The government has earmarked £200 million to enhance NHS resilience and expedite patient care during the upcoming winter season. This extra amount will bolster the health service during its busiest period, while protecting elective care so we can keep cutting waiting lists, Prime Minister Rishi Sunak has said. On August 13, the Prime Minister and Health and Social Care Secretary met with clinical leaders and NHS Chiefs to strategise and refine planning for urgent and emergency care, while prioritising the preservation of waiting list targets for the upcoming winter season. "Patients can be reassured that I will always back the NHS, so that those who most need help and support will get the care they need," Sunak said. "Winter is the most challenging time for the health service, which is why we've been planning for it all year - with huge government investment to fund new ambulances, beds and virtual wards." "This £200 million investment, assured by the Department of Health and Social Care as new and additional funding, should aid NHS leaders in their preparations and mitigation for what will be a seriously difficult winter period," said Matthew Taylor, Chief Executive of NHS Confederation. "The priority now is swift allocation of funding to local systems for optimal utilisation."

The National Health Service said that over 425,000 patients have utilised its new national online service to complete GP registration within its inaugural year. The GP surgery registration service, managed by NHS England, has granted NHS patients efficient and user-friendly access to GP registration since its inception in August 2022. According to the NHS, more than 1,400 GP surgeries, a fifth of the national count, have joined the NHS online registration service as part of a new plan to improve access to primary care. "This aligns with a new strategy to enhance primary care access, with a target of enrolling 2,000 practices in the Register with a GP surgery service by December 2023." Many GP surgeries still use paper forms, requiring patients to visit surgeries to collect paperwork. However, the new online service has been shown to save GP surgery staff up to 15 minutes per registration by helping to reduce paperwork and admin time, the NHS said. The NHS said that this service enables patients to register with a local GP online at any time, eliminating the need for in-person visits and simplifying the process for both patients and GP surgeries.

Pharmacies and other spaces should be able to facilitate the provision of health care to bring services closer to patients and reduce demands on general practice, suggested a report by Tony Blair Institute. In a paper 'Modern and Sustainable NHS Providing Accessible and Personalised Care for All', it has propose six areas for reform where radical-but-practical policy action will begin to transform the future of the NHS and deliver better patient care. It has proposed to create new access routes for services and providers. It added: "The range and availability of health-care services must increase to reflect citizens' demands and their increasingly complex needs. "Pharmacies, gyms, supermarkets, workplaces and other spaces should all be able to provide or facilitate the provision of health care, bringing services closer to patients and reducing demands on general practice. It suggested: "We must move towards greater community-based care and the creation of a neighbourhood health service, with more routes for direct patient access, to ensure services are available when and where people need them. These should all be accessible through a single, simple digital front door to the NHS."

Seven NHS trusts in England are set to begin trials of new wireless technologies to help improve patient care and strengthen connectivity in A&Es and ambulance bays. They have been awarded around £1 million as part of NHS England's Wireless Trials programme, which aims to leverage advanced wireless technologies to enhance patient care and experiences while freeing up more staff time. Manchester University NHS Foundation Trust will introduce an innovative approach of combining satellite and cloud-based wireless solutions to enhance connectivity across its 10 hospital sites and wider community services. At Mid Cheshire and Princess Alexandra Hospital NHS trusts, wireless trackers will be installed on medical equipment and hospital beds. This will allow real-time monitoring and location tracking, enabling easy accessibility for staff to locate necessary items promptly.

National Health Services (NHS) patients across England are set to experience a significant enhancement in accessing key healthcare services such as community nursing through the expansion of self-referral options that no longer require a GP appointment. The recent announcement is part of the NHS primary care access recovery plan and is set to offer hundreds of thousands more individuals each month the opportunity to refer themselves for essential services such as "incontinence support", "podiatry", or "hearing tests" without GP referrals. This move aims to alleviate the burden on general practitioners through self-referrals for more than 180,000 patients, allowing them to focus their time and resources on patients in need of immediate care and recover the long waiting times. As per the NHS data, approximately 200,000 people per month self-refer themselves which under the new plan will extend to additional critical services tailored to local population needs to "continue modernising GP, expand pharmacy services, and offer patients more choice in how they access care".

