Pharmacy contractors to receive advance payments next week - 0 views

    More than 10,000 pharmacy contractors those have declared their March FP34C submission figures through the Manage Your Service (MYS) portal by 5 April will receive earlier advance payments on Monday 11 April, the NHS Business Services Authority (NHSBSA) announced. Around 10,700 pharmacy contractors have made their submissions through MYS portal. They will receive their advance payments some 20 days earlier than the normal payment timetable. However, due to late submission (after April 5), over 500 contractors will not receive any earlier advance payments in April. These contractors will receive their advance payments on 1 May, in accordance with the normal payment timetable. From this month, MYS is the only route available to contractors for all monthly FP34C submissions. The Pharmaceutical Services Negotiating Committee (PSNC) reminded contractors that from this month (for prescriptions dispensed in March), the NHSBSA may apply an administrative deduction of £25 if a prescription bundle is submitted late.

    Nearly 9,000 pharmacy contractors benefitted from earlier advance payment in January, Pharmaceutical Services Negotiating Committee (PSNC) said in an update. Contractors who declared their December FP34C submission figures (for the dispensed prescriptions) through the Manage Your Service (MYS) portal by January 6, would have received earlier advance payments on January 12. Meanwhile, all contractors who made submissions after January 6 or used the FP34C paper document, will receive payments as per the normal payment schedule i.e. on February 1, 2022. PSNC encouraged contractors to submit their monthly declaration through the MYS portal by the 5th of the month to avail early payments.

    More than 9,300 pharmacy contractors would benefit from earlier advance payment in February, Pharmaceutical Services Negotiating Committee (PSNC) said in an update. Contractors who declared their January 2022 FP34C submission figures through the Manage Your Service (MYS) portal by February 5 will receive earlier advance payments by today (February 10). The statistics indicates nearly 2,000 contractors will not receive any earlier advance payment this month, either because their January declarations were submitted late or they used the paper FP34C submission document to make their declaration, PSNC said. These contractors will receive their advance payments in accordance with the normal payment timetable i.e. on March 1. The negotiator reminded contractors that from April 2022 MYS will be the only process to make monthly submissions.

    The Pharmaceutical Services Negotiating Committee (PSNC) has confirmed that the community pharmacy contractors are 'not required' to undertake a contractor-chosen or an NHS England determined clinical audit in 2023/24. "A clinical audit on anticoagulants is included in the Pharmacy Quality Scheme (PQS) 2023/24. If contractors choose to not participate in PQS, and therefore do not complete the anticoagulant clinical audit, there is still no requirement to complete two clinical audits in 2023/24," said PSNC. "The Department of Health and Social Care and NHS England have also committed to consider, during 2023/24, the removal of the requirement for a contractor-chosen clinical audit permanently."

    The Pharmaceutical Services Negotiating Committee (PSNC)'s members are seeking immediate rescue packages for the sector to help with energy bills and to ease capacity constraints. In a meeting held on 14th and 15th September, the committee members expressed their anger and frustration on the reluctance of NHS England and government to fund pharmacy sustainably. The meeting was held to consider practical steps to ease the pressures on the community pharmacy sector, and to oversee the progress of negotiations on the Community Pharmacy Contractual Framework (CPCF) and other work. Committee members, as pharmacy contractors, shared their experiences of the current pressures on all contractors, including the inability to deliver some services and to maintain core service levels; the capacity and workforce crises facing the sector; the critical need for funding support this winter; and the urgent need for Government to adapt the Price Concessions system to meet the needs of contractors. "The Price Concessions system is no longer working for contractors in the current volatile medicine supply environment and PSNC is clear this is not acceptable," said the committee.

Pharmacy Quality Scheme 2022/23 begins from 10th October'22 - 0 views

    The Pharmaceutical Services Negotiating Committee (PSNC) has reminded community pharmacy contractors to start working on the quality criteria if they intend to meet the Respiratory domain of the Pharmacy Quality Scheme (PQS) 2022/23. For respiratory domain, community pharmacy contractors  must start working towards inhaler waste management; use of a spacer in patients aged 5-15 years; and personalised asthma action plans, from today (10 October). Resources are also available to support contractors with meeting the above criteria on the PQS hub page. PSNC also informed that contractors are also now able to make a claim for an Aspiration payment for the PQS 2022/23 on the NHS Business Services Authority (NHSBSA)  Manage Your Service (MYS) portal. "The Aspiration payment is optional; if contractors do not want to claim it, it will not impact on the contractor's ability to claim a PQS payment during the declaration period. There is also no requirement to have claimed for a previous PQS to claim an Aspiration payment for PQS 2022/23.

