    The Pharmacists' Defence Association (PDA) has urged its member - employed pharmacists and locum pharmacists to share their view on UK Commission on Pharmacy Professional Leadership report. The four government Chief Pharmacists have published their commission's proposal for how pharmacy leadership may develop in the UK. The association 'strongly' believes that just as it was the members of the profession that established their previous pharmacist professional leadership bodies, so it is for pharmacists to determine if they agree with these proposals and to decide what arrangements they want in future. "As an organisation that has exclusively in its membership the employed and locum pharmacists in the UK, the PDA wants to ensure that it can reflect the views of frontline pharmacists in any future discussions and decisions that could impact upon their careers. Pharmacists are encouraged to read the report, to consider its content and then ensure they respond to the forthcoming communication from the PDA." The commission report says that existing leadership bodies have "relatively low levels of membership" but does not provide details. It has also stated that it has received submissions to its consultation from many pharmacy organisations.

In June 2022, the Pharmacists' Defence Association (PDA) advised pharmacists not to sign fit notes where the required therapeutic, diagnostic, or examination skills lie outside their scope of competence. The association remarked that healthcare professionals needed mandatory training under the Health Education England before they are fit to issue fitness notes to the public.

The survey which concluded on February 18, 2022 had more than 2,500 participants including employed and locum pharmacists from all four UK nations.     The Company Chemists Association (CCA)'s workforce finding showed that by 2024 eight years' worth of growth of the pharmacist workforce will have been funnelled away from community pharmacies. "In 2019, when NHS leaders realised they were unable to find enough GPs to meet the public's needs, they hastily decided to recruit pharmacists and other healthcare professionals to fill the gaps. This was implemented without any corresponding efforts to increase the supply of pharmacists, creating huge shortages," said CCA. "The bulk of the NHS's recruitment drive was paid for using additional money ringfenced by the NHS - the £2.4bn Additional Roles Reimbursement Scheme (ARRS). We estimate over the life course of ARRS funding (2019-2024), the equivalent of eight years of growth in the number of pharmacists in England will have been funnelled directly into primary care at the expense of other sectors. At the current rate, CCA estimate that community pharmacy will have experienced the equivalent of three fallow years by 2024. To ensure the pharmacy network is protected and able to take pressure off other parts of the NHS, there are several urgent measures which must be implemented. Countering the impact of primary care recruitment: Community pharmacists should be commissioned to provide 'packages of care' on behalf of GPs, rather than taking pharmacists away from accessible high street settings.

As a result of the 2022 Health and Care Act, Integrated Care Systems (ICSs) were established in England, and Clinical Commissioning Groups (CCGs) were closed on 1 July 2022. Each of the ICSs includes two key parts: an Integrated Care Board (ICB) and an Integrated Care Partnership (ICP). The association said: "The previous structures in England, established by the Health and Social Care Act 2012, originally had over 200 clinical commissioning groups. This number had reduced over recent years via mergers." "However, this latest shift to just 42 commissioning entities means a significant change to significantly larger geographies and populations covered by each ICS. Although each ICS and its activity can be subdivided into 'places', and within places into 'neighbourhoods', it is at the ICS level that the employer is formed." "Whereas CCGs previously employed many local health professionals, including pharmacists, the new arrangements mean that ICBs are now that employer. The PDA is supporting members who have contacted its Service Centre about the impact of these changes."

