The General Pharmaceutical Council (GPhC) recently appointed a chief pharmacy officer and a chief enforcement officer on 26 October. Roz Gittins will be joining as chief pharmacy officer and deputy registrar whereas Dionne Spence as chief enforcement officer and deputy registrar from 3 January. The regulator confirmed that the new officers will "form the new executive structure of the GPhC". They will be working with the existing staff members Mark Voce, in his new role, is the chief strategy officer and deputy registrar and Jonathan Bennetts, will be the chief operating officer & deputy registrar. It is stated that Gittins is to serve as "the most senior member of the profession," offering pharmacy leadership throughout the GPhC.

David Webb has been appointed as the new chief pharmaceutical officer (CPO) for England. He will take over from Dr Keith Ridge who steps down next month after serving the role for sixteen year. Webb is currently chief pharmacist and clinical director for pharmacy and medicines optimisation at Guy's and Thomas's NHS Foundation Trust, London. Sharing the news of his appointment on Twitter on Friday afternoon (January 7), he said he was "really delighted and honoured" to be named the CPO for NHS England and that he was as the appointed Chief Pharmaceutical officer for "looking forward to working with pharmacy leaders, colleagues & teams across all sectors from February." He also extended his gratitude to the outgoing CPO for his "outstanding contribution" who, in turn, congratulated Webb and said it was "an honour to be handing over to him". In the same message, Dr Ridge thanked "all the great people I've worked with over the last 16 years for your support, friendship, good humour, great ideas & challenge. I wish you all well for the future."

The General Pharmaceutical Council is appointing a new Chief Pharmacy Officer to strengthen the professional voice within the senior leadership team. This introduction is aimed at fostering a culture of enterprise leadership, inclusion and collaboration within the organisation, GPhC said in a statement. According to GPhC, the Chief Pharmacy Officer will serve as the authoritative representative of the pharmacy regulator in public, within the pharmacy professions, and increasingly in multi-disciplinary teams and collaborative regulatory work. "They will act as the executive lead on pharmacy inspection and regulatory insight, providing professional leadership within the GPhC and collaborating closely with pharmacist and pharmacy technician colleagues across the organisation." The Chief Pharmacy Officer, reporting to the Chief Executive and Registrar, will hold the highest professional position within the GPhC executive, providing pharmacy leadership across the organisation, GPhC said.

In a first, NHS England and NHS Improvement (NHSE&I) has appointed a pharmacy technician to the chief pharmaceutical officer's team. Liz Fidler, president at the Association of Pharmacy Technicians UK (APTUK), will join the team in March 2022 in the newly created post of senior professional advisor: pharmacy technician practice NHSE&I. The appointment signaled "a new era for the profession, leading the step-change needed to build on and fully realise the benefits of the pharmacy technician clinical role for patients across the NHS system," said Dr Keith Ridge, chief pharmaceutical officer. In the new role, Fidler will provide leadership and professional advice in relation to the pharmacy technician profession in England.

The Pharmaceutical Services Negotiating Committee (PSNC) has appointed Robbie Turner as chief transformation officer, to work closely with LPCs as part of its newly launched Transforming Pharmacy Representation (TAPR) programme. PSNC launched the TAPR Programme in response to the contractor vote in favour of the Review Steering Group's proposals. As part of the programme - alongside actioning the recommendations for PSNC - there will be support for LPCs to implement their proposals. Williams will be responsible for leading, driving, and having oversight of the TAPR workstream to increase efficiency and outcomes across the network of LPCs in England. This will include the provision of specialist hands-on guidance and support to LPC members and officers, to promote implementation of the RSG proposals, best practice and challenging the status quo. Williams was formerly chief officer of Community Pharmacy West Yorkshire LPC and subsequently Director for England and Director of Pharmacy and Member Experience at the Royal Pharmaceutical Society.