    The Pharmaceutical Services Negotiating Committee (PSNC) has urged pharmacy contractors to use Manage Your Service (MYS) portal only for all monthly FP34C submissions. To secure access to earlier advance payments on 11 April 2022, the committee has advised pharmacy contractors to submit their claims for NHS pharmaceutical services delivered in March 2022 no later than 5 April 2022. PSNC said: "The Manage Your Service (MYS) portal is now the ONLY route available to contractors for all monthly FP34C submissions. From March 2022, contractors will no longer receive the paper FP34C submission document through the post. However, the NHSBSA will continue to post out red separators for contractors to submit relevant forms each month.

The contractors had submitted their claims through the Manage Your Service (MYS) portal. All contractors who received payments under the system would have got a letter from the NHS Business Services Authority (NHSBSA) regarding these payments,PSNC stated.     When I was asked by fellow independent contractors to join the Review Steering Group (RSG) back in late 2020, I said yes, because I wanted, fundamentally, to look for some ways to improve both LPCs and PSNC. Through my experiences with Greater Manchester LPC I had seen the sorts of changes that LPCs could make and the positive impact that those had on local engagement and in allowing us to do more to support contractors: I wanted to help share what we had learned with the rest of the country. I was pretty sure that the national negotiator could make some positive changes as well. It took longer than I had hoped. And it was a lot harder than I had imagined - not least because of the extent of some of the divisions within our sector - but after 15 months of hard work, I'm pleased with where we have got to, and I believe the 37 changes being proposed will help all contractors. Consensus is not a sexy word. It is not something that fires up our imaginations or that we put on our list of key work objectives for the year. It is also not something that might come naturally to us as independent contractors. But consensus is something that matters. It is the thing that allows us, as a vibrant and diverse group of businesses, to see beyond our differences and to fight together for outcomes that benefit every single one of us. Consensus is also the thing that the RSG has been relentlessly focused on throughout its work, and it's at the heart of what will give our LPCs and PSNC a stronger voice for community pharmacy in the future.

This will be for prescriptions dispensed from March 2022. The last paper FP34C submission document will be posted out to contractors this month. Contractors who have not yet registered for MYS, can do so by completing the form on the NHSBSA's website. The new regional representative will be asked to hold the position until the end of the current term for all Regional Representatives which is now March 31, 2023. "A representative of independent contractors in the following Local Pharmaceutical Committee (LPC) areas will be sought: · Community Pharmacy County Durham · Community Pharmacy Cumbria · Gateshead & South Tyneside LPC · North of Tyne LPC · Sunderland LPC · Tees LPC," said PSNC. Eligible independent contractors from these LPC areas are invited to express their interest in the role and then, if an election is triggered, to vote to select their new regional representative in due course - PSNC will issue a full briefing on this process. CPAF screening process:Contractors to complete by 31 Aug'22 - 0 views

    The Pharmaceutical Services Negotiating Committee (PSNC) has been reminding contractors to complete the 2022/23 Community Pharmacy Assurance Framework (CPAF) screening questionnaire by midnight on Wednesday, 31 August 2022. As a result of NHS regulations introduced at the end of 2020, completion of CPAF is now a requirement of the Terms of Service. "Therefore, contractors must complete the screening questionnaire and, if required, the full CPAF questionnaire," said PSNC. It has also recommended that any contractor who has yet to do so takes immediate action. "It should only take approximately 10-20 minutes to complete." Information and instructions on how to complete the screening questionnaire has been shared either via an email from the NHS Business Services Authority (NHSBSA) or from their own Head Office. Contractors are advised to contact NHSBSA by emailing nhsbsa.cpaf@nhs.net if they have not received details of the questionnaire, or if they have any problems or queries completing the questionnaire.

    The Pharmaceutical Services Negotiating Committee (PSNC) has urged the pharmacy contractors to follow appropriate procedures for unplanned temporary closures due to current workforce pressure, to avoid a breach of terms of service. "If the temporary closure is not for reasons beyond the contractor's control, this may be a breach of the terms of service," said PSNC. The committee also informed that in some areas, NHS England regional teams may ask contractors to complete a new notification form for any temporary closures that request more information than the standard form, for example, on the mitigating actions taken by the contractor. It added: "Completion of these forms is voluntary but may help to show NHS England that the closure was for reasons beyond the contractor's control, or that the overall circumstances of the closure, including time closed and steps taken to ensure patient and public needs are met, indicate that there is no public interest in taking any regulatory/performance action (such as a breach notice) against the contractor."

