Also need to pay attention to policy developments so that access considerations can be accommodated with new policies/changes or to be aware of external changes so can understand what the barriers are.

WEBAIM discusses a really useful point of view where it comes to experts complementing the role of staff. They can focus on developing the motivation of the staff member so that they can be motivated to carry out the accessibility developments AND be motivated to sustain this. Reading this article in the Guardian got me thinking that Seale is missing an important factor for change that lies outside her suggested theories and frameworks; the increasing pace of technological advancement. There will positive (and many negative) consequences but we will likely be having very different debates about accessibility in 5 years time.
