The Pharmaceutical Services Negotiating Committee (PSNC) has published an update on the work it is doing as part of the Transforming Pharmacy Representation (TAPR) Programme to take forward the mandate from contractors to deliver the Review Steering Group (RSG) recommendations. The update is primarily aimed at LPCs - with whom PSNC has been working closely on some of the TAPR work over the summer. The TAPR Programme is being undertaken in support of PSNC's work to address the severe challenges facing the community pharmacy sector at present. Alongside ongoing negotiations with Government and the NHS, two of the TAPR workstreams - focusing on Vision and Strategy, and on Influencing and Negotiation - are essential to supporting CPCF negotiations. "The workstreams are looking at the future of community pharmacy and how best to persuade policymakers to implement a shared vision, with their objective being to put the sector in a stronger position going into future CPCF negotiations," said PSNC.

The Department of Health (DoH) is inviting the public to share their views on a new Regional Obesity Management Service and a new Obesity Strategic Framework. A public consultation has been launched on the Healthy Futures strategic framework, which aims to prevent the harm caused by obesity, and improve diets and levels of physical activity of people. The Department is also seeking views on its plans to introduce a new service that would focus on the introduction of specialist support, weight loss medication, and bariatric surgery to help people living with obesity. The proposed increase in the national living wage (NLW) is expected to impose an implementation cost of £150 million to £195 million on the community pharmacy sector, Community Pharmacy England (CPE) has warned. Chancellor Jeremy Hunt recently announced a 9.8 per cent increase in the national living wage, raising it from £10.42 to £11.44. "The Autumn Statement overlooks the knock-on effects these measures will have on small businesses like community pharmacies," CPE Chief Executive Janet Morrison said in a statement. "The majority of pharmacies employ staff on or around the NLW, which has increased nearly 40 per cent since the start of the current contractual framework." "This is at a time when pharmacies have faced a 30 per cent real terms reduction in funding since 2015," Morrison added. "No viable business can absorb these cost increases without significant support. This is just another cost pressure that pharmacies cannot control and must be addressed through a sustainable, long-term funding arrangement."

The National Health Service (NHS) retention programme has benefitted 23 NHS Trusts since it launched in April 2022, with thousands fewer staff leaving frontline roles. NHS data showed that 14,000 fewer staff left the service in the 12 months up to August 2023 (108,890) compared to 122,970 the year before. In a statement released on Thursday, the NHS England said it is expanding the pilot programme across the country to benefit 42 more NHS trusts. The programme is part of the NHS Long Term Workforce Plan ambition to retain up to 128,000 more staff over the next 15 years in addition to training record numbers of doctors, nurses and other healthcare professionals. The pharmacy regulator can hold hearings and meetings either remotely or in-person in future as the Council of the GPhC has agreed to a change in its rules. The rules are expected to come into force on 1 October 2022. Until the rules and new policy and guidance come into force, the GPhC will continue to only hold remote hearings with the consent of the person concerned and/or their legal representative. Following positive feedback from those taking part in remote hearings, the GPhC consulted on a proposed permanent change to its rules so it could continue to hold hearings remotely in the future, when it is fair and appropriate to do so. The proposal to continue remote hearings, including fitness to practise hearings, received wide support with 78 per cent of respondents agreeing. "During the COVID-19 pandemic lockdown and restrictions we had to hold many meetings and hearings remotely by videolink. As such we were granted - along with other regulators - a temporary provision to enable us to do this and carry out our statutory role," Duncan Rudkin, chief executive of the GPHC, said.

The Royal Pharmaceutical Society (RPS) has called on employers, governments and NHS organisations to provide pharmacists with regular protected learning time (PLT) within working hours to develop their skills in clinical delivery, education, research and leadership. RPS workforce wellbeing survey showed an average 42 per cent of pharmacists were not given any PLT, a figure which rose to 55 per cent in community pharmacy. Most were unable to engage in professional development activities as part of their working day because of their responsibility to deliver frontline clinical services to patients. This means learning is often undertaken outside of working hours, increasing pressure on individuals and impacting their work/life balance. The survey showed that 48 per cent of respondents identified a lack of PLT as negatively affecting their mental health and wellbeing and that 88 per cent were at high risk of burnout.