The Pharmaceutical Society NI (PSNI) has announced that Michaela McAleer will be replacing Trevor Patterson as Chief Executive of PSNI. After 15 years at the helm, Patterson announced his intention to retire. Jonathan Patton, Vice President of the Society said, "Joining the Society from the construction sector Trevor brought fresh thinking and vigour to the Society and quickly established his credibility with pharmacists, Council, stakeholders and fellow regulatory bodies." "Trevor has presided over tremendous change and development through his tenure with equal measures of professionalism and passion on creating safer protections for the public and ensuring pharmacists achieved world class standards in their profession. We are saddened to see him depart but on behalf of Council I wish him a long and healthy retirement and wish him well in the next chapter of life. We are indebted to him for his dedication to the Pharmaceutical Society NI." "Losing the constant and continuity of our 15 year serving Chief Executive ushers in a time of change and evolution for us as the Pharmacy Regulator. We are in the midst of a fast moving and changing environment as we implement continuous improvement.

The General Pharmaceutical Council (GPhC) has promoted Louise Edwards to the position of Chief Strategy Officer and Deputy Registrar. Louise is currently the Director of Regulation and Digital Transformation at the Electoral Commission, responsible for the organisation's regulatory work and digital, data, technology and facilities infrastructure. This includes funding and spending at elections and referendums, registering political parties, enforcement work, and data and information management. Louise will take over Mark Voce, the GPhC's current Chief Strategy Officer and Deputy Registrar, who is retiring early in July 2024. Louise said: "Pharmacy services are at the heart of health care for many people. Having effective regulation and standards in place can transform and give confidence in the quality of care that people receive.

AAH Pharmaceuticals (AAH) has announced the appointment of Brain Chambers as Chief Commercial Officer. "I'm proud to lead the commercial functions in AAH in my new role and broader area of responsibility." Said Brian. "I'm committed to delivering on great value for our customers and building and strengthening our supplier partnerships." Brain is associated with AAH Pharmaceuticals for more than 14 years. He joined the organisation as Business Development Manager in October 2008. His previous role in the organisation was on Sales and Marketing Director. What is the main play here is AAH becoming a standalone independent wholesale business focussed on only the AAH customer and our core business and this is just one part of that.

Rosemont Pharmaceuticals (Rosemont) has acquired Lucis Pharma Ltd, a specialist pharmaceutical business in the UK. Through this acquisition Rosemont will expand its existing portfolio and have access to a pipeline of innovative products, providing lifesaving pharmaceuticals to the UK and overseas markets. Founded in 2012, Lucis has grown to become a leading provider in the development and licensing of novel and exclusive medicines. With over a dozen SKUs covering a variety of therapeutic areas, Lucis has established a strong portfolio that, in addition to a pipeline of innovative developments, serve the growing patient need for liquid medicines. The acquisition will enable Rosemont to broaden its portfolio and enter the unit dose / sachet market through the pipeline products, whilst growing the business through recent Lucis product launches in 2021/22. The Royal Pharmaceutical Society has stated that the UK Commission on Pharmacy Professional Leadership lacks the essential transparency, efficiency, and diligence needed for success, urging a shift in its approach. The Commission's operational approach hinders its ability to meet the expectations of both the profession and the public, while prioritising government interests over their needs and preferences, RPS Chief Executive Paul Bennett (R) and President Claire Anderson have jointly said. In a blog post on September 7, the RPS leaders asserted that the Commission lacks transparency and is progressing slowly in implementing proposals that were published seven months ago. "Most pharmacy leaders are growing frustrated and increasingly impatient with the Commission's perceived lack of "meaningful progress" in enhancing leadership within the field," the pair noted. In June 2022, the four UK Chief Pharmaceutical Officers (CPhOs) formed an independent Commission with leadership expertise drawn from various domains, both within and outside of pharmacy, to assess the future of professional leadership. The Pharmacy Minister Neil O'Brien recently revealed that the Commission's costs, funded by the offices of the CPhOs, amounted to £87,745.

