The Pharmaceutical Services Negotiating Committee (PSNC) has advised the pharmacy contractors to check that their PMR systems supports correct and complete SSP endorsements. Several tips has been shared by the PSNC with pharmacy contractors after NHSBSA received several electronic EPS SSP claims which did not meet the requirements for a valid SSP between 1 April 2022 and 31 May 2022. PSNC has been working with NHS Business Services Authority (NHSBSA) to understand whether claims for HRT SSPs are being submitted correctly and in accordance with the specific supporting guidance for each SSP. "For any invalid SSP claims, contractors will continue to receive the usual dispensing fee but will not receive any SSP fee (£5.35). Reimbursement for invalid SSP claims will also be in accordance with the prescribed product rather than the alternative product or quantity supplied in accordance with an SSP," said PSNC.

The Pharmaceutical Services Negotiating Committee (PSNC) has initiated the process for the regional representative election for the North-East and Cumbria region after Mark Burdon's resignation from the committee earlier this year. The North-East and Cumbria region covers Community Pharmacy County Durham, Community Pharmacy Cumbria, Gateshead and South Tyneside LPC, North of Tyne LPC, Sunderland LPC and Tees LPC. PSNC said that Pharmacists who are independent chemists and members or officers of these LPCs are eligible to stand for election as a new regional representative. "An independent chemist is defined in the PSNC constitution as a chemist operating retail pharmacy businesses' from no more than nine premises in England from which NHS Pharmaceutical Services or Local Pharmaceutical Services are provided and a person who is not a member of the Association of Independent Multiple pharmacies (AIMp)," said PSNC. The Pharmaceutical Services Negotiating Committee (PSNC) has challenged price concessions imposed by the Department of Health and Social Care (DHSC) on some of the medicines. It has raised concerns on the process for setting price concessions to senior government officials responsible for medicines supply, warning that the system is not working in the current environment from a community pharmacy contractor perspective. "When a new government takes over next week, this will be one of several urgent topics being raised by PSNC to new ministers, alongside the fuel price crisis, inflationary pressures and winter pressures on pharmacy businesses," said PSNC. The final update to August price concessions was announced yesterday taking the total concessions granted to a record 138 for August. PSNC said: "Of those, 99 were in line with PSNC requests, but prices for 39 lines were imposed by the Department of Health and Social Care (DHSC): those impositions do not match the purchase prices reported by contractors and the evidence of market prices which we passed on to DHSC. In particular, the final imposed prices of Apriprazole and Temazepam tablets has generated a lot of concern amongst contractors due to the large variation between their reimbursement prices and purchase prices during the month of August."

The Pharmaceutical Services Negotiating Committee (PSNC) chief executive Janet Morrison has assured contractors that PSNC will continue to raise with the new prime minister all concerning issues that are bothering pharmacy businesses. She felt the "fixed five-year funding settlement that is declining in real terms" was one of the serious factors that is putting a lots of pressure on contractors. PSNC has provided a compelling portfolio of evidence on the impact that pressures are having on the sector, and requested urgent additional funding, she said. Morrison, in her video message shared yesterday (August 24), urged contractors to keep sharing and sending evidences to act on their behalf. She said she is aware "this one of the toughest periods for the businesses" and "I believe that it demands more action from the government." Morrison assured the sector she was aware that contractors were also facing difficulties in "dealing with global medicines market and the challenges on been able to procure medicines within the drug tariff." "I know how hard it is to see the future sustainability of your businesses. I can see you are facing serious workforce pressure, rising cost, shortage of pharmacists, inflation pressure. I know your using facing increase in demand from the patients who has given up on their GPs and turning to you for support and advice."

The Pharmaceutical Services Negotiating Committee (PSNC) has expressed disappointment as the government continued to refuse to "a much-needed broader funding uplift" for the community pharmacies in England. This follows conclusion of the first Annual Review of the progress of the five-year Community Pharmacy Contractual Framework (CPCF) deal by PSNC, the Department of Health and Social Care (DHSC) and NHS England & NHS Improvement (NHSE&I). "We remain deeply frustrated by government's refusal to agree a much-needed broader funding uplift for the sector, but we are determined to continue to look for better ways forward for the sector throughout 2022 and beyond," said Bharat Patel, PSNC vice-chair, negotiating team member and an independent contractor. Patel noted that despite some important wins such as recognition of key challenges faced by pharmacies, the commitment to consider these as part of our Year 4 negotiations, and agreement to take forward work on service fee and other regulatory changes, the PSNC is disappointed that the review did not lead to "immediate and tangible outcomes and improvements for contractors." The negotiator had put forward data and analysis showing the capacity and cost constraints faced by pharmacies.

