The government has earmarked £200 million to enhance NHS resilience and expedite patient care during the upcoming winter season. Health leaders have said that delivering faster and more productive patient care would be difficult unless NHS capital budgets are nearly doubled to at least £14.1 billion from the current spending of £7.7 billion. The NHS Confederation has highlighted the impact that low levels of capital investment have had over the last decade in its report published today (29 November). The report, 'Investing to save: The capital requirement for a more sustainable NHS in England', revealed that the UK has lagged behind other comparable countries in terms of health capital investment for more than five decades, resulting in less productivity. It revealed that the NHS now has the sixth lowest number of CT and MRI scanners per million people of the OECD countries.

The NHS England has developed and published a new vaccination strategy with an aim to increase national uptake of lifesaving vaccinations, and protect people against a range of diseases. Getting vaccinations will become easier than ever before, as the NHS App is being expanded with more additional features. Improved booking features such as new in-App bookings, invitation alerts and appointment notifications will make "booking a jab as easy as booking a cab," NHS leaders said. The NHS App overhaul will also include improved access to medical records, meaning users will be able to see their routine vaccination status over the coming months and years, making it easier for them to identify any missed vaccinations in their history.

Trust leaders involved in the New Hospital Programme (NHP) have warned that further delays in the government scheme will lead to more patient harm, disappointment among staff, and higher costs for taxpayers. According to NHS Providers, delays in the government scheme that promised 40 new hospitals in England by 2030 are draining millions of pounds from scarce NHS funds every month. Some trusts are compelled to spend over £1 million a month from their under-pressure budgets due to spiraling cost pressures, on-hold building projects, and the bill for having to patch up deteriorating sites. While there has been some progress over the past year, trust leaders remain apprehensive that "uncertainty over funding and shifting timetables risks putting their promised buildings further out of reach."

People are advised to be prepared and order their repeat prescriptions in time so that they don't run out of their routine medicines over the Christmas and New Year break when services are likely to be busier than normal. As GP practices will be closed over the bank holidays and only some pharmacies will remain open, local NHS leaders have urged patients to plan ahead to avoid making last-minute requests for collecting repeat prescriptions, which can add avoidable pressure for doctors, pharmacies, and other NHS services. Sati Ubhi, Chief Pharmacist at NHS Cambridgeshire & Peterborough, have cautioned patients that running out of their usual medication can have serious consequences. "By ordering medicines as soon as possible, it allows enough time for it to be processed and dispensed and helps avoid a last-minute rush," she told Fenland Citizen.

Deviating from the initial schedule to kick off the flu and Covid-19 vaccination campaigns in October, the NHS England has announced that the autumn vaccination drive will commence sooner than expected in England, starting on September 11. This decision was taken as a precaution in response to a new Covid-19 variant. The precautionary measure is being taken as the Department of Health and Social Care and the UK Health Security Agency examined the variant BA.2.86, which was first detected in the UK on Friday, August 18, 2023, the NHSE said on Aug. 30. While NHS England had previously announced that vaccinations for both NHS programmes would begin on October 2 for residents of older adult care homes, appointments for other eligible groups were scheduled for the following week, starting on October 7. This decision prompted community pharmacy leaders to denounce the delayed start of the flu service as 'unacceptable'.

The Royal Pharmaceutical Society (RPS) and National Pharmacy Association (NPA) have both urged the new health secretary Steve Barclay to back the 'pharmacy first' approach in England as mentioned by his predecessor on numerous occasions. "Sajid Javid recognised the vital role of community pharmacy and the potential of a 'Pharmacy First' to support patient access to care. I would urge the new Health Secretary to see this through to completion," said chair of RPS in England Thorrun Govind. Thorrun hopes the new health secretary will engage with pharmacy leaders about how we can make the most of our health and care workforce to support the NHS recovery, including reducing health inequalities, managing the growing cost of long-term conditions, and utilising the enhanced skills of Pharmacist Independent Prescribers. Politicians, researchers and pharmacy leaders called on the government to make community pharmacy a fundamental part of clinical services at an event at the House of Commons on Wednesday (13). At the launch of a research publication carried out by the University of Bath in conjunction with Sigma Pharmaceuticals, community pharmacy was described as an "essential pillar of health care provision" in the UK. The aim of this research was to provide evidence to support a strategy for the future developments of community pharmacy to ensure the sector continues to meet the needs of the public in the NHS. Researchers analysed 25 health and community pharmacy related policies published by the department of health, the NHS, the pharmacy profession, and spoke to stakeholders from a wide range of backgrounds, including patients, pharmacists, NHS commissioners and GPS.

