The General Pharmaceutical Council is appointing a new Chief Pharmacy Officer to strengthen the professional voice within the senior leadership team. This introduction is aimed at fostering a culture of enterprise leadership, inclusion and collaboration within the organisation, GPhC said in a statement. According to GPhC, the Chief Pharmacy Officer will serve as the authoritative representative of the pharmacy regulator in public, within the pharmacy professions, and increasingly in multi-disciplinary teams and collaborative regulatory work. "They will act as the executive lead on pharmacy inspection and regulatory insight, providing professional leadership within the GPhC and collaborating closely with pharmacist and pharmacy technician colleagues across the organisation." The Chief Pharmacy Officer, reporting to the Chief Executive and Registrar, will hold the highest professional position within the GPhC executive, providing pharmacy leadership across the organisation, GPhC said.

Northern Ireland will see changes in the regulatory landscape following the issuance of the Windsor Framework on 27th Feb 2023 and the corresponding EU Commission proposal. An agreement, in principle, has been reached by the UK and EU. The new path forward of the Windsor Framework marks a turning point in how both the UK and the EU will work together collaboratively and constructively to ensure that the same medicines are available in Northern Ireland at the same time as they are in the rest of the United Kingdom. Whilst this is a successful result for Northern Ireland patients, this is major change for companies that have made specific provisions in their supply chains for Northern Ireland. The supply chains of companies where provisions and changes were made such as introduction of GB specific pack may be impacted as a result. However, the burden on the UK Pharma supply chain will be eased. Despite being the most common genetic disorder in the UK, sickle cell disease (SCD) remains significantly underfunded and underserved compared to other genetic disorders, according to a new report published by the PDA BAME (Black, Asian and Minority Ethnic) Pharmacists' Network. The report also reveals that the disease is poorly understood within the healthcare system, including amongst pharmacists, pharmacy students, and foundation pharmacists in the UK. It emphasises the urgent need for increased awareness, funding, and improved healthcare access for SCD amongst these healthcare professionals. "A lack of education about SCD within the wider healthcare community, including pharmacy, greatly contributes to disparities in care. "Though the importance of SCD education for pharmacists and allied healthcare professionals is acknowledged, it remains unclear whether this topic is adequately addressed within the MPharm curriculum," the report said. The report further noted that in the absence of explicit guidance from the General Pharmaceutical Council (GPhC) or the Pharmaceutical Society of Northern Ireland (PSNI) and without more comprehensive education surrounding SCD embedded within the pharmacy curriculum, pharmacists and future pharmacists may remain "ill-prepared to manage patients with this complex condition." As per the report, sickle cell disease is the most prevalent genetic disorder globally, impacting millions, including around 17,000 people in England.

There is clear evidence that the majority of distance selling pharmacies are operating in breach of their NHS contracts, and a failure to properly regulate 'pseudo' distance selling pharmacies is leading to local pharmacy closures, the Company Chemists' Association has reported. According to the CCA's recent findings, 72 per cent of DSPs dispense over 50 per cent of their prescriptions to patients within a single postcode area within 10 miles of the pharmacy. "Operating within constrained geographical regions, pseudo-DSPs achieve reduced overheads and operational costs by focusing on localised marketing and medicine delivery. They compete against local brick-and-mortar pharmacies, causing them to lose vital trade," the CCA claimed, based on its recent survey - The Impact of Pseudo Distance Selling Pharmacies. "As per their terms of service, DSPs are obligated to provide prescription delivery nationwide, extending beyond local patients," said the CCA, adding that the financial savings resulting from the lack of patient access are balanced by the necessity to function on a national scale.

To preserve entitlement to state pension, and to ensure the year counts as a qualifying year, it is advisable to pay a salary at least equal to the lower earnings limit for National Insurance Contributions (NIC) which is set at £578 per month for 2022/2023 i.e., £9,100 per annum. Salaries may be beneficial where funds are needed in a recession for example, and the company does not have sufficient reserves to pay dividends. Dividends The annual tax-free dividend allowance for 2022/2023 is £2,000. Although referred to as an "allowance", it is actually a zero-rate band and therefore uses up your basic or higher rate band as appropriate. Dividends are treated as the top slice of income and for 2022/2023, dividend income is taxed at 8.75% to the extent it falls within the basic rate band, 33.75% if it falls within the higher rate band and 39.35% to the extent it falls within the additional rate band.

