The government has earmarked £200 million to enhance NHS resilience and expedite patient care during the upcoming winter season. This extra amount will bolster the health service during its busiest period, while protecting elective care so we can keep cutting waiting lists, Prime Minister Rishi Sunak has said. On August 13, the Prime Minister and Health and Social Care Secretary met with clinical leaders and NHS Chiefs to strategise and refine planning for urgent and emergency care, while prioritising the preservation of waiting list targets for the upcoming winter season. "Patients can be reassured that I will always back the NHS, so that those who most need help and support will get the care they need," Sunak said. "Winter is the most challenging time for the health service, which is why we've been planning for it all year - with huge government investment to fund new ambulances, beds and virtual wards." "This £200 million investment, assured by the Department of Health and Social Care as new and additional funding, should aid NHS leaders in their preparations and mitigation for what will be a seriously difficult winter period," said Matthew Taylor, Chief Executive of NHS Confederation. "The priority now is swift allocation of funding to local systems for optimal utilisation."

In its response to the Health and Social Care Committee inquiry into 'Digital Transformation in the NHS', the Community Pharmacy IT Group (CP ITG) has highlighted issues concerning the NHS community pharmacy. CP ITG, of which PSNC is a member, has urged that pharmacy teams should have access to up-to-date records information, e.g. from Shared Care Records, GP Connect and Summary Care Records with Additional Information. It has also stated that the Booking and Referral Standards (BaRS) should be extended so that future referrals into and from pharmacy can be communicated seamlessly. In its written response, CP ITG said: "Ensure that BaRS is expanded and aligns with other referral IT standards such as GP Connect referrals. Ensure it is used across community pharmacy, the GP sector, other health care sectors and across the NHS, and by all health IT suppliers, so that messages and referrals can flow smoothly within and across sectors and patients can have a seamless experience and safe care." The group has asked the Health and Social Care Committee to create a framework for the development of pharmacy IT to ensure IT suppliers are better equipped to support pharmacy teams and their delivery of services.

Dr Amanda Doyle has been appointed as NHS England as director of primary and community care. Prior to her new role, Amanda had joined NHS England and NHS Improvement as North West Regional Director on 2 August 2021 and previously she was the Chief Clinical Officer for West Lancashire Clinical Commissioning Group (CCG), Blackpool CCG and Fylde and Wyre CCG. Amanda was also the Integrated Care System Lead for Lancashire and South Cumbria, leading a large health and care transformation programme across the patch. She has been a GP for more than 20 years, practising in a large practice in a deprived area of Blackpool, which, in addition to primary medical services, provides a range of urgent care services for patients across the Fylde Coast. Amanda was the Co-Chair of NHS Clinical Commissioners from 2013 to 2018. She was Senior Responsible Officer for the primary care component of the Long Term Plan and was involved in the leadership of the health inequalities, prevention and personalisation elements.

NHS England and NHS Improvement published on May 26 the findings of the Fuller 'stocktake' - setting out how primary care can work with partners across health and care to best meet the needs of their local communities. Dr Claire Fuller's report lays emphasis on the essential role of primary care and the potential of integrated neighbourhood teams in reducing the burden of ill health and tackling health inequities. It commends community pharmacy for keeping "its doors open to the public throughout" the pandemic whilst being "among the most recognisable of a multitude of dedicated staff delivering care around the clock in every neighbourhood in the country". The report highlights "recruitment and retention challenges across the wider primary care workforce" including in community pharmacy. Stressing the importance of community pharmacy teams in urgent care and prevention, including early diagnosis of cancers, the report points out that pharmacists could play "a more active role in signposting eligible people to screening and supporting early diagnosis, building on a number of successful pilots such as those from the Accelerate, Coordinate, Evaluate (ACE) programme".

The Royal Pharmaceutical Society (RPS) and the charity Marie Curie have developed a consultation on 'professional standards for palliative and end of life care for community pharmacy'. The consultation will be open for four weeks for community pharmacists, organisations with a role in community pharmacy or palliative/end of life care, or patients or carers with first-hand experience of palliative and end of life care to share their views until 1st December 2022. Through this consultation, Society aims to that ensure the standards are clear, relevant, current, and fit for purpose from the perspective of the community pharmacy team, the wider health team and patients/carers. "The final standards will be published in 2023 and will help community pharmacies across the UK to self-assess and continuously improve their palliative, end of life and bereavement care," said RPS.

Long waits for an ambulance or surgery led to the death of 112 people, and nearly 8,000 more people suffered harm while waiting for help in England last year. The data from NHS England, obtained by The Guardian, show that patient deaths arising directly from care delays have risen more than fivefold over the last three years. In 2019, there were 21 patient deaths due to NHS care delays, and 96 people suffered "severe harm" as compared to 152 last year. Adult mental health care was mostly affected with 471 patients experiencing harm due to delays, followed by childbirth care (253), eye problems (221), and trauma and general surgery (207). There has been increase of 97 percent in the overall number of people suffering some degree of harm, from 3,979 in 2019 to 7,856 in 2022.

