Those of us who work in community pharmacy know there is a workforce crisis created in large measure by PCNs actively recruiting pharmacists and pharmacy technicians from our sector. It is welcome, if long overdue, that this has now been officially acknowledged in a report commissioned by the English Health Secretary. The Royal Pharmaceutical Society (RPS) brought together a wide range of pharmacists, pharmacy technicians and pharmacy organisations from across Scotland at the Scottish Parliament on Monday (3 October) to support people living with disabilities. The meeting was chaired by Jeremy Balfour MSP, Convener of the Scottish Parliament's Cross-Party Group on Disability, and the meeting was also attended by the Chief Pharmaceutical Officer Alison Strath. Attendees of the meeting committed to bold actions to support people living with seen and unseen disabilities to work in pharmacy. Last year, a survey of RPS members identified that living with a disability was considered to be the biggest barrier to working in pharmacy. This year, RPS is running a disability in pharmacy awareness campaign, to highlight some of the barriers and challenges raised by RPS members and to work with stakeholders across pharmacy to overcome these. Yesterday's conversation at the Scottish Parliament was a significant step in achieving this.

Former pharmacy minister Steve Brine was on Wednesday (November 2) elected chair of the influential Health and Social Care Committee, the cross-party parliamentary group that scrutinises the work of the Department of Health and Social Care and its associated public bodies. The Conservative MP for Winchester won 253 out of 432 votes beating off four other contenders for the role - Stephen Hammond, Dr Caroline Johnson, Anne Marie Morris and James Morris - in a four-stage election in which MPs voted by ranking candidates in order of preference. Dr Johnson, who was Mr Brine's main challenger, bagged 148 votes in the final round. An election for a new chair of the Health and Social Care Committee was triggered following the resignation of Jeremy Hunt MP who was appointment as chancellor of the exchequer on October 14. Issuing a statement after his election, Mr Brine said: "I welcome the opportunity as chair to continue the calm, measured work of Jeremy Hunt and to examine new solutions to support the NHS to enable it to continue providing the services that we all depend upon."

Community Pharmacy England (CPE) is aiming to reach an agreement with the Department of Health and Social Care (DHSC) and NHS England (NHSE) on negotiation with regards to expanded services and payment model in the pharmacy sector. Chief Executive Janet Morrison, said: "We are working at pace in negotiations with DHSC and NHSE. The process remains on track with the Government's original timescale - i.e. aiming for agreement in July, with cross-government clearance later in July, and implementation from July through to September." CPE is involved in working groups on service expansion of Hypertension Case-Finding and the Pharmacy Contraception Scheme and service design for the Common Conditions Service; and are in in-depth negotiations on Payment models. These discussions critically look at the balance between funding core capacity and activity payments, how the funding streams will be distributed and how CPE will measure delivery and impact. NHSE has been leading on the development of the PGD pathways for each of the 7 conditions, with external medical, pharmacy and other experts feeding into the process - pharmacy owners from the Community Pharmacy England Committee have also been involved but the discussions are clinically led to ensure they comply with NICE principles and concur with Antimicrobial Stewardship policy.

Two dozen parliamentarians from across the political spectrum have called on the prime minister to act as a wave of pharmacy closures in recent years has threatened to spiral out of control. A letter to the prime minister signed by 24 MPs and peers has warned that worse could be yet to come after "spiralling business costs" and "year after year of real terms funding cuts" have led to hundreds of pharmacy closures. New data from the PSNC shows that over 639 local pharmacies have been lost in England since 2016. "This is the equivalent to just short of one pharmacy closure per constituency", the cross-party group warned. The letter comes as MPs came together at a parliamentary summit to call for pharmacies to be embraced as a "game-changer" for tackling healthcare backlogs and taking pressure off other areas of the NHS. A 'Future of Pharmacy' event was attended by 53 parliamentarians on July 5 in the Palace of Westminster. At the event parliamentarians heard directly from frontline pharmacists and representatives of pharmacy bodies where a map of constituency-specific pharmacy numbers was also unveiled, with details of the number of pharmacy closures in MPs' local area.

The General Pharmaceutical Council (GPhC) has committed to playing its part in addressing climate change by undertaking work to establish a carbon footprint baseline to improve its environmental performance. In a statement on Monday (July 18) the pharmacy regulator laid out what it called its vision "to have safe and effective pharmacy care at the heart of healthier communities". Stating that climate change creates health risks and exacerbates health inequalities, GPHC said: "We believe we all have a role to play in contributing to addressing climate change." It announced that it has just joined "a newly formed cross-regulatory group" formed to address issues such as "environmental sustainability". "At the GPhC we have brought together colleagues from across the organisation to consider the environmental impact we have as an employer and as a regulator," it declared.

