Pharmacy Minister, Will Quince received flu vaccination and blood pressure check at his visit to a Boots pharmacy in Westminster arranged by the Company Chemists' Association (CCA). The Boots pharmacist, Flavia, explained to the Minister the broad range of services the pharmacy delivers, from the new medicines service to emergency contraception and the community pharmacy consultation service. The Minister witnessed first-hand much of what the community pharmacy sector has to offer patients and the NHS. The regulators have added 10 new products to the 'Drugs for which Discount is Not Deducted' (DND) list from Thursday (01 June). Community Pharmacy England on behalf of its members had made further applications to the Department of Health and Social Care (DHSC) and the NHS Business Services Authority (NHSBSA), resulting in the inclusion of 10 new products in the DND. More than 610 products are granted DND status following checks made by Community Pharmacy England's dispensing & supply team over the past 3 years to ensure fair reimbursement for our members. The DND list is updated monthly by the DHSC and includes grouped and individual items. Individual items are separately listed in Part II of the Drug Tariff. Any items covered by the 'Group Items' heading are not listed again individually in Part II. "We will continue our work to assess whether other drugs and appliances fulfil the current DND entry requirements under either the 'Group' and 'Individual item' criteria and make applications to NHSBSA and DHSC, on behalf of our members accordingly," said Community Pharmacy England.

The government has extended VAT exemption from Monday (1 May) on healthcare services carried out by pharmacy staff under the supervision of pharmacists. HM Revenue and Customs has issued a note detailing the change to the VAT treatment of medical services. The Government said this will bring the VAT treatment of pharmacists in line with other registered health professionals providing medical services to the public. The Pharmaceutical Services Negotiating Committee (PSNC) said: "This is something that PSNC has been seeking Government agreement on for a long time, including in recent CPCF negotiations." PSNC believes that the extension of this VAT exemption will help as community pharmacy businesses try to make better use of the skill mix in their teams both now and in the future. "Not only does it enable contractors to review the VAT status of any locally commissioned services currently provided by non-registered pharmacy staff but also, in time, it could be used to amend nationally commissioned services to allow support staff to provide certain parts. For example, following a recent amendment to the service Directions, pharmacy technicians are now able to perform blood pressure checks as part of the Hypertension Case-Finding Service and deliver the Smoking Cessation Service.

The Community Pharmacist Consultation Service (CPCS) will be expanded to enable urgent and emergency care settings to refer patients to a community pharmacist for a consultation for minor illness or urgent medicine supply from Monday (15 May), the DHSC and NHSE said. The service builds on the progress made in GP referrals via the CPCS and hospital referrals under the Discharge Medicine Service. It was originally planned to launch in March, and fee for this service will be the existing CPCS fee of £14, as per the agreement for both year 4 and year 5 of the Community Pharmacy Contractual Framework (CPCF) 2019 to 2024 5-year deal. In an update on the CPCF, published today (12 May), the Department of Health and Social Care (DHSC) and NHS England (NHSE) has also committed to the 4 October 2023 launch date for the Tier 2 of the Pharmacy Contraception Service, subject to a positive evaluation of the pilot. The Tier 1 of the service was launched on 24 April, delayed by over three months. This new service enables community pharmacists to provide ongoing management, via a patient group direction (PGD), of routine oral contraception that was initiated in general practice or by a sexual health clinic. The fees for this service are as follows: a fee for each consultation of £18; and a set-up fee of £900, paid in instalments. The Tier 2 will "enable community pharmacists to also initiate oral contraception, via a PGD, and provide ongoing clinical checks and annual reviews," Alette Addison, deputy director for pharmacy, dental and optical at the DHSC and Ali Sparke, director for dentistry, community pharmacy and optometry at the NHSE, said in a letter.

Nine more new products have been classed as 'Drugs for which Discount is Not Deducted' (DND) from 1 July 2022, announced Department of Health and Social Care (DHSC). From July 2022, Manage Your Services (MYS) portal will be the only route available for pharmacy contactors to submit all new prescription returns/referred back items and disallowed items, reminded the Pharmaceutical Services Negotiating Committee (PSNC). Contractors will be able to view and submit the required information for all these items only through the MYS portal. The NHS Business Services Authority (NHSBSA) will send out a notification email from July (for the dispensing month of June) to the pharmacy NHSmail account if any new referred back or disallowed items have been generated for the contractor to complete on their MYS account. "Contractors can view any referred back items for completion by checking the 'Unpaid items' tab on MYS landing page," PSNC. "It is important to note that prescription returns/referred back items via MYS are only held in the system for a period of 18 months from the date they are first sent to the pharmacy for action; if contractors have not completed and returned any outstanding referred backs before this deadline has passed, the referred back items will be deleted from system."

