A new report has highlighted that while NHS trusts are well placed to drive the new Labour government's desired healthcare transformation, additional resources are essential to fully realise this vision. The government has earmarked £200 million to enhance NHS resilience and expedite patient care during the upcoming winter season. This extra amount will bolster the health service during its busiest period, while protecting elective care so we can keep cutting waiting lists, Prime Minister Rishi Sunak has said. On August 13, the Prime Minister and Health and Social Care Secretary met with clinical leaders and NHS Chiefs to strategise and refine planning for urgent and emergency care, while prioritising the preservation of waiting list targets for the upcoming winter season. "Patients can be reassured that I will always back the NHS, so that those who most need help and support will get the care they need," Sunak said. "Winter is the most challenging time for the health service, which is why we've been planning for it all year - with huge government investment to fund new ambulances, beds and virtual wards." "This £200 million investment, assured by the Department of Health and Social Care as new and additional funding, should aid NHS leaders in their preparations and mitigation for what will be a seriously difficult winter period," said Matthew Taylor, Chief Executive of NHS Confederation. "The priority now is swift allocation of funding to local systems for optimal utilisation."

The UK government on Wednesday (7 February) announced a new plan to ensure faster, simpler and fairer access to NHS dental care across England. Supported by £200m of funding, the plan aims to deliver more than 1.5 million additional NHS dentistry treatments or up to 2.5 million NHS dental appointments for patients over the next 12 months NHS dentists will be offered a 'new patient' payment of between £15-£50, depending on treatment need, to treat new patients who have not seen a dentist in two years or more. Additionally, one-off payments of up to £20,000 will be given to around 240 dentists for working in under-served areas for up to three years. This is to "attract new NHS dentists and improve access to dental care in areas with the highest demand," NHS England said in a statement released on Wednesday.

Health leaders have said that delivering faster and more productive patient care would be difficult unless NHS capital budgets are nearly doubled to at least £14.1 billion from the current spending of £7.7 billion. The NHS Confederation has highlighted the impact that low levels of capital investment have had over the last decade in its report published today (29 November). The report, 'Investing to save: The capital requirement for a more sustainable NHS in England', revealed that the UK has lagged behind other comparable countries in terms of health capital investment for more than five decades, resulting in less productivity. It revealed that the NHS now has the sixth lowest number of CT and MRI scanners per million people of the OECD countries.

The government has unveiled its much awaited 'NHS Long-Term Workforce Plan' to tackle the staff shortage in the pharmacy sector. The plan set out an ambition to increase the training places for pharmacists to around 5,000 places by 2031/32. David Webb, Chief Pharmaceutical Officer for England, in his open letter to pharmacy professionals said: "The NHS LTWP sets out how we can build on changes, addressing the changing needs of patients over the next 15 years, by closing the current workforce shortfall through funding for increased education and training places and a comprehensive retention strategy." The plan commits to expand training places for pharmacists by 29% to around 4,300 by 2028/29 and Grow the number of pharmacy technicians in future years. "The development of independent prescribing as part of initial education and training is a gamechanger for pharmacists, patients and the NHS, with approximately 2,800 newly registered pharmacist independent prescribers due to join the workforce every year from September 2026," said Webb. "This will be transformational for all pharmacy teams, creating improved access and quality of care for patients and, importantly, a more flexible workforce with skills that are equally applicable in all pharmacy settings, enabling multi-professional clinical teams to work in new ways."

In his first speech as Secretary of State for Health and Social Care, Wes Streeting MP acknowledged that the NHS is in crisis while outlining his mission to save the health service. Streeting described the current state of the NHS as "broken," noting its failure to meet the needs of both patients and dedicated healthcare professionals. "When we said during the election campaign, that the NHS was going through the biggest crisis in its history, we meant it. "When we said that patients are being failed on a daily basis, it wasn't political rhetoric, but the daily reality faced by millions," he said on Friday (5 July). The new health secretary remarked that previous governments had been unwilling to admit these simple facts.

Scotland's first minister, John Swinney, has announced the expansion of the NHS Pharmacy First Service as part of the government's strategy to shift more care into communities. However, Numark chairman Harry McQuillan has stressed the need for additional funding to support this expansion effectively. Speaking at the National Robotarium in Edinburgh on 27 January 2025, Swinney outlined the government's plans for enhancing public services and renewing the NHS, promising a significant boost in NHS Scotland's capacity to reduce waiting times. Recognising the importance of identifying new approaches, Swinney underscored the critical role of community pharmacies in easing pressure on GP services. He said: "I want to see the NHS Scotland Pharmacy First Service expand so that community pharmacies can treat a greater number of clinical conditions and prevent the need for a GP visit in the first place." McQuillan welcomed the announcement, stating that this advancement will "empower pharmacists to provide even greater value, leveraging their clinical expertise to deliver comprehensive care directly to patients." However, he noted that the sector should be provided with extra funding to support this expansion.

