The Department of Health and Social Care (DHSC) announced on Monday (November 22) that it would integrate NHS Digital, NHSX and Health Education England into NHS England and Improvement (NHSE&I) as part of major workforce planning and technology reforms. The merger is part of the government's long-term strategy for the recruitment, training and retention of healthcare staff coupled with a digital transformation of working practices. The overhaul is based on recommendations made by NHS Digital chair Laura Wade-Gery who led a government-commissioned review to improve patient care, centralise the NHS workforce and accelerate digital delivery. Commenting on her recommendations, Wade-Gery, said: "In the rest of our lives, digital has really changed how we live and we must now make this true in healthcare. The goal of my review is to equip the national centre with the right capability to support Integrated Care Systems to deliver better citizen health. We need to have the culture, operating model, skills, capabilities and processes to put data, digital and technology at the heart of how we transform health services."

The Royal Pharmaceutical Society (RPS) and National Pharmacy Association (NPA) have both urged the new health secretary Steve Barclay to back the 'pharmacy first' approach in England as mentioned by his predecessor on numerous occasions. "Sajid Javid recognised the vital role of community pharmacy and the potential of a 'Pharmacy First' to support patient access to care. I would urge the new Health Secretary to see this through to completion," said chair of RPS in England Thorrun Govind. Thorrun hopes the new health secretary will engage with pharmacy leaders about how we can make the most of our health and care workforce to support the NHS recovery, including reducing health inequalities, managing the growing cost of long-term conditions, and utilising the enhanced skills of Pharmacist Independent Prescribers. Commenting on the new appointment, she said: "This is a crucial time for the future of health and care - with continued pressures on teams, changes to NHS structures and organisations, and the need for long-term investment in the workforce. "With a 'refresh' of the NHS Long-Term Plan and the Government's workforce plan expected later this year, these must support a more ambitious approach to advancing the clinical role of pharmacists across the NHS to better meet changing patient demand, backed by investment in pharmacy education and training.

Community pharmacy workforce is in a fragile condition and faced a shortfall of 3,000 pharmacists in England over a period of five years, a recent research conducted by the Company Chemists' Association (CCA) has revealed. It noted that over the last five years, the net growth of community pharmacists in England a year stood at 733. This is much lower than the required average growth of 1,025, based on data reported by the Health Education England workforce survey from 2021. Acknowledging the discrepancies in the data calculation, the paper published by the association has used "the best available data" to highlight recent changes to the community pharmacy workforce in England. The report noted that despite an increase in the number of pharmacists, many contractors reported an increase in pharmacist vacancies. They also reported a significant increase in locum hourly pay rates, indicating demand exceeds supply.

The new 'How to Involve and Engage Patients on Digital Health Tech Innovation' learning module has been created specifically to support the development and delivery of patient-centric technologies, at a time of critical digital transformation in the NHS. The foundation level module will be freely available at www.orcha-digitalhealthacademy.com and on the Health Education England NHS Learning Hub (learninghub.nhs.uk). No training previously exists on conducting effective patient and public involvement and engagement (PPIE), leading to wasted resource on unsuitable technologies at a time when the healthcare system simply cannot afford it. The module aims to educate innovators who are creating new technology, and the clinicians who are prescribing these solutions. Crucially, the module also provides valuable support to the 500 NHS clinicians who are on the Clinical Entrepreneur Programme. The module is an introduction to the first evidence-based framework for PPIE, launched by the University of Plymouth, the AHSN Network (the national voice of the 15 academic health science networks in England) and Boehringer Ingelheim UK & Ireland. It helps to fast-track learning for the EnACT principles described in the framework, outlining how to involve patients in product innovation and critical issues such as data privacy, intellectual property, inclusivity, reimbursement, useability, and recruitment of patients.