The Pharmaceutical Services Negotiating Committee (PSNC) has commissioned Nuffield Trust and The King's Fund to develop a new vision and strategic options for community pharmacy. The report is expected to be published in early summer next year, to underpin the future strategy for the sector. It will also support negotiations between PSNC and policymakers as the current five-year Community Pharmacy Contractual Framework (CPCF) comes to an end. Those negotiations will decide what happens after April 2024, and they will be critical to the future of the sector. The development of a compelling vision and an effective strategy for community pharmacy was a key recommendation from the Pharmacy Representation Review Steering Group (RSG). It forms one of the workstreams of the Transforming Pharmacy Representation Programme (TAPR) currently being undertaken by PSNC. But it is also a project that PSNC wants to undertake anyway to help lay the foundations for those crucial upcoming negotiations.

The Pharmaceutical Services Negotiating Committee (PSNC)'s director of pharmacy funding Mike Dent and Jack Cresswell, its funding strategy manager, will be hosting a webinar about changes to the discount deduction system on Wednesday 12th October at 7.30pm. The discount deduction scale has been a point of contention for community pharmacy contractors for many years, and PSNC has been pushing to remedy this. "The changes will lead to a levelling out for all pharmacies, with the impact on individual contractors varied due to their unique dispensing mix. We have been developing a series of resources about the changes, including an explanatory briefing, FAQs and an impact calculator. Our latest resource comes in the form of a webinar that aims to explain the new arrangements and the transition period in more detail," said PSNC.

The Pharmaceutical Services Negotiating Committee (PSNC) is encouraging community pharmacy contractors to participate in its third Pharmacy Advice Audit due to be held in the week commencing Monday (January 31). The audit is aimed to demonstrate how pharmacies support their communities every day and assist PSNC in gathering evidence for use in the funding discussions with the government and the NHS. It said that last year's Advice Audit provided compelling evidence for use in negotiations with the government and helped in persuading MPs to support the case for Covid-19 costs. PSNC said: "We would therefore be very grateful to anyone able to take part in this year's audit."

The Pharmaceutical Services Negotiating Committee (PSNC) will launch a new influencing campaign to build wider political support for community pharmacies this week. The campaign aims to ensure that MPs and Peers across Parliament understand the risks to pharmacy services that the current pressures on the sector are causing. In a Parliamentary event held today (Tuesday 15 November) MPs and Peers heard from PSNC, LPC and other pharmacy bodies about the current situation. PSNC briefed them on the urgent need for action to address the pressures on the sector. The committee will be working with LPCs and contractors to organise a series of pharmacy visits for key Parliamentarians including Minsters, Committee and APPG Members. This is happening alongside work to develop a new vision and strategy for the community pharmacy sector, all of which is part of PSNC's strategy to lay the ground for future CPCF negotiations.

The Pharmaceutical Services Negotiating Committee (PSNC) has urged community pharmacy to plan and ensure patients are able to access their prescription if they have to close in an emergency situation for a short period. It has prepared a guidance which can be undertaken by pharmacy in the event of a closure and the contractor's business can resume easily and effectively once the emergency has passed. In its guidance, PSNC has stated a few actions that can be taken by pharmacy in advance: Plan ahead - be ready before a closure is needed. Don't wait until your pharmacy needs to be closed before you consider how you will manage and what you can put in place to mitigate the impact. Make sure your business continuity plan is up to date and relevant to the current situation. For example, try not to rely on family and friends as part of your plan; if you're having to isolate because of infectious illness, your close contacts may need to do so as well. Ensure your SOPs are accurate, up to date and easy-to-find for someone completely unfamiliar with your pharmacy. Emergency numbers will be crucial. Normal, everyday business continuity issues are still going to arise and anyone on-site needs to know how to address them:

The PSNC on Friday said it has warned the DHSC about the "very serious impact" of the limited supply of certain antibiotics on pharmacies who are "having to chase stock, purchase without sight of any concession prices, and cope with increasing patient questions and abuse." With higher than usual number of cases of scarlet fever, caused by invasive Group A Streptococci (iGAS) infections, being reported in children across the country, supplies of antibiotics for Group A Strep treatment have seen a surge in demand, leading to limited supply at certain wholesalers and pharmacies. PSNC has urged the DHSC to adopt measures that could help to manage the current crisis, such as allowing pharmacists more freedom to change strengths or formulations without prescriber approval, outside of Serious Shortage Protocols. It has also raised concerns on the significant rise in wholesale prices of many oral antibiotics as a result of the surge in demand and the ongoing supply disruptions. PSNC also said they have received reports of some suppliers putting up their prices for any oral antibiotics they do have in stock.

The Pharmaceutical Services Negotiating Committee (PSNC) has refused to accept the Department of Health and Social Care (DHSC)'s decision to get rid of 'transitional payments' from February 2023. The pharmacy negotiator said that 'any reductions in payments at this point will be impossible for community pharmacy contractors to manage financially.' "We are also continuing to be clear with officials and ministers that CPCF funding needs an urgent uplift to help businesses to cope with soaring costs being driven by inflation and the workforce crisis. We put a comprehensive business case to the government for this uplift in the last CPCF negotiations." The latest 'transitional payments decision' by the Department follows the announcement last year that the value of the these payments would be phased down over the second half of 2022/23 and will be based on the latest monitoring and analysis of funding delivery. PSNC says it submitted a fully-costed bid for a 'Pharmacy First' service in its last round of negotiations alongside the case for an uplift to core CPCF funding. Both of these were refused.

The Pharmaceutical Services Negotiating Committee (PSNC) has reminded Community pharmacy contractors to ensure that the correct flu vaccines are being used for each patient cohort. The pharmacies have also been asked to ensure that they recorded accurately in the patient's clinical record for the NHS Flu Vaccination Service. The move was followed by PSNC after the cases where the standard egg-cultured quadrivalent influenza vaccine (QIVe) was administered in the 65 years and over patient cohort. PSNC said: "On investigation, it appears that a number of these errors are due to data input errors; however, it is important to be careful when selecting a flu vaccine for this patient cohort as there is no provision for the use of the QIVe vaccine in patients aged 65 years and over in the NHS Flu Vaccination Service." The Joint Committee on Vaccination and Immunisation has advised it is not an effective intervention for patients aged 65 years and over.

The Pharmaceutical Services Negotiating Committee (PSNC) has launched Pharmacy Pressures Survey 2023 to make case against the 'unprecedented financial and operational challenges' faced by the community pharmacies in England. The Committee has urged those working in or owns a community pharmacy to 'take part' in the survey. "The survey results will be critical to help us to show Government and the NHS how difficult things now are for pharmacies, and to persuade them to take action. We will be using the results in our negotiations, in our conversations with MPs, Ministers and in national media work as part of the joint #saveourpharmacies campaign," said PSNC. The Pharmacy Pressures Survey is once again comprised of two surveys to give insight into both financial and operational pressures. Together with the other national pharmacy organisations PSNC are working both to show policy makers the severity of the problems and to lobby for Government and NHS action to ease the pressures.

The Pharmaceutical Services Negotiating Committee (PSNC) has developed a webtool to help community pharmacy contractors estimate the impact on their payments under the new discount deduction system. The calculator aims to illustrate the changes to discount deduction that a pharmacy could experience during the transition to the new arrangements from October 2022 to January 2024, when the new system will be fully in place. PSNC's calculator requires contractors to input information about their individual pharmacy dispensing mix (i.e. split of reimbursement by appliances, brands and generics) to provide an estimate for the level of impact the new discount deduction system will have. "The impact on individual pharmacies cannot be estimated without using dispensing mix data, meaning that any estimates which do not take this into account will not be reliable," said PSNC. For years many contractors have been frustrated by how discount is applied to their accounts and have often raised concerns about the blanket nature of its application to PSNC.