The Independent Pharmacies Association (IPA), in collaboration with the Association of Optometrists (AOP), the British Dental Association (BDA) and the NHS Confederation has written to health secretary Wes Streeting, urging him to ensure sustainable investment in primary care to strengthen the NHS and better serve patients. In their letter, the group congratulated Streeting on his recent appointment as Secretary of State for Health and Social Care and requested a meeting to provide their joint constructive input towards improving health outcomes. They expressed concern that recent administrations have failed to follow through on promises to properly integrate and fund primary care, leading to deteriorating health outcomes. "Our collective experience is that our National Health Service (NHS), and health outcomes generally, have suffered at the hands of recent administrations that have talked much about the importance of properly integrating and funding primary care but not followed through with action," they wrote. The associations emphasised the need to transition the NHS to a Neighbourhood Health Service, where more care is delivered within local communities to identify problems earlier.

The Pharmacists Defence Association (PDA) has expressed its keenness to work with the NHS nationally and at the ICB level to discuss how the pharmacist workforce can most effectively be part of the multidisciplinary team, after the publication of Long-awaited NHS England workforce plan. Welcoming its publication Alison Jones, PDA Director of Policy said: "It gives greater clarity around the future direction and strategy for professional development, training, and opportunities for those currently working in the health service or considering their future career. There is a strong emphasis on further development of the clinical role of pharmacists to support better patient care. "However, this is a plan that will take years, indeed decades to come to fruition and its success will need to be underpinned by significant funding for its entire life course. Workplace pressures, reductions in support staff, and a lack of protected learning time are matters of immediate concern for many PDA members, issues which are regularly highlighted through activities, such as the safer pharmacies survey.

In a recent report released by the Company Chemists' Association (CCA), data from the NHS Pharmacy First service indicates a substantial uptake and positive impact on patient care just two months after its launch. The CCA's findings shed light on the service's efficacy in meeting patient needs and its potential to alleviate pressure on General Practices (GPs) within the NHS. According to the report, over 90,000 Pharmacy First consultations were conducted solely by CCA members within the initial two-month period. Impressively, 88 per cent of these consultations, totaling 81,627, were deemed eligible for NHS-funded care indicating a significant demand for the service among patients. In the first month, the data revealed that more than 90 per cent of eligible patients received necessary care directly through Pharmacy First, bypassing the need for further referral.

The All-Party Parliamentary Group (APPG) on Pharmacy published a new report on Monday (January 23) that calls for "urgent action" to relieve funding pressure so there are "opportunities" for community pharmacy teams to deliver even more for their patients. The report highlights the need for a new "strategic vision" for pharmacy and highlights opportunities for the network to be empowered to deliver even more for patients. However, the manifesto also underlines that there are the very real risks that this opportunity may be lost if significant and ongoing pressures are not addressed. The recommendations are based on written and oral evidence gathered from frontline pharmacists, GPs, professional bodies and healthcare experts. To harness the potential of pharmacy, the report recommends the Government must take urgent action to relieve the funding pressures on the community pharmacy sector in the short term and review the long-term funding model for pharmacy. It also suggested the Government must harness the power of pharmacy to help the NHS deal with the COVID-19 backlog and the UK's growing healthcare challenges. It further recommended that future commissioning and funding must recognise that community pharmacy is the front door to the NHS for many patients.

Pharmacies that deliver prescriptions nationwide are set to benefit from new financial support from the Department of Science, Innovation, and Technology funding plan announced earlier this month. In an announcement aimed at improving productivity and public services supported by a share of £32 million, the Department of Science, Innovation and Technology said it is set to make major investments in Artificial Intelligence (AI) technologies, including the mission to "build an NHS which is fit for the future". A Nottingham-based organisation, Anteam, is one of the key beneficiaries of this plan and will be working alongside retailers and the NHS to improve the efficiency of their deliveries using AI algorithms. "This technology will match the delivery needs of retailers and hospitals to existing delivery journeys, unlocking under-utilised capacity, cutting carbon emissions and delivering a better experience for patients," the Department said. Minister of Digital Government and AI, Feryal Clark, emphasised the importance of AI in transforming public services. "AI will deliver real change for working people across the UK - not only growing our economy but improving our public services," she stated.

NHS England announced at the Pharmacy Show this morning that Ministers have decided to amend the Pharmacy First thresholds for the remainder of the year. This decision follows concerns raised by Community Pharmacy England (CPE) regarding difficulties faced by pharmacy owners in meeting the required number of clinical pathway consultations for monthly Pharmacy First payments In response to CPE's representations to the Department of Health and Social Care (DHSC) and NHS England, the threshold was earlier reduced from 20 to 15 in August, and from 30 to 20 in October. At the Pharmacy Show on Monday, Ali Sparke from NHS England announced the revised thresholds, setting them at 20 for November and December 2024. Starting in January and February 2025, the number of clinical pathway consultations needed for the monthly Pharmacy First payment will rise to 25, with a further increase to 30 in March.