The Royal Pharmaceutical Society (RPS) in collaboration with Health Education England's Centre for Advancing Practice and the Centre for Pharmacy Post Graduate Education (CPPE) will provide a pharmacy-specific professional development pathway for advanced pharmacist practice. Successful completion of the pathway, assured through the RPS Core Advanced Pharmacist Curriculum assessment, will result in pharmacists being recognised by RPS as an advanced pharmacist, along with the awarding of HEE's Centre for Advancing Practice's 'Advanced' digital badge, demonstrating the quality assurance of their advanced practice preparation to patients, families, carers, and other healthcare professionals. The first participants in a fully funded, supported e-portfolio pathway to recognise advanced pharmacist practice in England will get underway in March 2023 This new programme is an important step in creating a clear postgraduate career structure for pharmacists in England. The innovative approach provides funding from HEE's Centre for Advancing Practice in 2023-24 for 300 pharmacists in England who are near to, or already practicing at, an advanced level, to enable them to receive supervision and support in building their RPS Core Advanced e-Portfolio from CPPE's pharmacy education supervisors.

Global consumer healthcare company Haleon has launched a new centre of excellence for a global leader in consumer health which will bring together world leading academics in human behaviour and frontline healthcare professionals including community pharmacists. Unveiled at the International Pharmaceutical Federation (FIP) Congress in 'sunny' Seville, Spain on September 20, the Centre will operate as a community of healthcare professionals and specialists in behavioural science, health psychology and the social sciences to solve some of the most pressing everyday health challenges. Named the Centre for Human Sciences (CHS) the initiative will be the first major programme for healthcare professionals since the Haleon's launch on July 18 as an independent, global leader in consumer health. The Centre's mission is to support practising health professionals - pharmacists, pharmacy assistants and dental professionals - in serving their patients and communities. Combining science with deep human understanding, CHS will bring expertise in physiology together with human sciences to deliver real world-solutions and tangible interventions, resulting in measurable improvements in health outcomes through sustained behavioural change. The Centre is facilitated by Robert Horne, professor of Behavioural Medicine at UCL School of Pharmacy, who started his career as a practising pharmacist but later chose to become a behavioural scientist when he saw an opportunity to address issues around psycho-social factors that acted as a hindrance in pharmacy practice. The Pharmaceutical Services Negotiating Committee (PSNC) has called for improved workforce planning to be undertaken by the government and NHS. However, for this to happen, it added, "high quality workforce data for community pharmacy needs to be available." For this reason, the Department of Health and Social Care (DHSC), NHS England and PSNC have agreed that it will be a Terms of Service requirement for contractors to complete the annual Health Education England (HEE) community pharmacy workforce survey, which will then provide a full picture of the community pharmacy workforce, including identifying the number of vacancies and regions where these are particularly hard to fill. PSNC said: "It is acutely aware of the challenges that contractors and their teams are currently facing, so in recognition of the workload associated with completing the annual workforce survey, we have negotiated with DHSC and NHS England that the requirement to undertake an annual patient satisfaction survey will be removed from the Terms of Service from 1st October 2022." This means that contractual requirement will no longer apply to contractors in 2022/23 and going forward.

Tough times for community pharmacies in England are far from over as the industry continues to grapple with major gaps in the workforce. Even though the latest figures released by the Health Education England (HEE) Community Pharmacy Workforce Survey 2021 showed doubling of pharmacist vacancy rate in England to 8 per cent between 2017 and 2021, it flagged the contractors' difficulty level in filling up these positions. The survey report showcased changes in the size and make-up of the community pharmacy workforce since the last survey conducted in 2017. It revealed that 56 per cent of pharmacy contractors reported high difficulty level in recruiting pharmacists, up from 21 per cent in the earlier survey. Moreover, a greater proportion - 60 per cent of contractors found filling up the pharmacy technician role 'fairly' or 'very' difficult. Other roles in the sector considered difficult to fill included accuracy checkers and trained dispensing assistants, both at 58 per cent.