Taking on more clinical services with the PGDs can feel daunting and a big responsibility for healthcare professionals. ECG's new medical advice service (for anyone purchasing their PGDs) will offer pharmacists the opportunity to call and speak to a clinical member of the ECG team who will triage the calls and support them. If required, the call will be connected to an experienced NHS Consultant to offer immediate medical advice. The service will start with a Monday-Friday 08:30-16:30hrs provision with an option to increase to 24 /7 for those working out of hours. This is inclusive in the PGD pricing offer. ECG has been the market leader in providing vaccination training to pharmacists since 2004, providing robust knowledge and clinical skills to enable pharmacists to develop their private and NHS commissioned vaccination services (such as flu and covid). By developing their close working relationship with all of the multiples, many smaller chains, membership groups and independents over the years, ECG has continued to further consolidate their 'one stop shop' approach to supporting the sector. ECG wants to offer this sector choices in the level of guidance and support that the individual healthcare professionals feel they need to offer safe care to patients.

Pharmacy leaders have called for reassurance that the workforce plan, expected by April 2023, will cover the entirety of the pharmacy workforce across the health service, including in community pharmacies. A joint letter has been signed by representatives from 14 pharmacy organisations which highlights that with continued pressures on services, it is more important than ever to support the pharmacy workforce so that the staff needed to deliver patient care now and into the future can be recruited, trained and retained. Mark Koziol, Pharmacists' Defence Association (PDA) Chairman said: "Our pharmacist members practise across the entire health system and have the potential to do far more to help patients and improve public health, but they can only do so safely if they are in appropriately staffed workplaces. This is a workforce issue, so it is important that the Government works with representatives of the pharmacist workforce, and of their employers, to get a suitably agreed plan in place." Thorrun Govind, English Pharmacy Board Chair, Royal Pharmaceutical Society (RPS), said: "It will be crucial to use the skills of all our health professions to support the NHS recovery, reduce health inequalities, manage the growing cost of long-term conditions, and deliver best value from medicines.

The Company Chemists Association (CCA)'s workforce finding showed that by 2024 eight years' worth of growth of the pharmacist workforce will have been funnelled away from community pharmacies. "In 2019, when NHS leaders realised they were unable to find enough GPs to meet the public's needs, they hastily decided to recruit pharmacists and other healthcare professionals to fill the gaps. This was implemented without any corresponding efforts to increase the supply of pharmacists, creating huge shortages," said CCA. "The bulk of the NHS's recruitment drive was paid for using additional money ringfenced by the NHS - the £2.4bn Additional Roles Reimbursement Scheme (ARRS). We estimate over the life course of ARRS funding (2019-2024), the equivalent of eight years of growth in the number of pharmacists in England will have been funnelled directly into primary care at the expense of other sectors. At the current rate, CCA estimate that community pharmacy will have experienced the equivalent of three fallow years by 2024. To ensure the pharmacy network is protected and able to take pressure off other parts of the NHS, there are several urgent measures which must be implemented. Countering the impact of primary care recruitment: Community pharmacists should be commissioned to provide 'packages of care' on behalf of GPs, rather than taking pharmacists away from accessible high street settings.

"Pharmacy professionals are playing increasingly important clinical roles in both primary and secondary care," shared David Webb, Chief Pharmaceutical Officer (CPO), NHS in a video message. He highlighted the NHS's commitment to empowering community pharmacy, with plans to expand services and deprescribe to align with the NHS's focus on preventive healthcare.

Released on Monday morning, the election manifesto shared by the Liberal Democrats pledges to "strengthen patients' rights" by tackling public health inequalities and providing early access to community services. The Liberal Democrats Party's manifesto promises to address the issues at both the "front and back doors" of the National Health Service (NHS), which the party claims has been plunged into crisis by the Conservatives. Pledging to invest in public health and early access to community services, the party aims to "work towards a fairer and more sustainable long-term funding model for pharmacies and build on the Pharmacy First approach to give patients more accessible routine services and ease the pressure on GPs." The pledge also includes making prescriptions for people with chronic mental health conditions free on the NHS, as part of a wider commitment to review the entire schedule of exemptions for prescription charges.

