The Pharmaceutical Services Negotiating Committee (PSNC) has published an update on the work it is doing as part of the Transforming Pharmacy Representation (TAPR) Programme to take forward the mandate from contractors to deliver the Review Steering Group (RSG) recommendations. The update is primarily aimed at LPCs - with whom PSNC has been working closely on some of the TAPR work over the summer. The TAPR Programme is being undertaken in support of PSNC's work to address the severe challenges facing the community pharmacy sector at present. Alongside ongoing negotiations with Government and the NHS, two of the TAPR workstreams - focusing on Vision and Strategy, and on Influencing and Negotiation - are essential to supporting CPCF negotiations. The proposed increase in the national living wage (NLW) is expected to impose an implementation cost of £150 million to £195 million on the community pharmacy sector, Community Pharmacy England (CPE) has warned. Chancellor Jeremy Hunt recently announced a 9.8 per cent increase in the national living wage, raising it from £10.42 to £11.44. "The Autumn Statement overlooks the knock-on effects these measures will have on small businesses like community pharmacies," CPE Chief Executive Janet Morrison said in a statement. "The majority of pharmacies employ staff on or around the NLW, which has increased nearly 40 per cent since the start of the current contractual framework." "This is at a time when pharmacies have faced a 30 per cent real terms reduction in funding since 2015," Morrison added. "No viable business can absorb these cost increases without significant support. This is just another cost pressure that pharmacies cannot control and must be addressed through a sustainable, long-term funding arrangement."

The National Health Service (NHS) retention programme has benefitted 23 NHS Trusts since it launched in April 2022, with thousands fewer staff leaving frontline roles. NHS data showed that 14,000 fewer staff left the service in the 12 months up to August 2023 (108,890) compared to 122,970 the year before. The pharmacy regulator can hold hearings and meetings either remotely or in-person in future as the Council of the GPhC has agreed to a change in its rules. The rules are expected to come into force on 1 October 2022. Until the rules and new policy and guidance come into force, the GPhC will continue to only hold remote hearings with the consent of the person concerned and/or their legal representative. Following positive feedback from those taking part in remote hearings, the GPhC consulted on a proposed permanent change to its rules so it could continue to hold hearings remotely in the future, when it is fair and appropriate to do so. The proposal to continue remote hearings, including fitness to practise hearings, received wide support with 78 per cent of respondents agreeing. "During the COVID-19 pandemic lockdown and restrictions we had to hold many meetings and hearings remotely by videolink. As such we were granted - along with other regulators - a temporary provision to enable us to do this and carry out our statutory role," Duncan Rudkin, chief executive of the GPHC, said.