Eighty-five per cent of adults responding to a survey commissioned by the National Pharmacy Association (NPA) have agreed that community pharmacies are underfunded and that the sector needs more investment to be able to do the work it does. The survey of 1,000+ adults in England was carried out online between August 26 and 30 by an agency called Research Without Barriers (RWB) on behalf of the NPA. Pharmacies in England are now paid less for providing NHS services than they were before the Covid-19 pandemic, after years of real terms cuts. Seventy-four per cent respondents think it's unfair that community pharmacies in England have had no increase in funding for eight years, despite rising business costs. When asked whether it's fair or unfair that pharmacies in England are now paid less for providing NHS services than they were before the pandemic, 81 per cent of people replied that it's unfair.

The National Pharmacy Association (NPA) has called on the NHS and the Department of Health to immediately publish the government-commissioned analysis of pharmacy underfunding and reveal the true scale of the crisis. Commissioned by NHS England, the long-awaited independent review is expected to "lay bare the perilous financial state" of community pharmacies, which is a vital part of the nation's health infrastructure. However, the NPA is concerned that the government may delay its release until after current funding consultations are concluded. The NPA argued that the public needs to understand the fragile nature of the pharmacy network before any new deal can be agreed. It has also warned health officials not to hide "the true scale of funding needed to reverse a decade of swingeing cuts", which has forced record numbers of pharmacy closures. NPA chair Nick Kaye said: "It would be a scandal to keep that evidence buried secret and leave MPs, pharmacies and the public in the dark." He acknowledged that the new government has inherited a crisis in pharmacy funding and emphasised that it will need to take "strong action" to maintain access to medicines.

Politicians, researchers and pharmacy leaders called on the government to make community pharmacy a fundamental part of clinical services at an event at the House of Commons on Wednesday (13). At the launch of a research publication carried out by the University of Bath in conjunction with Sigma Pharmaceuticals, community pharmacy was described as an "essential pillar of health care provision" in the UK. The aim of this research was to provide evidence to support a strategy for the future developments of community pharmacy to ensure the sector continues to meet the needs of the public in the NHS. Researchers analysed 25 health and community pharmacy related policies published by the department of health, the NHS, the pharmacy profession, and spoke to stakeholders from a wide range of backgrounds, including patients, pharmacists, NHS commissioners and GPS.

"We need to fix the front door to our NHS by investing in community pharmacy," asserts Daisy Cooper as more and more pharmacies "worry about the future of their business." Reflecting on the challenges faced by pharmacists during the pandemic, she emphasised their pivotal role in launching vaccination schemes across communities and the larger role pharmacies play in complementing traditional NHS facilities. Cooper recalls her collaboration with local pharmacies in St. Albans, where she worked hand in glove with them to address challenges faced by pharmacists to obtain information from NHS England regarding protocols and procedures. She told Pharmacy Business reporter that she had to work out something "hand in glove to help them get those vaccinated schemes up and running, as pharmacies were desperate to take part in the vaccination scheme" in her constituency. Describing their unique selling point (USP), Cooper emphasised the convenience and immediacy of pharmacies located in high street areas and warned that pharmacy closures "should be a real wake up call for the government."

The Royal Pharmaceutical Society (RPS) has published its general election manifesto highlighting some of the key challenges the next Government will face to support patients and the NHS. The manifesto calls on general election candidates to show their support to securing patient access to medicines, a better-connected NHS, enhancing accessible prescribing in local communities, and maximising health improvement through locally accessible pharmacy teams. Candidates are urged to called on the next Government, if elected, to support the pharmacy workforce to deliver patient care, unlock the potential of new advances in medicines, and continue to support funding for the UK science and research community. The manifesto highlights the need for investment in IT infrastructure to support a better-connected NHS to enable all health professionals to access and update a patient's record.

A combination of factors, including the doctors' strike, medicine shortages, and funding scarcity, indicates that this upcoming winter could be the most challenging period for both community pharmacies and the NHS, Community Pharmacy England has said. In a September 4 blog post, CPE Chief Executive Janet Morrison emphasised that the relentless pressures show no signs of easing. "Pharmacy businesses, like numerous other sectors, are grappling with the challenges of staying afloat in the current economic climate, compounded by the detrimental effects of historical funding cuts." "The doctors' strike, despite ongoing assurances from the Health Secretary that their pay deal is final, will inevitably exacerbate the demand for both primary and secondary care, leading people to turn to their local pharmacies for assistance," she added. "This, in turn, will heighten the pressure on community pharmacies." "Whatever the coming winter brings I am sure of two things: that community pharmacies are going to be more critical to the health of the population than ever before, and that your representatives here will be fighting on all fronts to get you the help that you need."