Health Education England (HEE) has invited community pharmacy contractors to a meeting to discuss training of pharmacists to become Independent Prescribers (IP). Earlier, HEE together with NHS England and NHS Improvement has supported a first phase of IP training for community pharmacists from January to March 2022, and is now working to secure a further rounded of funded training from Autumn 2022. The upcoming virtual meeting is aimed to help inform future independent prescribertraining offers by ensuring it is aligned with the needs of the pharmacy workforce.

Impact of Preventable Illnesses Preventable illnesses significantly impact lives and healthcare systems: In 2021/22, there were 125,612 avoidable deaths in England and Wales. Cardiovascular disease causes 168,000 deaths annually in the UK. Preventable conditions consume 40 per cent of the NHS budget. Long-term sickness cost the UK economy £21 billion in 2022/23.

The Health Committee's new report has reminded the government of a much-needed pharmacy workforce plan to support recruitment, training, and retention of staff. The report makes a number of recommendations to optimise workloads across primary care, reduce pressure on general practice and hospitals, and support the integrated care systems. It also recognises the potential of pharmacist independent prescribers to support patient care, backed by appropriate supervision, training, and opportunities for professional development. RPS England gave evidence to MPs on the Committee at a public hearing in May, highlighting key issues to support the pharmacy workforce. RPS director for England, Ravi Sharma, said: "Today's report underlines the urgent need for the Government to set out a comprehensive workforce plan for health and care. "It rightly recognises that boosting recruitment and retention, supporting staff wellbeing, fostering inclusion and diversity, and investing in education and training will be crucial to the future of the NHS.

The Health Education England (HEE) has allocated £440,000 to help upskill pharmacists working in adult critical care across England. UK Clinical Pharmacy Association (UKCPA) has confirmed with HEE that UKCPA critical care courses meet the criteria for this funding, for courses that complete before 31 March 2023. "The funding is expected to exceed demand and so it is likely that bids for these UKCPA courses will be approved by HEE, as they meet the learning outcomes in the new RPS/UKCPA/FICM specialist critical care curricula (in development)," said UKCPA.

Leading pharmacy bodies and associations are looking forward to working with 'reappointed' Secretary of State for Health and Social Care, Steve Barclay, on 'future roles' and 'funding' for the community pharmacy. The Royal Pharmaceutical Society (RPS) England Country Board Chair, Thorrun Govind, hopes that the ministers will now be able to focus on addressing the key challenges facing the health service and the country. "This means not just getting through the winter, but planning for and investing in the future." She added: "It will be crucial to use the skills of all our health professions to support the NHS recovery, reduce health inequalities, manage the growing cost of long-term conditions, and deliver best value from medicines.

A new NHS-funded training course on clinical examination skills has been announced by Health Education England (HEE) for 10,000 community pharmacists. The training will be provided by CliniSkills and be coordinated by HEE with the Pharmacy Integration Programme at NHS England. With pre-registration now open to all community pharmacists, the programme will be available from 17th April 2023 and will until March 2024. It will be delivered online, with optional face-to-face attendance for pharmacists who would find this beneficial. Pharmacists will be required to complete a module on history taking and identification of serious conditions and can then choose from four optional modules, which cover the following themes: dermatology; cardiology; paediatrics; and ear, nose and throat. The training is designed to be complementary to the independent prescribing training and can be completed prior to or after an independent prescribing training course. It is open to all community pharmacists including those that work part time and locums.

The Health and Social Care Committee (HSCC) has announced the appointment of six specialists to scrutinise the government's progress made on its commitments to pharmacy services in England on Wednesday (26 April). "They will work alongside the core members of the Expert Panel to produce a report evaluating Government progress across nine of the Government's own commitments across the four areas. A CQC-style rating from "inadequate" to "outstanding" will be awarded against each specific pledge with a final overall rating given," said DHSC. Professor Dame Jane Dacre, Chair of the Expert Panel, said: "The role of pharmacy in delivering care whether in hospital, the community or primary care has never been more important. "The Government has made a number of commitments aimed at improving pharmacy services and we'll be looking at the progress to achieve these targets. "In the process of our evaluation we'll be hearing from stakeholders from across the industry, including the pharmacy workforce and NHS and independent providers of pharmacy services. We'll be considering pledges covering frontline services as well as the education and training of the workforce." National Pharmacy Association (NPA) chief executive, Mark Lyonette, is one of six panel members with specialist expertise in pharmacy. They will work alongside five standing members who are all renowned healthcare policy experts and professionals. Professor Dame Jane Dacre will chair.

