Darren Jones MP, the Shadow Chief Secretary to the Treasury, visited Sigma Pharmaceuticals plc's new Watford facility on Thursday (6 June) as part of the imminent Labour Party campaign trail. The Company Chemists' Association (CCA) has responded positively to the Labour Party's manifesto, which outlines plans to bolster community pharmacy services and shift the NHS towards a more localized, prevention-focused model. The Pharmacists' Defence Association (PDA) has raised concerns over "a prominent pharmacist's call to create a sector 'blacklist' for locums regarding disputes over rates." A few contractors took it to the Twitter to share screenshots of the messages by locums demanding more pay, which led to the call for 'blacklisting' those locums. "The motivation regarding the current talk of creating a blacklist seems intrinsically tied to hourly rates. Although there are occasional and isolated anecdotal reports on social media of alleged incidents of locums seeking higher rates than already agreed, these are far outstripped by reports of pharmacy businesses unwilling to negotiate and who do not want to pay the necessary rate to engage a locum and instead have set capped or fixed rates," said the PDA. It added that all parties should honour agreements they enter into, including a pharmacy's commitment to the NHS that it will open at set times to provide pharmaceutical services to patients and the public.

The General Pharmaceutical Council's Fitness-to-Practise (FtP) committee has reversed its earlier decision ruling that a London pharmacist's statement, attributing the Grenfell tragedy to "Zionist supporters of the Tory party," amounted to the propagation of anti-Semitic tropes. In an initial 2020 hearing, the FtP committee found that a set of remarks delivered by Nazim Hussain Ali, Managing Partner of Chelsea Pharmacy Medical Clinic, through a megaphone to a crowd assembled at a Palestinian rights rally in central London in 2017 were deemed "grossly offensive," but not classified as anti-Semitic. Ali admitted his comments were offensive, but he was cleared of accusations of antisemitism and received a first warning on November 5, 2020. However, the High Court overturned this decision in June 2021 following an appeal by the Professional Standards Authority as the Judge found evidence of a "serious procedural or other irregularity" in the FtP committee's decision and instructed the GPhC to reopen the case.

The Association of Independent Multiple Pharmacies (AIMp) has called upon all pharmacy organisations to unite and collectively represent the sector. While underlining the need for the sector to adopt a straightforward manifesto that can be presented to the public, politicians, and decision-makers, the association also advocated for a revitalisation of the 'Save Our Pharmacies' campaign, injecting it with renewed energy and a stronger sense of purpose. AIMp pointed out that a lack of cohesion is one of the factors contributing to the sector's struggle in gaining attention. "The current trajectory of community pharmacy is unsustainable," said Dr. Leyla Hannbeck, Chief Executive of AIMp. "To tackle the significant challenges ahead, we must work together cohesively. The most effective approach is to actively engage with Parliament, leveraging politicians from across the political spectrum to advocate for our cause." Meanwhile, the association urged various pharmacy bodies to unite in support of the Pharmacy All Party Parliamentary Group (APPG) to enhance its effectiveness and broaden its influence, rather than working independently.

Following Community Pharmacy England's Parliamentary drop-in event on medicines supply issues last week, several MPs have since raised questions to the Health Secretary during a Health Questions session on July 18th. According to CPE, MPs from all Parties displayed great engagement with the current pressures facing community pharmacies, particularly regarding medicines supply issues. During last week's event, Mike Amesbury, the MP for Weaver Vale, was present and directed a question to the Health Secretary: "Eighteen community pharmacists in my constituency are reporting challenges with medicine supplies. What further actions will the Minister take to address and resolve this situation effectively?" In response, Health Secretary Steve Barclay MP stated, "We have a dedicated team in the Department that focuses on medical supplies, which are an ongoing concern. Challenges in this area are a routine part of our business."

Nearly 70 years ago the UK Government recognised the imbalance of power between commercial landlords and tenants and passed the Landlord and Tenant Act 1954 (the Act), giving most commercial tenants a right of security of tenure. What is security of tenure? The Act grants tenants of business premises (so this would include pharmacy tenants) the right when the fixed term of their lease has ended to remain in occupation of the premises and the right to apply for the grant of a new lease. The landlord can only object to the grant of the new lease of the premises to the tenant, and therefore regain possession of the property on certain grounds set out in the Act. The parties to a lease can contract outside the provisions of the Act and where this is the case, a tenant would not have security of tenure. Most landlords will insist on no security of tenure where a lease is granted for a short term. As pharmacy leases have tended to be granted for longer terms (usually between 10 and 15 years) pharmacy tenants often have security of tenure. The Act sets out strict procedures which need to be followed to both contract outside the provisions of security of tenure and also to exercise the security of tenure rights granted by the Act. Pharmacists should take legal advice before agreeing to a pharmacy lease being excluded from the Act, and also at the end of their lease term whether or not they have security of tenure. If the lease is contracted outside of the Act, advice should be sought on agreeing new lease terms, if the pharmacist wishes to remain, as there will be no right to do so beyond the end of the lease term. If the lease is protected by the security of tenure provisions of the Act, advice should still be sought, as the Act prescribes a formal notice procedure that both the landlord and tenant must adhere to, before a new lease can be granted.

Prime Minister Rishi Sunak was questioned whether he 'will take urgent action to prevent pharmacy closure'. At Prime Minister's Questions (PMQs) in Parliament held on Wednesday (26 April) he replied, "we will continue to do everything we can to support community pharmacies." Labour MP for Knowsley and All-Party Pharmacy Group member, George Howarth said: "Given the chronic lack of capacity in the NHS, the Prime Minister will be aware that community pharmacy can help deal with minor illnesses. But there is a problem on average 10 Pharmacy close every month in England." Prime Minister was further asked "will he take urgent action to prevent further closing and commission a properly funded 'Pharmacy First' service for minor illnesses? Sunak replied: "I've been a wholehearted champion and believer in the role that community pharmacists can play. we want to make sure that they can do everything to ease some of the pressures in primary care.

Susan Rienow, UK Managing Director and Country President of Pfizer is all set to take up her role as President of the Association of the British Pharmaceutical Industry (ABPI). The association had announced her appointment in March. Last year in September she was appointed as the vice-president of ABPI. In her new role, she will oversee the ABPI, the ABPI Board, and the ABPI's Code of Practice, which is administered by the Prescription Medicines Code of Practice Authority (PMCPA). Susan takes up the Presidency as negotiations begin for a new Voluntary Scheme for branded medicines pricing between the government, NHS England and the ABPI.
