Pharmacy Associations Disappointed with AIMp's Unity Claim - 0 views

    Community Pharmacy England, Company Chemists Association, and the National Pharmacy Association have all expressed their disappointment at a recent press statement made by Dr Leyla Hannbeck, Chief Executive of the Association of Independent Multiple Pharmacies. The CPE, CCA and NPA refuted AIMp's claim that pharmacy bodies operate independently, emphasising the importance of employing various channels and strategies to shape public policy. "It makes sense to use a variety of channels and tactics to influence public policy," NPA, CPE and CCA said in a joint statement issued on Wednesday (August 13). "Limiting our work to just one Parliamentary channel would be naive and do a disservice to pharmacy owners." On Aug. 12, AIMp highlighted that a lack of cohesion was one of the contributing factors to the sector's difficulty in gaining wider attention. Dr. Hannbeck argued that it's counterproductive for each pharmacy organisation to maintain its own manifesto, essentially a lengthy wish-list that is often unrealistic and unattainable. "This can conveniently allow those in power to easily employ a divide-and-conquer strategy," she said.

Submit Pharmacy First Claims by March 15, 2024 - 0 views

    Pharmacy owners can make their claims for February Pharmacy First consultations until 5pm on Friday 15 March 2024, the NHS Business Services Authority (NHSBSA) announced on Monday. The deadline for Pharmacy First submission was extended following a technical issue in the NHSBSA Manage Your Service (MYS) portal, which led to the claims appearing incorrectly in the portal. The NHSBSA has been working with suppliers and NHS England to investigate and address the problem. While the problem has been resolved, the NHSBSA has advised pharmacy owners to check their submissions carefully before submitting. If any issues persist, they are advised to contact their Pharmacy First IT system supplier helpdesk to escalate the matter and not to confirm their claims in MYS until the issue has been resolved. Pharmacy owners are informed that the extended deadline is for February only and it includes any consultations completed on 31 January 2024.

While underlining the need for the sector to adopt a straightforward manifesto that can be presented to the public, politicians, and decision-makers, the association also advocated for a revitalisation of the 'Save Our Pharmacies' campaign, injecting it with renewed energy and a stronger sense of purpose. AIMp pointed out that a lack of cohesion is one of the factors contributing to the sector's struggle in gaining attention. "The current trajectory of community pharmacy is unsustainable," said Dr. Leyla Hannbeck, Chief Executive of AIMp. "To tackle the significant challenges ahead, we must work together cohesively. Community pharmacy inclusive environment for professionals - 0 views

    NHS England and NHS Improvement (NHSE&I), in association with the Royal Pharmaceutical Society (RPS) and the Association of Pharmacy Technicians UK (APTUK), has published its first inclusive pharmacy practice (IPP) bulletin, with an overarching ambition "to make community pharmacy a more inclusive environment for all pharmacy professionals". The IPP programme will take practical steps to improve the awareness and understanding at all levels of different cultural beliefs and attitudes, according to the Pharmaceutical Services Negotiating Committee (PSNC). As a member of the IPP Improving Practice and Engagement Group, PSNC has contributed to this issue of the Bulletin, which focuses on how pharmacy professionals can help to reduce health inequalities via the detection and prevention of cardiovascular diseases. The IPP programme, of which the Bulletin forms a part, aims to engage with local communities to help improve their health and reduce inequalities in care - particularly among those from ethnically diverse and disadvantaged backgrounds.

    Pharmaceutical Services Negotiating Committee (PSNC) has asked the government and the NHS to give more support to all community pharmacies as they gear up for "an extremely challenging winter period." During talks with NHS England and NHS Improvement (NHSE&I) and the Department of Health and Social Care (DHSC) last week, PSNC highlighted that contractors are already under pressure because of workforce crisis, capacity issues and escalated staffing costs. all these factors could pose a bigger challenge during the busy winter season, it said. Though PSNC supported the government's aim on booster vaccinations and approval of more pharmacy sites, it expressed concerns over the impact of the vaccination drive on all community pharmacies. To ease the pressure on pharmacies, the negotiator has sought additional support through regulatory measures, the removal of administrative burdens and changes to the current Pharmacy Quality Scheme (PQS).

    The Pharmaceutical Services Negotiating Committee (PSNC) has urged community pharmacy to plan and ensure patients are able to access their prescription if they have to close in an emergency situation for a short period. It has prepared a guidance which can be undertaken by pharmacy in the event of a closure and the contractor's business can resume easily and effectively once the emergency has passed. In its guidance, PSNC has stated a few actions that can be taken by pharmacy in advance: Plan ahead - be ready before a closure is needed. Don't wait until your pharmacy needs to be closed before you consider how you will manage and what you can put in place to mitigate the impact. Make sure your business continuity plan is up to date and relevant to the current situation. For example, try not to rely on family and friends as part of your plan; if you're having to isolate because of infectious illness, your close contacts may need to do so as well. Ensure your SOPs are accurate, up to date and easy-to-find for someone completely unfamiliar with your pharmacy. Emergency numbers will be crucial. Normal, everyday business continuity issues are still going to arise and anyone on-site needs to know how to address them:

    Community Pharmacy England (CPE) has launched its third annual Pressures Survey to uncover the various challenges encountered by individuals owning or working in a community pharmacy. The Committee expressed concern that community pharmacies in England are now in a critical situation, significantly affecting workload, stress levels, patients, and businesses. The 2024 Pharmacy Pressures Survey is aimed at finding out more about these issues and other areas such as medicines supply problems and workforce challenges as well as the recently launched Pharmacy First service, it said. CPE chief executive Janet Morrison said that they were able to receive a huge number of responses in previous surveys and they are expecting to achieve a similar level of engagement this year too.