Fully-Funded Critical Care Training for Pharmacists - 0 views

    More than 300 fully-funded training places will be open to pharmacists and pharmacy technicians working in adult critical care units in England this year. NHS England has awarded a contract to the UK Clinical Pharmacy Association (UKCPA) to deliver 200 funded continuing professional development places for pharmacists and pharmacy technicians from April 2024. Another school of pharmacy, the name of which has not been announced yet, will deliver 100 funded places on a pharmacist adult critical care pathway. The new resources bring together relevant existing policy, standards, and previous statements on the professional obligations of pharmacists and pharmacy technicians, with respect to candour. It also emphasises that the duty of candour is not an add on - it's a fundamental part of pharmacy professional practice. The responsibility to be open and honest applies even in difficult or challenging times and it's essential that professionals do the right thing for patients, their families and carers. Saying sorry meaningfully when things go wrong is vital for everyone involved. Given the link with issues around liability and indemnity, the National Pharmacy Association and the Pharmacists' Defence Association - as leading providers of professional indemnity - have also contributed to the new resources and highlighted the importance of openness and transparency in this context.

PDA raises concerns over PSNI consultation staffing levels - 0 views

    The Pharmacists' Defence Association (PDA) has raised concerns over "certain elements" of the Pharmaceutical Society of Northern Ireland (PSNI)'s consultation on pharmacy staffing levels. PSNI recently consulted on its draft guidance for pharmacy staffing levels which sets out to explain what pharmacy owners and superintendents must do to ensure that each pharmacy has enough skilled and qualified staff. This includes having an appropriate skill mix, to provide safe and effective pharmacy services which comply with the standards. PDA said that the role of the 'responsible pharmacist' has not been "fully acknowledged" and that more clarification is needed. The association has made a few recommendations to PSNI that includes: the guidance must explicitly recognise the statutory role of the responsible pharmacist and their authority in securing the safe operations within the pharmacy. "The guidance should specify that pharmacy owners and superintendents must ensure that they do not set incentives or targets which may compromise the professional judgement of staff." It also recommended that unregistered staff (including unregistered managers) are accountable firstly to the responsible pharmacist for any activity involving the clinical care of patients (for example unregistered managers must not interfere in diary bookings for vaccinations).

    The Royal Pharmaceutical Society (RPS) and the National Institute for Health Research (NIHR), supported by the Association of Pharmacy Technicians UK (APTUK), have launched the first e-learning module in a series for pharmacists and pharmacy technicians to develop their skills and knowledge in research. A total of nine e-learning modules will be released by the end of 2022 to improve research awareness, knowledge and skills for pharmacists and pharmacy technicians with little or no experience of research or research opportunities. The aim is to improve the capacity of pharmacy professionals to provide the evidence base to improve the practice of pharmacy and the health of the public. RPS President Professor Claire Anderson said: "Many pharmacy professionals are rather daunted by getting involved in research. Indeed, we have heard from pharmacists undertaking our post-registration credentialing assessments that the Research domain can present a real challenge.

International Pharmaceutical Federation : PDA joins - 0 views

On Thursday (22 September), the FIP council voted to welcome the PDA as a full member of the global federation of organisations that brings together and advances pharmacy. Mark Koziol, PDA chairman, said: "Being admitted to FIP with such a decisive level of support from its Council means that the PDA can ensure that UK pharmacists can enjoy a clear and powerful voice representing their collective professional interests at global level, which of late they could not. "Bringing one of the largest pharmacy membership organisations in the world to FIP also gives the PDA significant influence in being able to inform the policies of the World Health Organisation. This means that the PDA can do even more for members by helping to make pharmacy practice more professionally fulfilling for them." "The PDA constantly seeks ways to provide even better support for members; membership of FIP will give the PDA much more influence and will result in better outcomes for pharmacists," the association said. To support humanitarian crises in other parts of the world, the PDA approached FIP, as a global pharmacy leadership organisation.

    The lessons from Covid crisis applied in the future through collaboration can create a better integration between GP practices, hospitals and community pharmacies, Pharmacists Defence Association (PDA) has proposed. Stating that a more integrated healthcare system could enable pharmacists to provide effective and more efficient care to patients, the PDA proposed a model where at least two pharmacists would be working in each community pharmacy, empowered, and enabled with two-way referral pathways, having more clinical input and full access to patient records. "Such an environment could not only help to improve communications between health professionals and increase access to services for patients, but would support the NHS to operate more effectively."