The General Pharmaceutical Council (GPhC) has announced the names of five new members who will be joining its governing Council over the next two years. The new council members are: Professor Dianne Ford, Pro Vice-Chancellor of the Faculty of Health and Life Sciences at Northumbria University. Gareth Powell, a chartered accountant and a Non-Executive Director on the Board of the Port of Milford Haven, the UK's largest energy port. Adeyemi (Ade) Williams MBE, Superintendent Pharmacist and Director of the M J Williams Pharmacy and lead Pharmacist at the Bedminster Pharmacy, Bristol. Tim Jaggard, Deputy Chief Executive and Chief Financial Officer at University College London Hospitals NHS Foundation Trust. Dr Raliat Onatade, Chief Pharmacist and Director of Medicines and Pharmacy for North-East London Integrated Care System. Professor Ford, Powell and Williams will begin their terms on 1 April 2024, replacing Jo Kember, Mark Hammond and Arun Midha.

David Webb, the Chief Pharmaceutical Officer for England, acknowledged that the "pressure in the system is high", but urged everyone to "keep our eye on the design" of the NHS plan, adding that the "the objective is to bring the different parts of primary care together" in the patient interest. Speaking during the opening keynote session at the the National Pharmacy Association (NPA) conference held on Thursday (13 October), he added that the NHS plan intends to bring different parts of primary care together to help patients. He said the new integrated care boards (ICBs) are a key strategic framework as they provide the "potential to form partnerships to deliver integrated services across larger populations". "ICBs will want to work with Local Pharmaceutical Committees to plan for the local population and the new community pharmacy clinical leads in ICBs, who have been funded by NHS England, are there to advise." He explained that once an ICB takes over the commissioning of pharmaceutical services (which they are all due to do by April 2023), it could use its funds to commission a local enhanced service as an add on to an advanced service. For instance, a CVD risk assessment could be added to the blood pressure check service.

AAH Pharmaceuticals on Tuesday (November 15) announced the promotion of its commercial director David Bound to chief executive officer of the company. In his 10 years in the company, Mr Bound has helped to drive growth across the AAH business, implementing new digital channels for customers, and developing strategic partnerships with pharmaceutical manufacturers - drawing on from his vast experience in the healthcare industry, as well as in supply chain, operations, and trading. Commenting on his promotion, he said: "I'm delighted to be taking on this role at such a critical time for healthcare. There are many challenges affecting the industry right now - from inflationary pressures to workforce issues - and I'm looking forward to tackling them head-on alongside my excellent team."

The Scottish government has issued a circular to inform community pharmacy contractors that the Serious Shortage Protocol (SSP) for Clarithromycin 125mg/5ml oral suspension, an antibiotic product, due to expire on 15 December 2023, has been extended until Friday 12 January 2024. The extension is applicable to SSP053 which allows community pharmacists to substitute this product with Clarithromycin 250mg/5ml oral suspension for patients presenting with an NHS or private prescription. Scotland's chief pharmaceutical officer, Alison Strath, has advised health boards to spread this information to community pharmacy contractors on their pharmaceutical lists and area pharmaceutical committees, as well as general practices. Community pharmacists have been advised to review and familiarise themselves with the new end date for the noted SSP.

The Chief Pharmacist for England and Co-Chairs of professional leadership commission has responded to the questions raised by the Pharmacists Defence Association (PDA)'s member on the professional leadership survey. In early September, the PDA wrote to the UK's Chief Pharmaceutical Officers to increase transparency and confidence in the process by asking for clarification of some of the commission's thinking, assumptions, and scope. On behalf of all four CPhOs, Chief Pharmacist for England David Webb provided feedback: "The Commission has two independent co-chairs and members have agreed to abide by the 7 principles for the conduct of public life as recommended by the Nolan Commission which form part of the Terms of Reference. Commission members have been appointed on behalf of all pharmacy professionals to contribute their expertise in and knowledge of professional leadership and are not appointed to represent their particular countries, organisations, sectors or roles."