Following the publication of a new study by the British Medical Journal (BMJ) that estimates the economic impact and prevelance of hazardous NSAID prescribing in England, the Royal Pharmaceutical Society (RPS) has underscored the pressing need for enhanced safety measures in medication management. The study, led by RPS Fellow Rachel Elliott, reveals significant health and financial costs associated with the high-risk prescribing of oral non-steroidal anti-inflammatory drugs (NSAIDs) among vulnerable populations. James Davies, Director for England at the RPS, emphasised the critical findings of the research. "Improving the safety of NSAID prescribing requires a multi-pronged approach, that educates and supports prescribers on the risk, as well as uses the skills of pharmacists in the primary care team to help identify higher risk patients and prescribing scenarios," Davies remarked. The study highlights that NSAIDs, while effective in managing pain and inflammation, are associated with serious adverse events, including gastrointestinal bleeding, renal dysfunction, and cardiovascular issues.

NHS England has funded the Centre for Pharmacy Postgraduate Education (CPPE) to offer 80 free places in their Accuracy Checking Pharmacy Technician (ACPT) programme. Starting August 2024, up to 10 NHSE-funded places will be available each month on a first-come, first-served basis for pharmacy technicians working in community pharmacy, NHS hospitals, and in health and justice. The funding will continue until all 80 places are allocated or until March 2025. CPPE has revealed that 50 per cent of the funding has been allocated for community pharmacy and 50 per cent for other sectors. The ACPT programme is a 3-12 month course aimed at helping pharmacy technicians achieve various competencies, ensuring they can provide safe and effective patient care.

Dementia and Alzheimer's disease remained the leading cause of death in England and Wales in 2023, maintaining the pre-pandemic trend, according to the latest data from the Office for National Statistics (ONS). The figures reveal that there were 66,876 deaths with an underlying cause of dementia and Alzheimer's disease, accounting for 11.6% of all deaths registered that year. A new Attention-Deficit-Hyperactive disorder (ADHD) taskforce has been launched by National Health Services England (NHSE) to counter the challenges faced by many suffering from the neurodevelopmental condition. The ADHD taskforce aligns with the NHS Long Term Plan's vision to revolutionise mental health services, with a specific emphasis on bolstering community-based care and reducing reliance on inpatient services. The NHS has partnered with the government to tackle the escalating demands including increasing funding, improving system efficiency, altering the service provision model, and clinical prioritisation by bringing together expertise from across a broad range of sectors, including the NHS, education and justice, to help provide a joined-up approach in response to concerns around rising demand. Over the past two decades, there has been a significant expansion in the acknowledgement and successful medical interventions for ADHD, leading to a steady rise in clinical requests throughout the UK.

In celebration of World Pharmacy Technician Day today, we have gathered some significant achievements from this year that highlight the growing recognition of pharmacy technicians as integral members of the pharmacy team. During the Association of Pharmacy Technicians UK (APTUK) Conference in September, NHS England's Chief Pharmaceutical Officer, David Webb, announced 530 apprenticeships for community pharmacy pre-registration pharmacy technicians (PTPs) for the 2024/25 period. "This announcement shows a real investment in pharmacy technicians. It will impact all areas of practice, not just within community pharmacies," said Nicola Stockmann, APTUK President, in an exclusive interview with Pharmacy Business. In August, the Centre for Pharmacy Postgraduate Education (CPPE) was allocated funding to offer 80 NHS England-funded places in its Accuracy Checking Pharmacy Technician (ACPT) programme.
