The European Commission said on Wednesday it would allocate 1.23 billion euros ($1.3 billion) to mental health initiatives across the 27-member European Union and make mental health a pillar of health policy. "Today marks a new beginning for a comprehensive, prevention-oriented and multi-stakeholder approach to mental health at EU level," Stella Kyriakides, EU Commissioner for health and food safety, said in a statement. "We need to break down stigma and discrimination so that those in need can reach out and receive the support they need. It is OK not to be OK, and it is our duty to ensure that everyone asking for help has access to it." The Commission said mental health problems already impacted around 84 million people before the COVID-19 pandemic with an economic cost of about 600 billion euro a year, or 4% of the bloc's GDP. The situation has deteriorated since the pandemic with the war in Ukraine, climate change anxiety and the rising cost of living due to soaring inflation. At a press conference, Commission vice-president Margaritis Schinas called it a "silent epidemic" and said the topic was the last piece in the European Health Union "puzzle".

Prime minister Rishi Sunak appointed Conservative MP for North East Cambridgeshire Steve Barclay as secretary of state for health and social care on 25 October 2022. Whether it's the effects of the coronavirus pandemic and those suffering with long Covid, or the financial pressures of rising living costs, these hard times can affect absolutely anyone's mental health. Mental health problems have worsened across all age-groups in the last few years, from lack of social interaction, unexpected bereavements or the significant impact of a physical injury or long-term illness taking its toll on mental wellbeing - these challenging experiences and situations that we face throughout life leave a big strain on the population. Ultimately, there is an urgent need to reduce rising levels of mental ill-health in our society. As a pharmacist with 25 years' experience in healthcare, I feel I have an obligation to my patients to support them with their healthcare needs, and mental health should be treated just the same as physical health. Despite efforts to improve NHS mental health services, patients may still not be receiving the appropriate immediate care as they are often provided with online counselling or an App for long-term support (online support introduced since the pandemic). Community pharmacists are in a unique position to be advocates for patients with mental illness as they are the healthcare professionals' patients see most often. This is a good opportunity for pharmacists to speak to patients face-to-face and give them advice in a more practical way rather than potentially waiting weeks for an GP appointment.

Matthew Taylor, Chief Executive of the NHS Confederation, delivered a compelling speech at the NHS ConfedExpo 2024, emphasising the critical need for investment in community-based care and the revitalisation of primary care services. In his address, Taylor also criticised the current health policy as "not fit for purpose," calling for radical changes to shift the NHS from a reactive to a proactive health model. Addressing delegates at the Manchester event, Taylor highlighted the importance of shifting resources towards prevention and community services. Underscoring a strategic pivot from reactive to proactive health models, he said: "We must see action to fulfil the long-held vision of a health service that invests better upstream in prevention, in primary and in community-based care."

To combat 14 years of Tory neglect, Labour Party under the leadership of Keir Starmer has revealed plan to create "healthiest generation of children", ahead of the general elections. The broader mission includes shifting NHS focus towards prevention to improve healthy life expectancy and reduce regional health disparities within a decade. Proposing a Child Health Action Plan aimed at fostering the healthiest generation of children ever, the party has plans to ban the sale of highly caffeinated energy drinks to under-16s. Addressing concerns from health and education experts about inadequate labeling, drinks with more than 150mg of caffeine per liter will be restricted from retail and online sales to minors, with enforcement through trading standards. Labour leader underscores the significance of children's health as a national wellbeing indicator. He criticises the current government for its short-term approach, which he claims has led to deteriorating health among the nation's children.

As the countdown to the next UK election begins, the King's Fund has identified three priorities to improve public health. The national action would be taken by the future government to fix the "NHS and social care" in the country. The health policy think tank said it would prioritise "improving access to out-of-hospital care", making "careers in health and social care" more attractive and tackling the biggest risk factors affecting people's health. It highlighted that workforce crisis is one of the biggest challenges faced by the National Health Service (NHS) and social care services in England while citing "years of poor planning and fragmented responsibilities" as the reason for widespread staff shortages. As per the King's Fund's data, there were more than 125,000 vacancies across the NHS workforce in England in October 2023, not including primary care vacancies such as GPs, and 152,000 vacant posts in the adult social care workforce.