    People who use pharmacies in parts of Pendle have suffered shortages or delays in buying prescription medicines such as insulin, councillors have been told. In the Barnoldswick area, a number of pharmacies have been impacted and some councillors hope a new regional NHS organisation might look into the problems. However, pharmacies in the neighbouring town of Nelson are facing shortages with other medicines. A pharmacists in Nelson Pharmacy told Pharmacy Business that he was struggling to meet local demand for children's paracetamol due to ongoing shortages. Pendle Council's West Craven Area Committee heard about the issues at its latest local meeting, held in Earby. An agenda for the committee stated: "Pharmacy provision in West Craven. It is reported that there is an acute problem with people being unable to get prescriptions filled, with Whitworth chemists suffering a breakdown in service. Previously, Well chemists has suffered similar problems." Speaking at the meeting, Lib-Dem Coun David Whipp said: "It's quite an appalling situation where people are queuing 30 minutes to get a prescription filled but when they get to the counter they are told it's not ready. They have to go home and come back at 5pm. It's an ongoing problem. "It includes insulin, which is critical for people with diabetes. I know several people who have failed to get insulin, It's a very serious problem." He added: "I think the committee should contact the local integrated care service. I think they are responsible for primary care which includes pharmacies. We need to find out what's happening and improve things in future. "

Pharmacists raised questions after the Pharmaceutical Services Negotiating Committee (PSNC)'s 2023 Pharmacy Pressures Survey confirmed the ongoing pressures and health issues faced by the pharmacies. Pharmacists are not all shocked by the PSNC's survey report as they feel the same as what has been reported related to their businesses and health. They hope the government listens and work with them to find resolutions. "We are bullied into a corner," said Salim Jetha Chairman, Avicenna. "Unlike other industries, we can't increase our prices. Most of the daily calls I get from Independents is about financial health of their business and any cost cutting would be detrimental to patient care. Urgent holistic review is required." Bristol pharmacist Ade Williams said: "The report is a dire indictment, and I would also warn, likely an underestimate of the extent and detrimental impact of the ongoings pressures and squeeze on Community pharmacies." "If the closest interface of the NHS to communities and patients is so distressed, what does that mean for those that need and depend on us? We are notoriously very stoic, so this is a warning light, which, taken with workforce pressures, market-exit activity, and other reports raising concern about wellbeing and stress, must beg the question; what will it take to get help before the sector and individuals break?" he questioned. The survey results don't surprise Kent-based community pharmacist Amish Patel. He said, "I have been feeling exactly what has been reported for far too long. I'm burnt out and would say beginning to suffer with my own health because of it. Now it's for PSNC to talk to government, and government to listen and work with us to find resolutions."

Community pharmacies facing results of NHS workforce crisis - 0 views

    The consequences of NHS workforce crisis is not limited to general practice, community pharmacies are also suffering, commented Community Pharmacy England after the General Medical Council (GMC) published a report on Friday (23 June) which warned of the burnout in the workforce. The report calls for urgent actions to break a 'vicious cycle' of unmanageable workloads, dissatisfaction and burnout that is causing UK doctors to take steps to quit. Chief Executive Janet Morrison, said: "The GMC's report is yet another clear signal of the scale of the mounting the NHS workforce crisis, and this is not limited to general practice: community pharmacies are also suffering the consequences of it." "Pharmacy teams are overstretched, feeling immense pressures, and dealing with significantly increased workloads. Pharmacy owners are also finding it impossible to make ends meet, not least given the rising staffing costs which are being driven up by workforce issues. Findings show the number of doctors who reported working beyond their rostered hours on a weekly basis rose from 59% in 2021 to 70% in 2022, and 42% said they felt unable to cope with their workload each week (up from 30% in 2021). Just half said they were satisfied in their work, down from 70% in 2021.

    Several medium-sized pharmacy chains and multiples in Scotland are increasing in size by purchasing numerous LloydsPharmacy sites that were closed last month. The Pharmacists Defence Association (PDA) Regional Committees met to dwell on the issues faced by the community pharmacists across the UK. The PDA's Scottish regional committee highlighted the impact of Lloyds Pharmacy's closure in their third committee meeting of 2023. It said: "Davidsons who have purchased various businesses in Tayside. Rowlands has purchased 30 branches across central Scotland and the PDA has been in touch with members affected. These members will be supported to ensure that they are properly subject to a TUPE transfer (Transfer of Undertakings Protection of Employment) as they should be when a business changes ownership." Most discussion amongst the Scottish Regional Committee members was around community pharmacy. Reports suggest that negotiations between the Scottish government and the pharmacy owners' body, Community Pharmacy Scotland (CPS) have broken down. As the independent voice of the frontline employed and locum pharmacists that deliver the contract, the PDA wants to see an agreement found for the benefit of patients, taxpayers, and health professionals.

