The Pharmaceutical Services Negotiating Committee (PSNC) has called the 'new general practice contract' which was imposed by NHS England on Monday (6 March) as 'simply unreasonable'. The imposition of new contract followed a failed talk of British Medical Association (BMA)'s with the negotiator. The association's main issue with the contract is the lack of further funding beyond that agreed in 2019 as part of the five-year deal. PSNC Chief Executive Janet Morrison said: "The breakdown in GP contract negotiations for the second year running is another blow for primary care. The verdict of the GP negotiators is that the demands being made of doctors by Government and the NHS are simply unreasonable." "Community pharmacy is being treated with the same disregard: too much is being asked of us, with far too little funding available." The committee has been raising the issue and challenges faced by the community pharmacists with the government. The government is asking pharmacies to do more by taking giving additional services but the committee is of view with no extra funding the community pharmacies will collapse.

The Pharmaceutical Services Negotiating Committee (PSNC)'s members are seeking immediate rescue packages for the sector to help with energy bills and to ease capacity constraints. In a meeting held on 14th and 15th September, the committee members expressed their anger and frustration on the reluctance of NHS England and government to fund pharmacy sustainably. The meeting was held to consider practical steps to ease the pressures on the community pharmacy sector, and to oversee the progress of negotiations on the Community Pharmacy Contractual Framework (CPCF) and other work. Committee members, as pharmacy contractors, shared their experiences of the current pressures on all contractors, including the inability to deliver some services and to maintain core service levels; the capacity and workforce crises facing the sector; the critical need for funding support this winter; and the urgent need for Government to adapt the Price Concessions system to meet the needs of contractors. "The Price Concessions system is no longer working for contractors in the current volatile medicine supply environment and PSNC is clear this is not acceptable," said the committee.

The Pharmaceutical Services Negotiating Committee (PSNC) has rejected Department of Health and Social Care (DHSC) and NHS England's proposal on price concessions reform and relief measures to ease pressure on pharmacies. The Committee called the proposal 'insufficient' to meet the sector's needs considering the impact of the current crisis, reflecting on the economic pressures that accelerated through the autumn and winter. The Ministers and other decision-makers have shown their interest in the potential role of community pharmacy, particularly in using a Pharmacy First approach and making use of PGDs and the skills of independent prescribers. But the Committee had made clear to them that without new money this is all a pipedream. "We need an urgent injection of funds into the sector, otherwise we will continue to see a degradation of services and eventual collapse of the network. The Committee is clear that there is no further place for warm words while pharmacy collapses," said PSNC. The Committee reflected that the 5-year CPCF agreement had been based on working together to create the capacity and context necessary to deliver the shift towards greater service delivery. Not only has that capacity-release not happened due to slow progress by Government, but pharmacies have also been burdened with these additional, and insurmountable, challenges.

The Pharmaceutical Services Negotiating Committee (PSNC) has published an update on the work it is doing as part of the Transforming Pharmacy Representation (TAPR) Programme to take forward the mandate from contractors to deliver the Review Steering Group (RSG) recommendations. The update is primarily aimed at LPCs - with whom PSNC has been working closely on some of the TAPR work over the summer. The TAPR Programme is being undertaken in support of PSNC's work to address the severe challenges facing the community pharmacy sector at present. Alongside ongoing negotiations with Government and the NHS, two of the TAPR workstreams - focusing on Vision and Strategy, and on Influencing and Negotiation - are essential to supporting CPCF negotiations. "The workstreams are looking at the future of community pharmacy and how best to persuade policymakers to implement a shared vision, with their objective being to put the sector in a stronger position going into future CPCF negotiations," said PSNC.