A policy brief, developed by researchers from the University of Bath and University of Strathclyde with funding from Sigma Pharmaceuticals, has recommended the Department of Health and Social Care (DHSC) and NHS to increase community pharmacy funding to avoid damaging closures and diminution of quality. The report launched on Wednesday (12 June) at an event in the House of Commons, attended by Members of Parliament, senior policymakers and the pharmacy industry, analysed community pharmacy policies and spoke to stakeholders to explore their opinions of the future of community pharmacy. It was found that patients value their community pharmacies, but staff feel demotivated, insecure and undervalued. Stakeholders and policies suggested that in the future, medicines should be supplied by automated 'hub and spoke' dispensing, enabling community pharmacy staff to provide services that relieve pressure on GP surgeries, such as long-term conditions management, urgent care and public health.

The Department of Health and Social Care (DHSC) has created a new NIHR Research Delivery Network (RDN) to support the successful delivery of health and social care research in England. The network, which will start operating from next year, will play a critical and active role in implementing government policies. It will support in implementing the Life Sciences Vision, the Future of UK Clinical Research Delivery vision, and policy for life sciences research and development. The new network would be mainly working on growing the amount of commercial clinical research as its key strategic ambition. Also, NIHR RDN will be responding to the findings of the Lord O'Shaughnessy review, which set out a clear blueprint for how the UK can return to its global leadership role.

The International Pharmaceutical Federation (FIP) has issued a new policy statement which encourages a "life-course" approach to vaccination by pharmacists. In the statement, published on September 27, FIP backed expansion of vaccine schedules and strategies so that patients of all age groups could be vaccinated throughout their entire lifespan, from infancy to old age. A life-course approach in public health and healthcare focuses on an individual's health and well-being, including vaccination, administered throughout their entire lifespan, from infancy to old age. FIP urged governments and policymakers to eliminate regulatory barriers, enabling pharmacists to prescribe and administer all relevant vaccines throughout the life-course. Additionally, FIP recommended that policymakers develop remuneration models for pharmacies to deliver sustainable life-course vaccination services within the private and public sectors.

Achieving the community pharmacy vision necessitates legal adjustments and additional funding beyond recent boosts, the pharmacy vision document published by Nuffield Trust and The King's Fund has revealed. It says community pharmacies in England must adapt to changing population needs amidst unprecedented health and care challenges. Commissioned by Community Pharmacy England, the report titled 'A Vision for Community Pharmacy', published on Sept. 19, is a result of almost a year of research and extensive consultation with the sector and wider stakeholders, advocating for community pharmacy. The think tanks detail a shift in the community pharmacy sector, highlighting how pharmacies can contribute to crucial policy objectives regarding population health, prevention, and the increasing demand in primary care. "The health and care needs of the population are evolving, and pharmacies in England, like all components of the health and care system, must adjust to address these changes," said Helen Buckingham, Director of Strategy at Nuffield Trust.

GSK Consumer Healthcare has recently unveiled a three-year programme to support the pharmacy profession with additional practical resources, mental health provisions and proposed policy changes as part of its new report Standing with Pharmacists in the Age of Self-Care. The new report summarises findings from a roundtable hosted by GSK Consumer Healthcare in collaboration with the International Pharmaceutical Federation (FIP) earlier this year, which convened the pharmacy community, policy experts, and industry leaders to discuss the critical role of pharmacy in the age of self-care following the Covid-19 pandemic. "We've seen Covid-19 have a significant impact on consumers' understanding of self-care, leading to an increased focus on wellbeing and everyday healthcare. During this time, pharmacies played a vital role in providing care and advice to their patients - particularly with many other health facilities closed. Our research shows that more than half of Europeans are planning to consult their pharmacist more often than before the pandemic. Yet in general, pharmacists remain under-utilised, despite being the most widely distributed health resource in Europe," said Tess Player, global head of expert at GSK Consumer Healthcare.

A recently published report on medicines optimisation highlights the urgent need for transformative changes across all pharmacies to unlock their full potential in delivering integrated care. The report by Public Policy Projects (PPP) is first of the four in the series that emphasises the significant benefits that medicines optimisation can bring to integrated care systems (ICSs). This includes reducing health inequalities and improving population health. Pointing to the "untapped opportunity" that medicines optimisation presents for ICSs facing financial challenges, the report underscores the vital role of pharmacies in enhancing patient outcomes. The launch of the Pharmacy First services has already demonstrated the essential contribution of pharmacies to the health and care system. With "medicines being the second highest cost to the NHS," the report recommends ways "to achieve better value for money while improving patient outcomes".