The British Generic Manufacturers Association (BGMA) has warned that England's 42 integrated care boards (ICBs) may need to allocate an extra £37 million from their budgets annually for the next five years due to the spiralling tax rates. The government's Voluntary Scheme for Branded Medicines Pricing and Access (VPAS) rebate rate increased more than five-fold in the past two years, the BGMA said in its white paper released on Monday (October 30). The report, conducted by consultancy firm Conclusio in consultation with local NHS leaders, examined the potential effects of the VPAS on ICB budgets. BGMA said that due to the elevated VPAS rate, each ICB in England will experience significant increases in expenses for branded generics and biosimilars annually - a consequence of reduced competition.

Pharmacy bodies have urged the Health Select Committee to hold the government to account on pharmacy funding and workforce challenges. In a show of unity, leaders from the sector came together to write a joint letter to the chair of the committee and former health secretary Jeremy Hunt and bring to his attention how financial pressures worsened by nearly a decade of a real-term decrease in funding have made the sector virtually untenable. The Pharmaceutical Services Negotiating Committee (PSNC)'s recently published 'Pharmacy Pressures Survey' confirms how this has had an impact on pharmacy contractors, their teams as well as patients. The survey found that 91 per cent of pharmacies are experiencing staff shortages. At the same time, demand for community pharmacists has risen - nine in ten pharmacy teams reported a significant increase in phone calls from patients about prescriptions, and 86 per cent reported a rise in requests for healthcare advice. The letter to Jeremy Hunt is signed on behalf of the four chief executives of the PSNC, the Association of Independent Multiple Pharmacies (AIMp), the Company Chemists' Association (CCA) and the National Pharmacy Association (NPA).

All four UK health services have committed to net zero carbon emissions, health secretary Sajid Javid announced today (November 9). Lauding the commitment, Javid said: "As a health community, we cannot simply sit on the sidelines - we must respond to climate change through urgent action, with global collaboration at its core." Health systems in the UK have already started work on being greener. On behalf of the profession, Royal Pharmaceutical Society (RPS) joined the International Pharmaceutical Federation (FIP) in writing a letter to world leaders who had gathered in Glasgow earlier last week to attend the COP26 summit, expressing pharmacy's commitment to tacking the climate crisis. RPS also signed a charter to guide effective and high-quality climate action by professional bodies in the UK.

Backed by a £22.5 million of government funding, community vaccine champions will tap into their local networks and encourage people in their communities to get vaccinated against the Covid-19. The new board of the National Pharmacy Association (NPA) has adopted 10 principles for transforming the contractual framework in England. The board met for the first time in April, believes that the current Community Pharmacy Contractual Framework is failing NPA members, the wider sector, the NHS, Government and patients. The association's new vice chair, Jay Badenhorst, said: "We can't wait until the current framework limps to its finish line in 2024 before giving serious thought to the new race we must all run in the future." "Before negotiations for a new contract begin in earnest, we want to make our position clear to all of those who will be involved in its development. Years more of the same would be totally unacceptable. Tinkering at the edges of the current arrangements as the basis for a new deal could not achieve the transformation that is needed." Former chair of the NPA, Andrew Lane, listed some of the principles in a speech to industry leaders in January, but this is the first time the approach has been agreed in its entirety, following months of testing with NPA members.

Global instant logistics leader, Zipline is partnering with UK drone delivery startup, Apian Aero to launch a drone delivery programme of critical medical supplies for the Northumbria Healthcare NHS Foundation Trust. The new service, expected to begin in the autumn of 2024, will see delivery of medical supplies to hospitals, GPs and care homes, using electric, autonomous drones. Zipline announced the partnership on Sunday, and said drone delivery service will help provide timely access to prescription medicines, wound care products, joint replacement implants, and other frequently ordered medical products, which could allow healthcare providers to reduce the number of cancelled procedures, and thus decrease wait times. Also, the expansion of the programme will help in creating local job opportunities in the region, it added.