A new report published today (June 29) by the think tank Policy Exchange highlights key role for community pharmacy in management of primary-secondary care interface. The report called Medical Evolution has received cross-party support. It says an equivalent of 15 million GP appointments per year are spent dealing with issues managing care between GP practices and hospitals. Research from the think tank also finds 150,000 people could be on 'hidden' waiting lists (where a patient has been referred by a GP for further treatment, but not included on official hospital waiting lists). On the eve of the NHS Long Term Workforce Plan, the report calls for the development of 'interface specialists' - which could be undertaken by doctors, nurses or community pharmacists to enable them to work more routinely across settings and to strategically plan interface working.

The Health Education England (HEE) has secured funding to further support growth of the pharmacy technician workforce in 2022/23. This support is through expansion of pre-registration trainee pharmacy technician (PTPT) training capacity in community pharmacy or as part of a cross-sector integrated apprenticeship programme. HEE will be holding two 90-minute webinars on Monday 27 2022. There will be a morning webinar (10-11.30am) and an evening webinar (7-8.30pm) for attendees to choose from. Topics like- available funding; eligibility for funding; PTPT training programme requirements for employers; how to apply for this funding; and the support available from HEE for successful funding of applicants to develop their PTPT training programmes, will be covered during the webinars. The Pharmacists' Defence Association (PDA) on Wednesday confirmed that several MPs have come forward to support their campaign for fair funding for pharmacy students, as well as announced their plan to take the campaign to Wales. The campaign that began last year is focussed on the issue of pharmacy students being left out of the scope of the NHS Learning Support Fund (LSF), which provides supplementary funding for healthcare students in England. MPharm students and PDA Student Reps have been sending letters to their MPs requesting them to escalate the issue to the health minister, and they have been able to gather considerable support. "There appears to be some cross-party support for the campaign, with welcome responses coming from Labour, Liberal Democrat and Conservative MPs," the PDA said.

The UK Health Security Agency (UKHSA) and The Pirbright Institute have launched a new collaboration to develop vaccines against henipavirus, a genus of viruses that includes Nipah virus. Funded by the Medical Research Council, this research aims to develop a vaccine that provides cross protection against the whole genus, addressing the threat of outbreaks from new or emerging henipaviruses and strengthening epidemic preparedness. Scientists at UKHSA will evaluate the protective efficacy of vaccines developed by The Pirbright Institute by using use a model of Nipah virus disease, which mimics the infection in humans. Professor Isabel Oliver, chief scientific officer at UKHSA, stated that the study would improve understanding of henipaviruses and enhance efforts to protect health from this "current and future global health threat." "The work will also make a vital contribution to the 100 Days Mission - an important initiative to make sure the world is better prepared for the next pandemic by accelerating the development of diagnostics, therapeutics and vaccines," he added.

The National Pharmacy Association (NPA) is distributing new campaign materials to pharmacies across England this week to empower them to advocate for fair funding in the forthcoming general election. These include campaign posters, stickers, postcards for patients to send to MPs and petition materials. By supplying these resources, the NPA aims to boost its cross-sector #SaveOurPharmacies campaign and help pharmacies raise local and national awareness of the funding crisis that is forcing pharmacies to close at the rate of 10 a week. NPA chief executive Paul Rees said: "Pharmacies are under crushing financial pressure. We want to help them join our efforts to raise the profile of the funding crisis and make the public and politicians fully aware of the threat to our much-loved pharmacy network.

As whooping cough cases rise sharply across the UK, the NHS has reactivated the serious shortage protocols (SSPs) for clarithromycin - a commonly prescribed antibiotic to treat this bacterial infection. Pharmacy bodies had recently warned that community pharmacies were struggling to obtain source clarithromycin for patients. Two SSPs, covering clarithromycin 125mg/5mL and 250mg/5mL oral suspensions, were reactivated on 22 May 2024, and extended until 21 June 2024. These protocols state that for every 5mL of clarithromycin 125mg/5mL oral suspension, pharmacy contractors must supply 2.5mL of clarithromycin 250mg/5mL oral suspension; and for every 5mL of clarithromycin 250mg/5mL oral suspension, one clarithromycin 250mg tablet must be supplied. The SSPs apply to cross-border prescriptions, both NHS and private.

The current funding and contractual framework for community pharmacy is not fit for purpose, the Health and Social Care Committee report has concluded, recommending a complete overhaul to reduce its complexity. Published today, the report highlighted the necessity for a new framework to ensure adequate funding and to prevent damaging cross-subsidy between clinical services and prescription dispensing, as is presently observed. The report revealed that community pharmacy funding has fallen by over 30 per cent in real terms since 2015, resulting in an annual shortfall of at least £67,000 per pharmacy for individual owners. More than 1,100 community pharmacies have closed since 2015, of which were serving the most deprived areas, it said. MPs on the committee have urged the government to address medicine shortages, warning that they could undermine flagship initiatives such as 'Pharmacy First' by eroding public confidence in pharmacists. "People living with type 2 diabetes, ADHD, epilepsy and cystic fibrosis, and those experiencing the menopause, have faced challenges accessing the vital medication they need. Many others are facing similar experiences.