The Pharmaceutical Services Negotiating Committee (PSNC) has advised the pharmacy contractors to check that their PMR systems supports correct and complete SSP endorsements. Several tips has been shared by the PSNC with pharmacy contractors after NHSBSA received several electronic EPS SSP claims which did not meet the requirements for a valid SSP between 1 April 2022 and 31 May 2022. PSNC has been working with NHS Business Services Authority (NHSBSA) to understand whether claims for HRT SSPs are being submitted correctly and in accordance with the specific supporting guidance for each SSP. "For any invalid SSP claims, contractors will continue to receive the usual dispensing fee but will not receive any SSP fee (£5.35). Reimbursement for invalid SSP claims will also be in accordance with the prescribed product rather than the alternative product or quantity supplied in accordance with an SSP," said PSNC.

Thanks to the NHS primary care access recovery plan, more than 23 million people can now view test results and check their consultation notes online without needing to contact their GP practice. NHS England on Monday (4 December) announced that over 81 GP practices in England (more than four in five) are now giving patients access to their new health records online through the NHS App. In May, the NHS announced the primary care access recovery plan setting a target of 9 in 10 GP practices offering patients access to their records through the NHS App by March 2024. The UK's National Health Service (NHS) has partnered with P-Wave, a urinal products brand, to put cancer warnings for men on urinal mats in public places across England, as part of its new earlier diagnosis drive. Urinal mats in pubs, restaurants, shops, hotels and sports stadiums will begin to carry the message "Blood in your pee? Contact your GP practice", and men's toilets in workplaces will also be targeted, the NHS said. Health chiefs believe that this unique initiative will help men to spot the signs of cancer such as blood in pee, and catch the disease early. "Having blood in your pee - even just once - shouldn't be ignored because it can be a sign of cancer, so it needs to be checked out by your GP team," said Professor Peter Johnson, NHS England National Clinical Director for Cancer.

The National Pharmacy Association (NPA), released survey data today (30 October) which suggests Britons have a higher regard for community pharmacies than retail settings. It also highlighted the level of awareness of pharmacies' healthcare duties, which range from NHS medicines consultations to monitoring blood pressure. The survey conducted by Research Without Barriers involved 1680 adults in England from 20-23 October 2023. The data showed that over 90 per cent of adults in England are aware that pharmacies offer each of these services. The survey also suggested that 56 per cent of respondents find it appropriate to ask their local pharmacies for help to quit smoking, and 63 per cent would ask for a blood pressure check.

The Medicines and Healthcare products Regulatory Agency (MHRA) has introduced a new tool to check the eligibility for marketing authorisation applicants. Applicants are now required to use the online 'Eligibility Checker' tool to determine whether their Marketing Authorisation Application (MAA) is suitable for the Agency's International Recognition procedure (IRP), which will become operational on 1 January 2024. The tool will also help applicants identify which route (A or B) to follow, before submitting their IRP application. Britain's GlaxoSmithKline will receive $1.25 billion (about £921 million) from Gilead Sciences as part of a settlement between its HIV medicines unit and the US-based drugmaker, ending a long-drawn patent dispute. The settlement, announced by GSK on Tuesday (February 1), relates to Gilead's antiretroviral drug Biktarvy, a medicine used to check the AIDS-causing virus, which GSK said in 2018 infringed on its unit ViiV Healthcare's dolutegravir and other similar compounds. HIV medicines developed by ViiV, in which Pfizer and Japan's Shionogi also hold small stakes, are a major part of GSK's plan to support its lagging pharmaceuticals business as it readies to spin off its consumer healthcare arm. The payment is expected to be made in the first quarter this year, London-listed GSK said. Gilead will also pay a 3 per cent royalty until 2027 on sales of Biktarvy and on future US sales of any product containing its main component.

The Pharmaceutical Services Negotiating Committee (PSNC) is encouraging community pharmacy contractors and their teams to take part in the negotiator's latest Pharmacy Advice Audit. The audit has been extended but results must be submitted by 23.59 on Friday (March 11). Under the audit, pharmacy teams need to record information about the informal healthcare advice that they give in a single day, which would provide a critical check on how people continue to rely on community pharmacies. The results of the audit will provide key evidence for use in funding discussions with the government and the NHS. Last year's Advice Audit highlighted the scale of the informal consultations that took place in pharmacies during the pandemic, and helped the PSNC to persuade MPs to support the case for Covid-19 costs.
