International day for persons with disabilities on 3rd December - Note on schemes for the welfare of persons with disabilities and concessions available to them. The Government of India is committed for the realization of full participation, protection of rights, and equal opportunities to all including persons with disabilities. India is a country where most of the population lives in the rural areas and accessing the health and rehabilitation services has always been a challenge. In a Backgrounder issued yesterday, a brief summary of the major steps initiated by the Ministry of Social Justice & Empowerment in this direction were given. Following is the Background Note on the legislative and Institutional framework along with the major schemes of the Ministry of Social Justice & Empowerment for the welfare of the People with Disabilities (PwDs). The Note also contains information on facilities and concessions available to PwDs under other central schemes which are being run by other Union Ministries. OFFER ON INTERNATIONAL DISABILITY DAY Wheelchair @ 4499 INR Tricycle @ 6500 INR Legislative Framework: There are four important legislations dealing on disabilities issues- The Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995, has laid the foundation of recognition of rights for Persons with Disabilities and has facilitated development of specific programmes for their education, rehabilitation, employment, non-discrimination and social security. The Rehabilitation Council of India Act, 1992 regulates and monitors training of rehabilitation professionals and personnel. The National Trust for the welfare of Persons with Autism, Cerebral Palsy, Mental Retardation and Multiple Disabilities Act, 1999, aims at enabling and empowering persons with disabilities to live independently as fully as possible in their community. The NHS Business Services Authority (NHSBSA) has published its latest quarterly report on medicines used in mental health in England, specifically those used to treat anxiety, depression, psychosis, attention deficit hyperactivity disorder (ADHD), and dementia. Data from April to June 2024 show that 800,000 central nervous system (CNS) stimulants and ADHD drugs were prescribed to 230,000 identified patients. Both prescribing and dispensing of ADHD drugs continue to rise, with a 4.8 per cent increase in prescribed items and a 4.7 per cent rise in identified patients compared to the previous quarter. CNS stimulants and ADHD medications saw the largest increase in costs among the five drug categories, rising by 6.4 per cent to £36 million. The report reveals a modest increase in the prescribing of antidepressants, with 23 million antidepressant items prescribed to an estimated 6.9 million identified patients between April and June 2024. This represents a small increase of 1.5 per cent for prescribed items and a less than one per cent rise in identified patients compared to the previous quarter.

Campaigners have submitted an open letter to the Department of Health and Social Care (DHSC), urging the Minister for Primary Care and Public Health to freeze prescription charges to keep people with long-term conditions alive and well. The campaign is led by the Prescription Charges Coalition, which represents over 50 organisations, including Royal Pharmaceutical Society (RPS) and Pharmacists' Defence Association (PDA). Currently, the prescription charge is £9.65 per item, and campaigners have asked the government to freeze it for 2024 and 2025 as people living with long-term health conditions in England are "being forced to choose between heating, eating, and taking their vital medication on a daily basis." In 2023, a study conducted by the Prescription Charges Coalition revealed that almost 10 per cent of survey participants had skipped medication in the previous year due to the cost of prescriptions. This led to increased physical and mental health problems, as well as impacted the time they took off work. Laura Cockram, Chair of the Prescription Charges Coalition and Head of Campaigns at Parkinson's UK, expressed deep concern that a further rise in the charge this year will lead to people skipping or not taking the full dose of their medication, which will affect their health and put more pressure on the already under pressure NHS.

Parliamentarians continue to highlight the serious challenges faced by community pharmacists, calling for increased support for the sector. On Wednesday, January 8, during Prime Minister's Questions, Marie Goldman, Liberal Democrat MP for Chelmsford, drew attention to the issue of pharmacies dispensing medications at a loss. Goldman cited the case of a pharmacy owner in her constituency who is 'sometimes forced to pay over 100 times more' for a particular mental health drug than the contract reimburses. Dipak, the pharmacy owner, has been serving his community since opening his pharmacy in 1991, often greeting patients by name. However, he is now struggling to keep his business afloat as his NHS contract no longer covers the cost of the drugs he dispenses. "Dipak is dipping into his life savings to keep the pharmacy afloat. I am sure many other pharmacies are doing the same," Goldman stated. She asked the prime minister whether he agreed that "no pharmacist should be forced to use their own money to keep their pharmacy viable."