The Pharmaceutical Services Negotiating Committee (PSNC)'s North-East and Cumbria regional representative, Mark Burdon, has resigned from his role. The Committee has invited all eligible independent contractors to fulfil the post. The new regional representative will be asked to hold the position until the end of the current term for all Regional Representatives which is now March 31, 2023. "A representative of independent contractors in the following Local Pharmaceutical Committee (LPC) areas will be sought: · Community Pharmacy County Durham · Community Pharmacy Cumbria · Gateshead & South Tyneside LPC · North of Tyne LPC · Sunderland LPC · Tees LPC," said PSNC. Eligible independent contractors from these LPC areas are invited to express their interest in the role and then, if an election is triggered, to vote to select their new regional representative in due course - PSNC will issue a full briefing on this process. The new Smoking Cessation Service (SCS) will commence on March 10, 2022, allowing community pharmacy contractors to register to provide the service on the NHS Business Services Authority's (NHSBSA) Manage Your Service (MYS) portal from March 1, 2022. This is the second of the two new Advanced services to be introduced this financial year, after the Hypertension case-finding service, which were agreed outcomes from negotiations for Year 3 of the Community Pharmacy Contractual Framework. Since the service is an Advanced service, contractors are free to decide if they wish to provide it, as most would be busy completing work for the Pharmacy Quality Scheme 2021/22 alongside winter-related workload, the Pharmaceutical Services Negotiating Committee said. Therefore, those who decide to start this service should consider the likelihood of receiving sufficient referrals to make provision of the service worthwhile, the PSNC said.

The Pharmaceutical Services Negotiating Committee (PSNC) has initiated the process for the regional representative election for the North-East and Cumbria region after Mark Burdon's resignation from the committee earlier this year. The North-East and Cumbria region covers Community Pharmacy County Durham, Community Pharmacy Cumbria, Gateshead and South Tyneside LPC, North of Tyne LPC, Sunderland LPC and Tees LPC. PSNC said that Pharmacists who are independent chemists and members or officers of these LPCs are eligible to stand for election as a new regional representative. "An independent chemist is defined in the PSNC constitution as a chemist operating retail pharmacy businesses' from no more than nine premises in England from which NHS Pharmaceutical Services or Local Pharmaceutical Services are provided and a person who is not a member of the Association of Independent Multiple pharmacies (AIMp)," said PSNC. The Pharmaceutical Services Negotiating Committee (PSNC) has urged pharmacy contractors to use Manage Your Service (MYS) portal only for all monthly FP34C submissions. To secure access to earlier advance payments on 11 April 2022, the committee has advised pharmacy contractors to submit their claims for NHS pharmaceutical services delivered in March 2022 no later than 5 April 2022. PSNC said: "The Manage Your Service (MYS) portal is now the ONLY route available to contractors for all monthly FP34C submissions. From March 2022, contractors will no longer receive the paper FP34C submission document through the post. However, the NHSBSA will continue to post out red separators for contractors to submit relevant forms each month.

Along with pharmacists, pharmacy technicians in England are now able to perform blood pressure checks as part of the Hypertension Case-Finding Service and deliver the Smoking Cessation Service (SCS). The government has amended Drug Tariff and includes the amendments to The Pharmaceutical Services (Advanced and Enhanced Services) (Amendment) (England) Directions 2023. Pharmaceutical Services Negotiating Committee (PSNC) said: "The service specifications for both services are currently going through NHS England's publication process; when these are published PSNC will alert contractors through their normal communication channels. PSNC resources for both of these services are also currently being updated."

The Pharmaceutical Services Negotiating Committee (PSNC) has expressed disappointment as the government continued to refuse to "a much-needed broader funding uplift" for the community pharmacies in England. This follows conclusion of the first Annual Review of the progress of the five-year Community Pharmacy Contractual Framework (CPCF) deal by PSNC, the Department of Health and Social Care (DHSC) and NHS England & NHS Improvement (NHSE&I). "We remain deeply frustrated by government's refusal to agree a much-needed broader funding uplift for the sector, but we are determined to continue to look for better ways forward for the sector throughout 2022 and beyond," said Bharat Patel, PSNC vice-chair, negotiating team member and an independent contractor. Patel noted that despite some important wins such as recognition of key challenges faced by pharmacies, the commitment to consider these as part of our Year 4 negotiations, and agreement to take forward work on service fee and other regulatory changes, the PSNC is disappointed that the review did not lead to "immediate and tangible outcomes and improvements for contractors." The negotiator had put forward data and analysis showing the capacity and cost constraints faced by pharmacies.