    What skills does a pharmacist need these days? You'd think it would be sufficient to have a good understanding of pharmacy and the ability to offer a great patient service. Whilst this is true of course, the reality of the day to day role demands skills which most pharmacists have not been trained for as part of their formal qualification. At the very least, pharmacists find themselves responsible for running the pharmacy, managing people, managing processes and dealing with issues relating to customers, suppliers, surgeries, regulators and stakeholders. Even the most junior pharmacists quickly find themselves being accountable for the financial performance of their department and having to work within budgets or deliver on targets. Remarkably, despite the apparent lack of any formal training in these areas, pharmacists have been able to adapt and meet the challenges of whatever their job has thrown at them. Many pharmacists go even further, bringing out their inner entrepreneurial spirit to set up their own business. There are now over 6,000 pharmacy businesses owned by independent pharmacists, with this segment growing. Whilst pharmacists have historically adapted to their environments and picked up the necessary business skills, the rapidly changing landscape of pharmacy will require pharmacists to establish new skills to help ensure their businesses survive and thrive.

Pharmacy Challenges:Dwindling margins making more untenable - 0 views

    Lack of appropriate funding is making survival a massive challenge for community pharmacy, a sector relied upon as a vital support system by both primary and secondary care in England. The Telegraph newspaper ran a story on Monday (August 22) which highlighted the dire straits community pharmacy finds itself in. Seasoned pharmacist Ian Strachan told the paper: "Our four pharmacies were the only point of call that was open (during Covid). We were there every single day, even when the virus was prevalent and people were dying." Describing the current situation, he said: "What is happening is we're facing a system that's just not working at all in our favour." Strachan says the issue is that pharmacists are "just not getting the help we need to be able to do this job properly". The sector is hugely dependent on funding from the NHS. The government had agreed in 2019 to set £2.6bn as annual funding for the sector. However, according to a report from EY that amount was already down £200m on the 2016 levels of government funding. "We've been starved of appropriate funding since 2016," Dr Leyla Hannbeck, chief executive of the Association of Independent Multiple Pharmacies told The Telegraph. "It looks grim for businesses. The fees pharmacists get are going nowhere, but now, there's higher utility bills, higher staff fees and higher drug costs."

Sobha believes Covid-19 has helped shift public perception of community pharmacies from being a place where one goes to collect a prescription to a hub where one can access a range of healthcare advice and services. "We are way more than just a shop where you can collect your medicines," she said, giving examples of how her interventions have helped reduce medication errors, prevent harm and subsequently reduce cost of care. She once saved a baby from getting overdosed with omeprazole when they had issues with gastroesophageal reflux. On another occasion, she managed a lady's high blood pressure by finding equivalent medications to a combination dose prescribed by her doctor in another country.

Published by NHSE England, this report underscores the persistent presence of inequality, emphasising the crucial need for all stakeholders in the pharmacy sector to prioritise addressing these issues. The PWRES report indicates that pharmacy team members of Black ethnic backgrounds are less likely to perceive equal opportunities for career advancement or promotion within their trust. Additionally, female pharmacy team members from BAME backgrounds report higher incidents of personal discrimination in the workplace. The report also highlights an overrepresentation of pharmacy technicians from BAME backgrounds in lower-paid roles. "It is shocking and unacceptable to see that across all indicators the BME staff experience is worse than their white counterparts," said Tase Oputu, Chair of RPS in England.

"As the election is called it's imperative that any incoming government addresses the crisis in primary care and the looming cliff edge facing pharmacies, which for millions of people are the front door to the NHS and a crucial source of frontline health care," said Paul Rees, Chief Executive of the National Pharmacy Association (NPA). Noting that the first responsibility of the government is to keep its people safe and healthy, he emphasised the importance of addressing the "deep funding gap that is pushing record numbers of pharmacies to the edge of closure and beyond, exacerbating the issues of waiting lists for GPs and hospital care."

    The General Pharmaceutical Council (GPhC) has developed two new resources- Keeping patients safe being open and honest and Pharmacy team toolkit - learning from incidents, to help pharmacists and pharmacy technicians fulfil the duty of candour - the professional responsibility to be open and honest with patients if/when something goes wrong. The new resources bring together relevant existing policy, standards, and previous statements on the professional obligations of pharmacists and pharmacy technicians, with respect to candour. It also emphasises that the duty of candour is not an add on - it's a fundamental part of pharmacy professional practice. The responsibility to be open and honest applies even in difficult or challenging times and it's essential that professionals do the right thing for patients, their families and carers. Saying sorry meaningfully when things go wrong is vital for everyone involved. Given the link with issues around liability and indemnity, the National Pharmacy Association and the Pharmacists' Defence Association - as leading providers of professional indemnity - have also contributed to the new resources and highlighted the importance of openness and transparency in this context.