Pharmacists with 'relevant experience in a pharmacy setting' can enroll for accredited independent prescribing course, as the General Pharmaceutical Council (GPhC) has decided to scrap the requirement of spending at least two years on the register and having previous experience in a specified clinical or therapeutic area before enrolling for the course. The GPhC Council meeting held on Thursday instead proposed that applicants must have "relevant experience in a pharmacy setting and be able to recognise, understand and articulate the skills and attributes required by a prescriber." This experience and awareness will act as the basis of their prescribing practice whilst training. The regulator noted that the majority of stakeholder organisations, including the Chief Pharmaceutical Officers, the Royal Pharmaceutical Society and the statutory education bodies, were in favour of removing the requirement in a consultation on the topic. They highlighted that a specific two-year period was not in itself a robust indication of whether an individual was ready to become a prescriber. They also highlighted that the rapidly developing roles in the profession meant more pharmacists were likely to gain the necessary experience more quickly than in the past. A smaller number of organisations and a larger minority of individuals were opposed, citing that a specific two-year period gave pharmacists the time they needed to develop experience and confidence before being ready to enrol on a course.

The Royal Pharmaceutical Society (RPS) has appointed Neville Carter as its new chief education and membership officer. Neville joins RPS from the Royal Society of Medicine (RSM) where he is currently director of engagement, leading a team of over 60 and responsible for creating a combined directorate accountable for education, membership, philanthropy, and business development. He has, in particular, led on the development of a digital education strategy and launched professional development training programmes for members. Prior to joining the RSM, Neville worked as director of product and sales at the British Medical Association with responsibility for membership growth, supporting corporate transformation and developing and managing member benefits and relationships with third-party providers to support revenue growth. He also has senior manager experience at the RAC and at British Airways. Commenting on the appointment, Paul Bennett, RPS CEO, said: "I'm delighted that Neville will be joining our Executive team. He brings a wealth of relevant experience and this, in combination with a strong existing education and membership team at RPS and a clear ambition to strengthen the relevant functions further, will enable the organisation to deliver a dynamic offering for our members.

The General Pharmaceutical Council (GPhC) and the Chief Pharmaceutical Officer for England have written a letter to pharmacy professionals thanking them for providing the best possible services to patients and the public, despite experiencing high and sustained demands and pressures. GPhC Chief Executive Duncan Rudkin and CPhO David Webb indicated that there will be further challenges over the coming weeks and months due to the ongoing industrial action, and staff shortages due to sickness or caring responsibilities. They expressed concerned that increased pressure will have a significant and potentially prolonged impact on pharmacy teams both personally and professionally. Acknowledging that pharmacy professionals may have to make some difficult decisions as they deal with the pressures they face, the leaders have urged those working in pharmacy to use "your professional judgement to assess and mitigate risk, and to deliver safe and effective care for your patients within your scope of practice."

England's chief pharmaceutical officer (CPhO) David Webb has promised his "wholehearted support" for the community pharmacy sector at the board meeting of the National Pharmacy Association (NPA) on 28 June in St Albans. After hearing the CPhO at the meeting, NPA chair, Andrew Lane, later declared: "David is someone we can do business with." Webb thus listed his priorities as head of profession: integration of independent prescribing as part of pharmacy practice by 2026; promotion of inclusive pharmacy practice for all pharmacy professionals; assurance of post-registration practice; developing the role of pharmacy technicians; support for Integrated Care Systems and Primary Care Network pharmacy teams (including community pharmacy); medicines optimisation; and strengthening of professional leadership for community pharmacy. He also reported that NHS England had recently increased its team of regional pharmacy integration leads from seven to 14, creating seven new senior posts. Webb told NPA board members: "I want sincerely to thank community pharmacy teams for everything they are doing and to say that you have my wholehearted support. I believe in the importance of community pharmacy and will listen and engage as I've already demonstrated.