The Royal Pharmaceutical Society (RPS) and National Pharmacy Association (NPA) have both urged the new health secretary Steve Barclay to back the 'pharmacy first' approach in England as mentioned by his predecessor on numerous occasions. I would urge the new Health Secretary to see this through to completion," said chair of RPS in England Thorrun Govind. Local pharmacists in England can now evaluate and provide treatment for patients with uncomplicated urinary tract infections (UTIs) in women under the age of 65, without the need for a GP appointment. The 'ByeByeUTI' scheme has been expanded across the country, following a successful pilot across North East and North Cumbria. More than 30,000 women have been treated for uncomplicated urinary tract infections at local pharmacies since the pilot scheme was launched in July 2022 as part of the NHS and government's primary care access recovery plan, according to NHS England. The expansion of pharmacy services not only enhances patients' access to care but also frees up tens of thousands of GP appointments at the same time. Dr Faisel Baig, Medical Director for Primary Care, NHS England North East and Yorkshire, said that the rollout of this service across the whole region will enable many more women to receive "faster and easier" access to advice and treatment.

David Webb, the Chief Pharmaceutical Officer for England, acknowledged that the "pressure in the system is high", but urged everyone to "keep our eye on the design" of the NHS plan, adding that the "the objective is to bring the different parts of primary care together" in the patient interest. Speaking during the opening keynote session at the the National Pharmacy Association (NPA) conference held on Thursday (13 October), he added that the NHS plan intends to bring different parts of primary care together to help patients. He said the new integrated care boards (ICBs) are a key strategic framework as they provide the "potential to form partnerships to deliver integrated services across larger populations". "ICBs will want to work with Local Pharmaceutical Committees to plan for the local population and the new community pharmacy clinical leads in ICBs, who have been funded by NHS England, are there to advise." He explained that once an ICB takes over the commissioning of pharmaceutical services (which they are all due to do by April 2023), it could use its funds to commission a local enhanced service as an add on to an advanced service. For instance, a CVD risk assessment could be added to the blood pressure check service.

Shadow Health Secretary Wes Streeting outlined his plans for NHS reform on Friday (21 April), where he also mentioned a desire to see pharmacies take on more workload and pharmacists' clinical skills to be better utilised. In his speech, he also expressed concern at warnings from the pharmacy sector and pharmacy closures. The Company Chemists' Association (CCA) appreciated Shadow Health Secretary's desire to enhance pharmacies' role in primary care reform but also stated that the sector is in urgently needs a funding injection. Dr. Nick Thayer, Head of Policy at the Company Chemists' Association (CCA) comment: "We are pleased to see the Shadow Health Secretary recognise the enhanced role that pharmacies should play in primary care reform. Mr Streeting wants to see care brought closer to people's homes and more front doors into the NHS. With 89.2% of the population located within a 20-minute walk of a pharmacy, pharmacies do just that. They are essential to realising his vision of a 'neighbourhood health service'. Pharmacies could free up over 42m GP appointments annually, including 10m vaccination appointments. Urgent same-day appointments for minor conditions in pharmacies will immediately benefit patients by increasing GP access. The first step is for the Government to immediately commission a fully-funded Pharmacy First service in England.

The Royal Pharmaceutical Society (RPS) has published its general election manifesto highlighting some of the key challenges the next Government will face to support patients and the NHS. The manifesto calls on general election candidates to show their support to securing patient access to medicines, a better-connected NHS, enhancing accessible prescribing in local communities, and maximising health improvement through locally accessible pharmacy teams. Candidates are urged to called on the next Government, if elected, to support the pharmacy workforce to deliver patient care, unlock the potential of new advances in medicines, and continue to support funding for the UK science and research community. The manifesto highlights the need for investment in IT infrastructure to support a better-connected NHS to enable all health professionals to access and update a patient's record.

The NHS is facing a range of long term challenges which needs to be countered with prevention, enhance personalised care and sustainable performance, health and social care secretary Sajid Javid said on Tuesday (March 8). In his speech on healthcare reform at the Royal College of Physicians in London, he said: "We face some long-term challenges: how to keep the NHS focused on delivery while futureproofing it for changing demographics and disease; how to meet rising patient expectations and address the injustices of widespread disparities; and how to deal with an unsustainable financial trajectory while backing the brilliant people who work in health and care." Javid emphasised on three key points for healthcare reform - prevention, personalisation and performance. He said, prevention is not just about building a 'national hospital service' but a true 'National Health Service'.