Integration of primary and community care is key to health service improvement - Lords Committee has said in a new report published on 15 December. The report highlighted the need for better staff training, improved data-sharing, flexible healthcare structures and collaboration across different professions in the healthcare system to support more integrated care. More than 300 fully-funded training places will be open to pharmacists and pharmacy technicians working in adult critical care units in England this year. NHS England has awarded a contract to the UK Clinical Pharmacy Association (UKCPA) to deliver 200 funded continuing professional development places for pharmacists and pharmacy technicians from April 2024. Another school of pharmacy, the name of which has not been announced yet, will deliver 100 funded places on a pharmacist adult critical care pathway. There are already 15 funded places on an adult critical care training pathway for pharmacy technicians provided by the University of Bradford. Reacting to evidence indicating workforce concerns in critical care, NHS England invited bids from training providers for delivering the training in November 2023.

NHS England delivered 358 million general practice (GP) appointments, including Covid-19 vaccinations, in the 12 months to October 2023, an increase of 50.9 million compared to October 2019. This equals to 44 more appointments per practice per working day, with over 70 per cent of these taking place within two weeks of booking, data published by NHSE on Thursday (30 November) showed. Health Minister, Andrea Leadsom, thanked GPs and primary care teams across the country for making it possible to deliver around 32,500 more appointments every day, which clearly demonstrate that "more people are getting the care they need, when they need it." "While this is positive news, we know that there is more to do to make it easier and quicker for patients to contact their general practice and continue to focus on delivering the Primary Care Recovery Plan," she added. The Primary Care Recovery Plan published earlier this year is focused on improving access to primary care. It provided GPs in England with £240 million to support them to embrace the latest technology to tackle the 8am rush, and handle more appointments. As of August 2023, more than 1,000 general practices had signed up to digital upgrades to make booking GP appointments easier.

The Royal Pharmaceutical Society (RPS) has launched a partnership with the charity Marie Curie to develop professional standards in end of life care for community pharmacy. Available for pharmacy teams across the UK, the standards will provide a free, evidence-based framework to help community pharmacies self-assess and continuously improve their end of life and bereavement care for patients and carers. They will enable community pharmacy teams to work together to develop their own practice. RPS is setting up a professional standard steering group which will have community pharmacy experts, experts within the field of palliative and end of life care, lay members, and healthcare professionals who interact with community pharmacy. Elen Jones, director lead for palliative care work at RPS, said: "RPS has a long-term commitment, striving to ensure that people living with life-limiting conditions who are approaching the end of life have timely access to medicines and clinical support from a skilled pharmacy team. "The development of these standards, in partnership with Marie Curie, is a crucial step to support community pharmacy teams to undertake simple quality improvement measures and build upon the care they already provide to this group of patients and carers."

Following the transition of Atlas to new ownership, Bristol-based Invatech Health will concentrate solely on further growth of Titan, its cutting-edge software for pharmacy management. Invatech Health CEO Tariq Muhammad, a pharmacist who started working on care homes back in 2002, first conceived the concept of electronic medicines system for care homes in 2006. Muhammad said he was proud to see his purpose-driven business given an opportunity for further progress. The Association of the British Pharmaceutical Industry (ABPI) has welcomed the new research guidance published by NHS England for the integrated care systems. The guidance is said to reflect the benefits of delivering research, for patients, staff and healthcare system performance, including the economic benefits for the NHS. Jennifer Harris, ABPI's Director of Research Policy, said: "This guidance is clear on what good research practice looks like and it's great to see it out and available for the NHS to use. "A research-active NHS delivers huge value to patients, staff and the system itself. The Department of Health and Social Care (DHSC), led by Victoria Atkins MP and Maria Caulfield MP, has unveiled proposed updates to the NHS Constitution for England, aiming to fortify the principles of privacy, dignity, and safety for all patients. In a significant move aimed at improving patient care and alleviating hospital pressures, the National Health Services (NHS) has expanded its same day emergency care services across the UK. This has resulted in thousands more individuals receiving rapid tests and treatment, effectively avoiding overnight hospital stays. Recent data paints a promising picture, revealing an 11 per cent increase in the number of patients discharged on the same day they were admitted as emergencies. This advancement translates to several patients receiving urgent care within hours, subsequently freeing up beds for others in need. Over the past year alone, an impressive 206,446 more patients have been discharged on the same day, amounting to 2,024,129 individuals in the year leading up to January 2024, compared to 1,817,683 in the preceding year. The successful rollout of same day emergency care to every hospital in England has played a pivotal role in easing bed congestion and reducing hospital admissions by up to 30 per cent in certain NHS Trusts.