    Community pharmacy contractors eligible under the revised Pharmacy Access Scheme (PhAS) will receive their first of the new monthly payments with the January reconciliation payment due on April 1, 2022. Details of the revised version of the PhAS that commenced from January 1, was published in August 2021, with contractors receiving letters from the NHS Business Services Authority (NHSBSA) indicating their eligibility in the Autumn, PSNC said in an update. Payments under the scheme are dependent on registration on NHSBSA's Manage Your Service (MYS) portal to provide the Community Pharmacist Consultation Service(CPCS). Meanwhile, the review application window is now open for contractors, which would enable the NHS England and NHS Improvement (NHSE&I) to correct inaccuracies related to a pharmacy's distance criteria/calculation.

Emergency provisions for pharmacy contractors end - 0 views

    The NHS England and Improvement has announced the emergency provisions introduced during pandemic to provide flexible opening hours for pharmacy contractors end today. The flexibilities were enacted in March 2020 when changes to the Pharmaceutical Services (Advanced and Enhanced Services and Emergency Declaration) Directions 2020 were made following a declaration of emergency at the height of the Covid-19 pandemic. Since March 2020, the flexibilities have permitted temporary opening hours and closures during a specified period due to a genuine Covid-19 related emergency. NHS England and Improvement has advised pharmacy contractors that the emergency declaration will not be extended further and will expire on 31 March 2022. Pharmacy contractors will therefore no longer have the option to close pharmacies within their agreed contracted hours with the NHS.

    The Pharmaceutical Services Negotiating Committee (PSNC) chief executive Janet Morrison has assured contractors that PSNC will continue to raise with the new prime minister all concerning issues that are bothering pharmacy businesses. She felt the "fixed five-year funding settlement that is declining in real terms" was one of the serious factors that is putting a lots of pressure on contractors. PSNC has provided a compelling portfolio of evidence on the impact that pressures are having on the sector, and requested urgent additional funding, she said. Morrison, in her video message shared yesterday (August 24), urged contractors to keep sharing and sending evidences to act on their behalf. She said she is aware "this one of the toughest periods for the businesses" and "I believe that it demands more action from the government." Morrison assured the sector she was aware that contractors were also facing difficulties in "dealing with global medicines market and the challenges on been able to procure medicines within the drug tariff." "I know how hard it is to see the future sustainability of your businesses. I can see you are facing serious workforce pressure, rising cost, shortage of pharmacists, inflation pressure. I know your using facing increase in demand from the patients who has given up on their GPs and turning to you for support and advice."

MYS portal only route for referred back, disallowed items - 0 views

    From July 2022, Manage Your Services (MYS) portal will be the only route available for pharmacy contactors to submit all new prescription returns/referred back items and disallowed items, reminded the Pharmaceutical Services Negotiating Committee (PSNC). Contractors will be able to view and submit the required information for all these items only through the MYS portal. The NHS Business Services Authority (NHSBSA) will send out a notification email from July (for the dispensing month of June) to the pharmacy NHSmail account if any new referred back or disallowed items have been generated for the contractor to complete on their MYS account. "Contractors can view any referred back items for completion by checking the 'Unpaid items' tab on MYS landing page," PSNC. "It is important to note that prescription returns/referred back items via MYS are only held in the system for a period of 18 months from the date they are first sent to the pharmacy for action; if contractors have not completed and returned any outstanding referred backs before this deadline has passed, the referred back items will be deleted from system."

PSNC launches impact calculator tool for community pharmacy - 0 views

    The Pharmaceutical Services Negotiating Committee (PSNC) has developed a webtool to help community pharmacy contractors estimate the impact on their payments under the new discount deduction system. The calculator aims to illustrate the changes to discount deduction that a pharmacy could experience during the transition to the new arrangements from October 2022 to January 2024, when the new system will be fully in place. PSNC's calculator requires contractors to input information about their individual pharmacy dispensing mix (i.e. split of reimbursement by appliances, brands and generics) to provide an estimate for the level of impact the new discount deduction system will have. "The impact on individual pharmacies cannot be estimated without using dispensing mix data, meaning that any estimates which do not take this into account will not be reliable," said PSNC. For years many contractors have been frustrated by how discount is applied to their accounts and have often raised concerns about the blanket nature of its application to PSNC.