Community Pharmacy England (CPE), the Company Chemists' Association (CCA), the Royal Pharmaceutical Society (RPS) and the National Pharmacy Association (NPA) on Tuesday (5 March) released a joint manifesto for community pharmacy in anticipation of the upcoming general election expected later this year. The manifesto has been designed for widespread use within the community pharmacy sector to facilitate engagement with political parties and parliamentary candidates. In their #VotePharmacy manifesto, the pharmacy bodies have highlighted a robust six-point plan to unleash the potential of pharmacy. Election candidates are urged to express their support in six key areas, which include: Filling the funding gap and committing to long-term sustainable funding to empower pharmacies to deliver more NHS care. Enhancing the community pharmacy workforce to ensure they can meet the evolving needs of patients.

Acknowledging the ongoing challenges in delivering the required IT systems for the scheduled launch of the Pharmacy First service on January 31, NHS England reported progress in fulfilling 'many' commitments outlined in its plan to enhance primary care access during a board meeting on Thursday. However, it noted that the digital infrastructure supporting Pharmacy First, included in the £645 million fresh funding for community pharmacy, will require additional time for implementation. "Delivery remains challenging due to changes needed in digital infrastructure, and we are working with suppliers to support January implementation," NHSE said. "A public campaign is planned for 2024." The Pharmacy First service allows pharmacists to supply prescription-only medicines for seven common health conditions (sinusitis, sore throat, earache, infected insect bite, impetigo, shingles, and uncomplicated urinary tract infections in women), eliminating the need for a GP visit. Meanwhile, NHSE is leveraging the widespread accessibility of pharmacies by expanding blood pressure monitoring and introducing direct prescribing of clinically safe oral contraceptives-an initiative that has been well-received.

After a month of intense talks, the British government and unions representing consultant doctors in England have reached an agreement, potentially ending six months of disruptive strike action. The Department of Health and Social Care (DHSC) has put forward an offer to reform the pay structure for senior doctors from January 2024, reducing the number of pay points and the time it takes to reach the top. The Pharmaceutical Services Negotiating Committee (PSNC) has launched a four point plan at its parliamentary drop-in event for MPs and peers hosted on Tuesday (15 November). The event lasted for two hours, during which MPs had the opportunity to drop-in and have their blood pressure measured by pharmacists with experience of working on the front-line and were briefed on the urgent need for action to address the pressures on the sector. Outline of the four-point plan: Resolve the funding squeeze: Community pharmacy needs an immediate funding uplift to prevent large-scale pharmacy closures, as well as emergency business relief to get through this winter. Tackle regulatory and other burdens: Pharmacies must be protected from medicines market shocks, supported to help them weather the workforce crisis, helped to free up capacity and freed from red tape that does not enhance patient care. Help pharmacies to expand their role in primary care: Pharmacies could do more to support the delivery of primary care for example through offering clinical services for long-term conditions - like hypertension, diabetes and respiratory disease, supporting people to adopt healthier lifestyles and prevent the development of long-term conditions, medicines optimisation, and a much wider variety of NHS vaccinations.

After struggling with COVID, Hemant Petal is back to good health, and now he is on a mission to reduce "health inequalities". Speaking at the SIGMA Conference 2023, he spoke about his new role as Clinical Lead, Health Inequalities and Population Health Management, SE Essex Alliance, Essex ICB. "So, my new role is outside pharmacy, nothing to do with pharmacy. But it is important, I feel that I share some of my insights about the work that I'm doing that might benefit you," he said. Elaborating on the role of integrated care boards (ICBs), he said that they are designed to enhance coordination and collaboration across different healthcare providers and settings. The representatives from hospitals, community services, retail and social care meet on a monthly basis to "look at where there are issues to be resolved, perhaps what can be done to improve the healthcare services."

The Welsh chapter of the Royal Pharmaceutical Society, along with ten other royal colleges and professional bodies, have renewed calls for the urgent transformation of mental health services to address increasing demands on the NHS in Wales. Representatives of the Royal College Mental Health Expert Advisory Group joined members of the Senedd in Cardiff to outline the work of the group over the past year and to explain why a well-trained, fully supported and equipped multi-disciplinary workforce is critical for the development of care for people with mental health conditions. To make sustainable change happen, the group is calling for a greater focus by the Welsh government and NHS Wales on the following: The critical changes needed to improve the delivery and structure of mental health services across Wales in community, hospital and specialist secure settings. Parity of access to mental health services for the most vulnerable patients, ensuring they have equal access opportunities that vulnerable patients would receive for physical health conditions.