Politicians, researchers and pharmacy leaders called on the government to make community pharmacy a fundamental part of clinical services at an event at the House of Commons on Wednesday (13). At the launch of a research publication carried out by the University of Bath in conjunction with Sigma Pharmaceuticals, community pharmacy was described as an "essential pillar of health care provision" in the UK. The aim of this research was to provide evidence to support a strategy for the future developments of community pharmacy to ensure the sector continues to meet the needs of the public in the NHS. Researchers analysed 25 health and community pharmacy related policies published by the department of health, the NHS, the pharmacy profession, and spoke to stakeholders from a wide range of backgrounds, including patients, pharmacists, NHS commissioners and GPS.

Britain is looking at the possibility of changing rules on mandatory vaccination for healthcare staff, chief secretary to the Treasury Simon Clarke said on Monday (January 31). "We do recognise those realities and that does open a space where we can look at this again," Clarke said. Sky News reported Clarke as saying that the policy of mandatory jabs was something that ministers had "always kept under review".

The Association of Independent Multiple Pharmacies (AIMp) and senior official of NHS Property Services (NHSPS) had a meeting on August 18 to review the rent policy for health centre pharmacies. Earlier, the association had sent a letter to NHSPS that was signed by pharmacies from across the sector, including single independents, pharmacy groups and members of the Company Chemists' Association. The letter outlined concerns about rent reviews and the impact of it on the co-located health centre pharmacies. Dr Leyla Hannbeck, CEO of AIMp, said: "We outlined that whilst in the past, the norm established by the industry, was to base rents for co-located pharmacies primarily based on patient list size, (and taking account of a few other factors), the industry now needs to revise the basis on which rents are determined for co-located pharmacies." The association, on behalf of the pharmacy sector, met the CEO of NHSPS and two of their senior directors (director or property management and their finance director).

Local candidates are urged to recognise and support the vital role pharmacists play in supporting people's health. The RPS teams are gearing up to influence government policy in various crucial areas. Their key asks include: Ensuring Secure Patient Access to Medicines Supporting a Better-Connected NHS Enhancing Accessible Prescribing in Local Communities Maximizing Health Improvement through Locally Accessible Pharmacy Teams Supporting the Workforce to Deliver Patient Care Unlocking the Potential of New Advances in Medicines Supporting the UK's Global Position in Science and Research Acknowledging the efforts of pharmacists and their teams, Professor Claire Anderson, President of the RPS, noted that they are "working incredibly hard to maintain patient access to care amid workforce challenges, medicines shortages and financial pressures."

A new report based on research from pharmacists across England by Sanofi, has called for the introduction of a 'national self-care strategy' to relieve the burden currently faced by health services. The new report, titled 'Driving a self-care revolution in the UK', explores the views of pharmacists, patients and doctors on self-care and the support needed to deliver it more effectively. While self-care policy measures are estimated to increase monetary savings for healthcare systems and national economies by 16%, this report highlights the right tools and resources are not yet in place to enable pharmacists to play a greater role in delivering self-care advice and medicines to patients. "As many as 77% of pharmacists said they would support the creation of a National Self-Care Strategy to provide national leadership on improving understanding of self-care and encourage its use among both patients and clinicians," the report said. According to the report, currently, 33% of pharmacists working for independent or small pharmacy chains do not have the resources to support patients with self-care, alongside their other roles. "To tackle this, close to half (45%) of pharmacists believe greater emphasis by primary care practitioners on the benefits of self-care would leave pharmacists in a better place to support patients. Similarly, 42% believe that training and recruiting more pharmacists would improve their capacity to deliver self-care advice."

"Only around half of ICSs have a Chief Pharmacist," indicating a significant gap in leadership that hampers the pharmacy sector's ability to influence critical healthcare decision, a report on medicine optimisation by the Public Policy Projects (PPP) highlights. In PPP's latest report, a notable concern highlighted is the inadequate representation of pharmacy leadership within Integrated Care Systems (ICSs) despite the role of pharmacy being "central in the delivery of system priorities, with pivotal roles in improving population health and tackling inequalities". In recent years, the role of pharmacy within the NHS has evolved significantly with recent developments including Pharmacy First Services and legislative amendments that allows pharmacy technicians under PGDs to administer and supply medicines.

Healthcare reform emerged as a cornerstone of the Labour Party's manifesto leading up to the recent general election. A standout pledge was the establishment of a Community Pharmacist Prescribing Service, aimed at granting pharmacists independent prescribing rights where clinically suitable. "By harnessing pharmacists expanded prescribing rights, Labour is acknowledging our significant role in patient care. This initiative aims to recognise our skills and enhance patient care, ensuring quicker access to necessary treatments," he said. However, he pointed out that the concept requires further exploration, as the rights to prescribe are already granted through the recent change to undergraduate training that incorporates prescribing.
