues facing community pharmacies in the country. Representatives from community pharmacy associations highlighted some of their biggest challenges and their vision for the future, as well as actions that government and NHS England can take to address those challenges for a better future for the sector. Opening the session, the Committee's vice-chair, Rachel Maskell MP, asked the representatives if they felt the government was ambitious enough in what it believes community pharmacy can do to address NHS pressures, or are pharmacists being held back by issues around workforce funding, contracting, and technological changes. Malcolm Harrison, Chief Executive, Company Chemists' Association (CCA), expressed that the government is not ambitious enough, saying "there's always opportunity to be more ambitious".

The NHS is facing a range of long term challenges which needs to be countered with prevention, enhance personalised care and sustainable performance, health and social care secretary Sajid Javid said on Tuesday (March 8). In his speech on healthcare reform at the Royal College of Physicians in London, he said: "We face some long-term challenges: how to keep the NHS focused on delivery while futureproofing it for changing demographics and disease; how to meet rising patient expectations and address the injustices of widespread disparities; and how to deal with an unsustainable financial trajectory while backing the brilliant people who work in health and care." Javid emphasised on three key points for healthcare reform - prevention, personalisation and performance. He said, prevention is not just about building a 'national hospital service' but a true 'National Health Service'.

An executive director of Day Lewis and also board director and member of Association of Independent Multiple pharmacies (AIMp) Jay Patel highlighted the key issues and on ground challenges faced by the community pharmacies in a meeting hosted by Prime Minister Rishi Sunak and health secretary Steve Barclay in Downing Street on Saturday (January 7) to tackle the NHS pressure. In his interview with BBC, he said: "He (prime minister) was very engaging and trying to understand the key issues and practical challenges on the ground." Patel described the meeting atmosphere as 'collaborative and proactive', and said, "people were genuinely asked their options and there were listeners too." Since the introduction of the 2019 NHS Long-Term Plan, several policy commitments have surfaced, presenting a definitive 'blueprint' for community pharmacy in England. The Company Chemists Association has identified four crucial commitments that, when integrated, hold the potential to revolutionise patient care through community pharmacies. "Each commitment is like a crucial piece of a puzzle," CCA said. "For the transformation of patient access through community pharmacy to be successful, all these pieces must come together harmoniously. Otherwise, the picture will remain incomplete." The four major pieces of the puzzle coined by CCA include: * Building on education and training reforms to increase the size and capability of the workforce. * Expanding the number of clinical services commissioned and delivered in community pharmacy. * Introducing digital enablers which underpin service delivery. * Introducing legislative changes to increase capacity and allow the delivery of more patient-facing clinical care.

Healthcare staff across England are facing increasing winter pressures amid junior doctor's strikes, as thousands of hospital beds are being occupied by patients with flu, norovirus and Covid-19. The number of flu patients in hospital has increased by almost two thirds in a week, according to the latest weekly update from the National health Service (NHS). New NHS figures published on Thursday showed an average of 648 patients were hospitalised with flu per day this week before the industrial action, up from 402 last week. This lasts number is four times the figure reported at the end of last month (160 per in the week ending 26 November).

In a significant uptick reflecting growing awareness and acceptance of mental health challenges among new and expectant mothers, NHS records reveal a striking surge in specialist support sought by over 57,000 new mothers over the past year. This figure represents a substantial 33 per cent increase compared to the 2022 data findings indicating a heightened demand for perinatal mental health services in England. Last year, the number of women accessing perinatal mental health services was 43,053 individuals. Specifically, between March 2023 and February 2024, a total of 57,170 women accessed these services, representing a significant rise from the 43,053 women who received support between March 2022 and February 2023. Contextually, this surge in demand is significant given that approximately 600,000 women give birth in England each year.

The All-Party Parliamentary Group (APPG) on Pharmacy published a new report on Monday (January 23) that calls for "urgent action" to relieve funding pressure so there are "opportunities" for community pharmacy teams to deliver even more for their patients. The report highlights the need for a new "strategic vision" for pharmacy and highlights opportunities for the network to be empowered to deliver even more for patients. However, the manifesto also underlines that there are the very real risks that this opportunity may be lost if significant and ongoing pressures are not addressed. The recommendations are based on written and oral evidence gathered from frontline pharmacists, GPs, professional bodies and healthcare experts. To harness the potential of pharmacy, the report recommends the Government must take urgent action to relieve the funding pressures on the community pharmacy sector in the short term and review the long-term funding model for pharmacy. It also suggested the Government must harness the power of pharmacy to help the NHS deal with the COVID-19 backlog and the UK's growing healthcare challenges. It further recommended that future commissioning and funding must recognise that community pharmacy is the front door to the NHS for many patients.

NHS England and NHS Improvement published on May 26 the findings of the Fuller 'stocktake' - setting out how primary care can work with partners across health and care to best meet the needs of their local communities. Dr Claire Fuller's report lays emphasis on the essential role of primary care and the potential of integrated neighbourhood teams in reducing the burden of ill health and tackling health inequities. It commends community pharmacy for keeping "its doors open to the public throughout" the pandemic whilst being "among the most recognisable of a multitude of dedicated staff delivering care around the clock in every neighbourhood in the country". The report highlights "recruitment and retention challenges across the wider primary care workforce" including in community pharmacy. Stressing the importance of community pharmacy teams in urgent care and prevention, including early diagnosis of cancers, the report points out that pharmacists could play "a more active role in signposting eligible people to screening and supporting early diagnosis, building on a number of successful pilots such as those from the Accelerate, Coordinate, Evaluate (ACE) programme".