In previous articles, I have discussed what underpins artificially intelligent machines and the importance of data. Datasets are the foundation on which AI algorithms learn and generate conclusions. The first step to understanding the potential ethical implications of AI across the pharmacy sector is to understand the data that is held within these foundational datasets. Patient privacy and data security AI systems in and outside of the pharmacy sector, which support patient care, rely heavily on vast amounts of medical data (patient medical records, PMR data, etc). However, the collection, storage, and use of such sensitive data can possibly bring significant privacy concerns. GDPR compliance is essential within the UK and ethical questions arise around data ownership, patient consent, and the possibility of data and cybersecurity breaches. As frontline healthcare professionals, we need to be able to support our patients when questions are asked about their data. For example, how can patients be sure their data is used only for its intended purposes? Is anonymised data truly safe from de-identification techniques that could expose private information?

The Royal Pharmaceutical Society has stated that the UK Commission on Pharmacy Professional Leadership lacks the essential transparency, efficiency, and diligence needed for success, urging a shift in its approach. The Commission's operational approach hinders its ability to meet the expectations of both the profession and the public, while prioritising government interests over their needs and preferences, RPS Chief Executive Paul Bennett (R) and President Claire Anderson have jointly said. In a blog post on September 7, the RPS leaders asserted that the Commission lacks transparency and is progressing slowly in implementing proposals that were published seven months ago. "Most pharmacy leaders are growing frustrated and increasingly impatient with the Commission's perceived lack of "meaningful progress" in enhancing leadership within the field," the pair noted. In June 2022, the four UK Chief Pharmaceutical Officers (CPhOs) formed an independent Commission with leadership expertise drawn from various domains, both within and outside of pharmacy, to assess the future of professional leadership. The Pharmacy Minister Neil O'Brien recently revealed that the Commission's costs, funded by the offices of the CPhOs, amounted to £87,745.

Pharmacy professionals to be included as key stakeholders in the implementation, delivery and evaluation of a wide range of genomic services, said the Royal Pharmaceutical Society (RPS). RPS's statement has been developed in collaboration with pharmacy organisations who have co-badged the report, such as the British Oncology Pharmacy Association, the UK Clinical Pharmacy Association, Association of Pharmacy Technicians and the College of Mental Health Pharmacy. It looks at current and future roles for pharmacy professionals in genomic medicine across many aspects of practice such as person-centred care and collaboration, professional practice, education, leadership, management and research. Pharmacists and pharmacy technicians in the UK have already established roles in the application of genomic medicine in some areas of practice, such as antimicrobial stewardship and infectious diseases, and the management of certain genetic conditions, such as cystic fibrosis. The society believes, the current role of pharmacy professionals in genomics can be expanded upon in the future to both lead and support many relevant aspects of genomic implementation. These are described across all healthcare sectors, within the Genome UK strategy produced by the UK Government, and within the implementation plans published in England, Scotland and Wales. Lead for Pharmacogenomics at RPS Sophie Harding said: "Pharmacy professionals are the gatekeepers of medication safety and efficacy across all areas of healthcare. They are skilled at interpreting complex scientific data and use evidence-based medicine to maximise the benefits of treatments for patients, whilst supporting shared decision-making with patients and the multidisciplinary team.