The Pharmaceutical Services Negotiating Committee (PSNC) will launch a new influencing campaign to build wider political support for community pharmacies this week. The campaign aims to ensure that MPs and Peers across Parliament understand the risks to pharmacy services that the current pressures on the sector are causing. In a Parliamentary event held today (Tuesday 15 November) MPs and Peers heard from PSNC, LPC and other pharmacy bodies about the current situation. PSNC briefed them on the urgent need for action to address the pressures on the sector. The committee will be working with LPCs and contractors to organise a series of pharmacy visits for key Parliamentarians including Minsters, Committee and APPG Members. This is happening alongside work to develop a new vision and strategy for the community pharmacy sector, all of which is part of PSNC's strategy to lay the ground for future CPCF negotiations.

The government has extended VAT exemption from Monday (1 May) on healthcare services carried out by pharmacy staff under the supervision of pharmacists. HM Revenue and Customs has issued a note detailing the change to the VAT treatment of medical services. The Government said this will bring the VAT treatment of pharmacists in line with other registered health professionals providing medical services to the public. The Pharmaceutical Services Negotiating Committee (PSNC) said: "This is something that PSNC has been seeking Government agreement on for a long time, including in recent CPCF negotiations." PSNC believes that the extension of this VAT exemption will help as community pharmacy businesses try to make better use of the skill mix in their teams both now and in the future. "Not only does it enable contractors to review the VAT status of any locally commissioned services currently provided by non-registered pharmacy staff but also, in time, it could be used to amend nationally commissioned services to allow support staff to provide certain parts. For example, following a recent amendment to the service Directions, pharmacy technicians are now able to perform blood pressure checks as part of the Hypertension Case-Finding Service and deliver the Smoking Cessation Service.

The Pharmaceutical Services Negotiating Committee (PSNC) has commissioned Nuffield Trust and The King's Fund to develop a new vision and strategic options for community pharmacy. The report is expected to be published in early summer next year, to underpin the future strategy for the sector. It will also support negotiations between PSNC and policymakers as the current five-year Community Pharmacy Contractual Framework (CPCF) comes to an end. Those negotiations will decide what happens after April 2024, and they will be critical to the future of the sector. The development of a compelling vision and an effective strategy for community pharmacy was a key recommendation from the Pharmacy Representation Review Steering Group (RSG). It forms one of the workstreams of the Transforming Pharmacy Representation Programme (TAPR) currently being undertaken by PSNC. But it is also a project that PSNC wants to undertake anyway to help lay the foundations for those crucial upcoming negotiations.

The Pharmaceutical Services Negotiating Committee (PSNC) has refused to accept the Department of Health and Social Care (DHSC)'s decision to get rid of 'transitional payments' from February 2023. The pharmacy negotiator said that 'any reductions in payments at this point will be impossible for community pharmacy contractors to manage financially.' "We are also continuing to be clear with officials and ministers that CPCF funding needs an urgent uplift to help businesses to cope with soaring costs being driven by inflation and the workforce crisis. We put a comprehensive business case to the government for this uplift in the last CPCF negotiations." The latest 'transitional payments decision' by the Department follows the announcement last year that the value of the these payments would be phased down over the second half of 2022/23 and will be based on the latest monitoring and analysis of funding delivery. PSNC says it submitted a fully-costed bid for a 'Pharmacy First' service in its last round of negotiations alongside the case for an uplift to core CPCF funding. Both of these were refused.

The Pharmaceutical Services Negotiating Committee (PSNC) will be hosting a Parliamentary drop-in event for MPs on Monday (14 November). "The event will last for roughly two hours, during which MPs will have the opportunity to drop-in and have their blood pressure measured by a fully qualified pharmacist," said the committee. It added: "This event will be a great opportunity to talk to MPs from across the political spectrum about the incredible work pharmacies are doing up and down the country, to demonstrate the Hypertension Case-Finding Service and to discuss the frontline role pharmacists play in delivering vital services and free, expert advice." The other community pharmacy bodies, including the National Pharmacy Association (NPA), the Company Chemists' Association (CCA) and the Royal Pharmaceutical Society (RPS) will also be present on the day, providing the sector with a valuable chance to present a united front on the big issues facing contractors throughout the country.