The Pharmaceutical Services Negotiating Committee (PSNC) has published a guidance for community pharmacies to help them in the implementation of the new Prescription Prepayment Certificate (PPC) for hormone replacement therapy (HRT). The new policy will rollout from 1 April 2023, patients who are not already exempt from NHS prescription charges will be able to purchase an annual HRT PPC for the cost of two single prescription charges Major concern raised by PSNC is that the NHS systems have not kept pace with policy, as the certificate is launching without the IT in place to support it. PSNC has been clear that this is totally unacceptable, including raising this with Ministers directly and warning them that introducing the PPC without this infrastructure risks causing confusion for some patients and adding to the burden for pharmacy teams. "Government recognises the challenges but is determined to move forwards with the policy, said the committee. "DHSC has recognised the impact this will have on pharmacies and we are still pressing for appropriate financial compensation. We have also sought guidance for GPs, and now published our own guidance to try to make the launch go as smoothly as it can for pharmacy teams."

NHS West Yorkshire Integrated Care Board (ICB)'s decision to withdraw gluten free prescriptions for people with coeliac disease across Leeds and Calderdale has disappointed Coeliac UK. In a statement released on Thursday, the charity, which provides support and advice to those living with the disease, has raised "grave concerns" about the decision, warning that it will have a detrimental impact on the coeliac community. The policy is currently implemented across the ICB's other places including Bradford district and Craven, Kirklees and Wakefield district, preventing coeliac patients from accessing gluten free bread and flour mix on prescription. NHS West Yorkshire ICB wants to align its gluten free prescribing guidelines across its five places. But the charity is worried that the additional cost of gluten free staple products will poses a real challenge to maintaining the gluten-free diet, which is the only treatment for the condition.

Attended by over 200 pharmacy owners, industry leaders, and stakeholders, the conference served as a medium for robust discussions and the exchange of valuable insights regarding the future of community pharmacy. Amidst the persistent challenges posed by an underfunded reimbursement system and negotiations with governmental bodies and the NHS for the new community pharmacy contractual framework 2024/25, the conference pivoted towards investing in staff, adapting to change by investing in new technology, and optimising commissioning as pivotal strategies. "Pharmacy professionals are playing increasingly important clinical roles in both primary and secondary care," shared David Webb, Chief Pharmaceutical Officer (CPO), NHS in a video message. He highlighted the NHS's commitment to empowering community pharmacy, with plans to expand services and deprescribe to align with the NHS's focus on preventive healthcare.

Medipharmacy has been bought out by PI-Gen Pharma Limited, an arm of the independent pharmacy group Enimed, for a total of £7.1 million, after the business entered into administration. In a report published on Companies House on January 30, administrators at FRP confirmed that the transaction was completed on 18 January, with PI-Gen beating five other bidders to acquire the insolvent NHS pharmacy chain. The report added that PI-Gen submitted a cash offer of non-refundable £500k for Medipharmacy's goodwill, £2.1m for its freehold properties, and a further amount for its fixtures and fittings, motor vehicles and stock. An FRP spokesperson told The Standard that Medipharmacy, which operated a chain of 25 NHS community pharmacies across London, Kent, Surrey and West Sussex, had faced increasing cashflow challenges in recent months. According to the administrators' report, Medipharmacy's revenues had grown exponentially from £27.9m in 2022 to £69m in 2023 but didn't deliver corresponding improvements in profitability.

At last Friday's Clinical Congress Conference, the NHSE Chief Pharmaceutical Officer for England at NHS England, David Webb, announced the upcoming launch of the Pharmacy Stakeholder Forum- an initiative led by NHS England aimed to improve pharmacy professional leadership and foster collaboration within the sector. Webb highlighted the forum's significance as a platform for driving transformative change in pharmacy leadership. "The aim is to deliver collaboration to develop a stronger and more united voice for pharmacy professionals," Webb emphasised. Highlighting the need to drive transformative change in pharmacy leadership, he underscored that "the overarching goal is to address key challenges facing the pharmacy profession and chart a course for future development and innovation." Scheduled to commence in June, the Pharmacy Stakeholder Forum will provide a space for diverse organisations and networks with a vested interest in pharmacy professional leadership to converge.

Pendle MP Andrew Stephenson has been appointed as a Minister of State in the Department of Health and Social Care (DHSC) in the latest ministerial reshuffle. As the new 'Minister for Health and Secondary Care', Stephenson would be looking after elective care recovery and screening, as well as the fight against major diseases like cancer, diabetes and stroke, as reported by Burnley Express. "Helping NHS services recover from the legacy of the pandemic, whilst dealing with winter pressures and the challenges of inflation will not be easy, but it is a challenge I am looking forward to," Stephenson told Burnley Express. "I am also keen to ensure that significant manifesto commitments, such as the pledge to deliver 50,000 nurses and 40 new hospitals remain on track. Especially as one of those 40 new hospitals is Airedale, which is used by so many Colne and West Craven residents," he added.

Pharmacy bodies have urged the Health Select Committee to hold the government to account on pharmacy funding and workforce challenges. In a show of unity, leaders from the sector came together to write a joint letter to the chair of the committee and former health secretary Jeremy Hunt and bring to his attention how financial pressures worsened by nearly a decade of a real-term decrease in funding have made the sector virtually untenable. The Pharmaceutical Services Negotiating Committee (PSNC)'s recently published 'Pharmacy Pressures Survey' confirms how this has had an impact on pharmacy contractors, their teams as well as patients. The survey found that 91 per cent of pharmacies are experiencing staff shortages. At the same time, demand for community pharmacists has risen - nine in ten pharmacy teams reported a significant increase in phone calls from patients about prescriptions, and 86 per cent reported a rise in requests for healthcare advice. The letter to Jeremy Hunt is signed on behalf of the four chief executives of the PSNC, the Association of Independent Multiple Pharmacies (AIMp), the Company Chemists' Association (CCA) and the National Pharmacy Association (NPA).