The Pharmaceutical Services Negotiating Committee (PSNC)'s North-East and Cumbria regional representative, Mark Burdon, has resigned from his role. The Committee has invited all eligible independent contractors to fulfil the post. The new regional representative will be asked to hold the position until the end of the current term for all Regional Representatives which is now March 31, 2023. "A representative of independent contractors in the following Local Pharmaceutical Committee (LPC) areas will be sought: · Community Pharmacy County Durham · Community Pharmacy Cumbria · Gateshead & South Tyneside LPC · North of Tyne LPC · Sunderland LPC · Tees LPC," said PSNC. Eligible independent contractors from these LPC areas are invited to express their interest in the role and then, if an election is triggered, to vote to select their new regional representative in due course - PSNC will issue a full briefing on this process. The Pharmaceutical Services Negotiating Committee (PSNC) has announced that the new Pharmacy Quality Scheme (PQS) for this year will officially begin on October 10. From previous scheme £75m funding is also available and contractors will be able to claim an 'Aspiration payment' if they wish to, later this year. PSNC, the Department of Health and Social Care and NHS England have agreed the arrangements for the 2022/23 PQS, as well as those for the 2023/24 PQS, with a focus on supporting recovery from Covid-19 and wider national health priorities. The committee said: "In our negotiations on the scheme, PSNC has managed to reduce the scope of this year's PQS so that the estimated contractor costs and time required to complete the criteria will be below those associated with the original NHS proposals for the scheme." "A further reduction in scope has also been agreed due to the delayed start of the 2022/23 PQS. PSNC hopes that this, along with arguing for more realistic targets across the scheme, will help reduce the impact on contractor workload, at what continues to be a very busy and pressured period for the sector."

The Pharmaceutical Services Negotiating Committee (PSNC) has appointed Robbie Turner as chief transformation officer, to work closely with LPCs as part of its newly launched Transforming Pharmacy Representation (TAPR) programme. PSNC launched the TAPR Programme in response to the contractor vote in favour of the Review Steering Group's proposals. As part of the programme - alongside actioning the recommendations for PSNC - there will be support for LPCs to implement their proposals. Williams will be responsible for leading, driving, and having oversight of the TAPR workstream to increase efficiency and outcomes across the network of LPCs in England. This will include the provision of specialist hands-on guidance and support to LPC members and officers, to promote implementation of the RSG proposals, best practice and challenging the status quo. Williams was formerly chief officer of Community Pharmacy West Yorkshire LPC and subsequently Director for England and Director of Pharmacy and Member Experience at the Royal Pharmaceutical Society.

The Pharmaceutical Services Negotiating Committee (PSNC) has published a guidance for community pharmacies to help them in the implementation of the new Prescription Prepayment Certificate (PPC) for hormone replacement therapy (HRT). The new policy will rollout from 1 April 2023, patients who are not already exempt from NHS prescription charges will be able to purchase an annual HRT PPC for the cost of two single prescription charges Major concern raised by PSNC is that the NHS systems have not kept pace with policy, as the certificate is launching without the IT in place to support it. PSNC has been clear that this is totally unacceptable, including raising this with Ministers directly and warning them that introducing the PPC without this infrastructure risks causing confusion for some patients and adding to the burden for pharmacy teams. "Government recognises the challenges but is determined to move forwards with the policy, said the committee. "DHSC has recognised the impact this will have on pharmacies and we are still pressing for appropriate financial compensation. We have also sought guidance for GPs, and now published our own guidance to try to make the launch go as smoothly as it can for pharmacy teams."

PSNC has urged community pharmacy contractors and LPCs to engage with their local MPs on the immense pressures that pharmacies are facing. The organisaiton has also published some new resources to help pharmacists in this regard. "PSNC is deeply aware of the funding crisis affecting the sector and is working hard to increase the pressure on [the] government to act now with an urgent funding uplift. This has included upping investment in influencing activities and working closely with LPCs to take united action," it said. PSNC has last month launched its Four Point Plan to safeguard the future of community pharmacy, setting out how pharmacy could be the solution to a number of problems if, and only if, it is properly funded, resourced and supported. As pressures continue to mount, further briefings now focus solely on the urgent need to resolve the funding squeeze in order to protect existing pharmacy services.