The specification for the Pharmacy Contraceptive Service has been launched for pharmacy contractors to download from the NHSBSA website. However, the service will not start on 11th January 2023, as originally planned, but it is expected to commence in early 2023, revealed the Pharmaceutical Services Negotiating Committee (PSNC). It added: "The exact start date is yet to be agreed, as now the service specification has been published, community pharmacy IT system suppliers need time to develop support for the service, so this is available to contractors from the service commencement date." Commenting on the publication of the service specification, Alastair Buxton, Director of NHS Services, at PSNC said: "When time in their busy professional lives allows, the publication of the service specification ahead of the start of the new service provides contractors and their teams with an opportunity to learn more about it and to consider whether it is something they will have the capacity to provide in due course.

Pharmacy bodies are "bitterly disappointed" that the latest deal on the national contract makes no commitment to "fresh funding", with one organisation calling it "the biggest dis-service ever done" to community pharmacy. The only commitment made in monetary terms was one in which NHS England agreed to write off a sum of £100m in excess margin earned by contractors in previous years. This allowance, which can't be seen as new cash injection, was said to have been made in recognition of the pressures facing the sector. The figure - reached after what the the Pharmaceutical Services Negotiating Committee called "a tense period of negotiations" with the Department of Health and Social Care and NHS England - will cover the final two years of the current five-year Community Pharmacy Contractual Framework. The deal was announced by PSNC chief executive Janet Morrison at an annual LPC Conference in Manchester on Thursday (22 September). Welcoming the attendees, she assured everyone that the committee was well aware of the pressures the sector was facing. "I heard how contractors are feeling and their frustrations over growing pressure and lack of financial support from the government. They confirmed that many now are unable to deliver the full range of services, and others are struggling to maintain core levels of services. And the ongoing impact of capacity and workforce crisis is critical, leading to temporary closures.

The Pharmaceutical Services Negotiating Committee (PSNC) has appointed Sunil Kumar, an independent contractor from Darlington, as the Regional Representative for the North East and Cumbria region. "Kumar will represent all independent contractors in the region at the PSNC Committee until 31st March 2023, which is the end of the current term for all Regional Representatives," said PSNC. PSNC's North East and Cumbria region covers the areas of Community Pharmacy County Durham; Community Pharmacy Cumbria; Gateshead & South Tyneside LPC; North of Tyne LPC; Sunderland LPC and Tees LPC.

Pharmacy bodies have urged the Health Select Committee to hold the government to account on pharmacy funding and workforce challenges. In a show of unity, leaders from the sector came together to write a joint letter to the chair of the committee and former health secretary Jeremy Hunt and bring to his attention how financial pressures worsened by nearly a decade of a real-term decrease in funding have made the sector virtually untenable. The Pharmaceutical Services Negotiating Committee (PSNC)'s recently published 'Pharmacy Pressures Survey' confirms how this has had an impact on pharmacy contractors, their teams as well as patients. The survey found that 91 per cent of pharmacies are experiencing staff shortages. At the same time, demand for community pharmacists has risen - nine in ten pharmacy teams reported a significant increase in phone calls from patients about prescriptions, and 86 per cent reported a rise in requests for healthcare advice. The letter to Jeremy Hunt is signed on behalf of the four chief executives of the PSNC, the Association of Independent Multiple Pharmacies (AIMp), the Company Chemists' Association (CCA) and the National Pharmacy Association (NPA).

The Pharmaceutical Services Negotiating Committee (PSNC) has advised pharmacy contractors to use emergency provisions to avoid and reduce temporary closures amid shortage of pharmacists and other staff. The provision was introduced at the start of the pandemic to enables flexible provision of pharmaceutical services by pharmacies. It has been extended several times, currently until January 31, 2022. The negotiator noted that self-isolation requirements and a lack of available pharmacists led to a spike in short-notice closures/late opening/early closing incidents in the community pharmacy sector. However, it reminded contractors that they have a clear duty to provide services in line with their contractual arrangements.