The pharmacy inquiry will explore issues impacting different types of pharmacy, with a particular focus on community, primary care and hospital pharmacy services. It will also consider current challenges around funding, workforce and the digital infrastructure. Planned developments within the profession will enable future pharmacists to be independent prescribers from day one of registration, giving them a greater role within primary care teams. Health and Social Care Committee Chair Steve Brine MP said: "It is clear that pharmacy has a central role to play in the future of the NHS. With a greater focus on personalised and patient-centred healthcare, we will be asking what more must be done to make sure that the profession is in the best shape to meet demand. The Pharmaceutical Services Negotiating Committee (PSNC) has invited pharmacy contractors, LPCs and others in the sector to share their views on an open consultation on the "future of community pharmacy". "The consultation - which takes the form of an online survey - is the first opportunity within PSNC's vision project for individuals and organisations to share their thoughts with Nuffield Trust and The King's Fund," said PSNC. The survey is happening in addition to an extensive programme of research, interviews and initial meetings of the vision Steering Group, Advisory Panel, and Working Groups, all of which have contractors, LPCs and other representatives of the sector at their heart. The online survey, asks five questions on topics such as Future policy goals; Why previous reviews and policies may not have fully achieved their objectives; Design principles that should underpin the service offer made by community pharmacy; and Blocks and enablers for change.

She will report to interim chief scientific officer Stephen Deacon and help bridge unmet patient needs with the help of novel therapies, originating both from in-house development and through partnerships. Only a day is left before community pharmacy contractors are required to complete Health Education England's Community Pharmacy Workforce Survey for 2022. The survey closes on Wednesday (November 30). The completion requirements are mandatory and particularly pertinent at a time when workforce challenges have become a major issue within the sector. These pressures are being acutely felt within community pharmacy, with serious consequences for pharmacy contractors. PSNC and the other national pharmacy bodies have called for improved workforce planning to be undertaken by the government and NHS, but for this to happen, high quality workforce data for community pharmacy needs to be available, which will then provide a full picture of the sector's workforce, including identifying the number of vacancies and regions where these are particularly hard to fill.

The country as a whole is facing uncertain and challenging times, and for our profession emerging from the second year of the pandemic, the pressures and stresses don't look to be easing up. It is undeniable that the wellbeing of those in our pharmacy family has suffered and many face emotional and psychological challenges in addition to immense workplace pressure. What do we know about the state of wellbeing within the profession? As the profession's independent charity, it is crucial that Pharmacist Support keeps abreast of the changing needs of the profession to enable us to meet the needs of those we are here to help. To do this, each year we collaborate with the Royal Pharmaceutical Society (RPS) to carry out an annual Workforce Wellbeing Survey. The last survey carried out was in the latter part of 2021 but nothing has changed since. And the results provided stark reading. Of the 1,014 responses received, many reported living with 'poor' or 'very poor' mental health and wellbeing. The survey results highlight a continued clear need for mental health and wellbeing support. Within the survey, it was identified that there is a very clear need for independent assistance, with many saying they feel unable to talk to their employers about their mental health issues. The need for our charity has never been clearer.

Over the past two years, the Covid pandemic has resulted in a backlog of elective care within the NHS, with record numbers of patients on waiting lists across the UK. Despite efforts to catch up after the first wave, subsequent waves have put further strain on an already stretched NHS system. This has had a tremendous impact on many patients waiting for routine dermatology appointments and, while every effort has been made to see patients with suspected serious skin cancers within two weeks, this target is not always achieved. With rising waiting times, pharmacists are increasingly the first port of call for patients suffering with a broad range of skin problems. From acne and rosacea, eczema or psoriasis, to changing skin lesions or simple insect bites, pharmacists can give helpful advice, allowing some customers to find quick relief to their skin complaint in mild cases, while directing others to see their GP without delay. Below is some practical advice that pharmacists can give to their customers with commonly encountered skin complaints. Acne Acne is a common skin condition that not only affects teenagers but adults too. It is estimated that up to 40 per cent of women continue to suffer with acne into their adult years. Acne has been linked to an increased incidence of depression, anxiety and even suicidal ideation. Patients have reported feeling overlooked and often dismissed in their concerns by health care professionals. Unfortunately, these issues have been further compounded by delays in being seen and treated due to the ongoing Covid pandemic. Pharmacists are well placed to help acne patients choose the right skincare. This should consist of lightweight products, such as gel or milky cleansers, with moisturisers in serum, lotion or light cream preparations.
