  • The risk of automation is estimated for the 32 OECD countries that have participated in the Survey of Adult Skills (PIAAC) so far. Beyond the share of jobs likely to be significantly disrupted by automation of production and services, the accent is put on characteristics of these jobs and the characteristics of the workers who hold them. The risk is also assessed against the use of ICT at work and the role of training in helping workers transit to new career opportunities.

  • The biggest concern is that we might one day create conscious machines: sentient beings with beliefs, desires and, most morally pressing, the capacity to suffer. Nothing seems to be stopping us from doing this. Philosophers and scientists remain uncertain about how consciousness emerges from the material world, but few doubt that it does. This suggests that the creation of conscious machines is possible.
  • If we did create conscious beings, conventional morality tells us that it would be wrong to harm them — precisely to the degree that they are conscious, and can suffer or be deprived of happiness. Just as it would be wrong to breed animals for the sake of torturing them, or to have children only to enslave them, it would be wrong to mistreat the conscious machines of the future.
  • Anything that looks and acts like the hosts on “Westworld” will appear conscious to us, whether or not we understand how consciousness emerges in physical systems. Indeed, experiments with AI and robotics have already shown how quick we are to attribute feelings to machines that look and behave like independent agents.

  • This is where actually watching “Westworld” matters. The pleasure of entertainment aside, the makers of the series have produced a powerful work of philosophy. It’s one thing to sit in a seminar and argue about what it would mean, morally, if robots were conscious. It’s quite another to witness the torments of such creatures, as portrayed by actors such as Evan Rachel Wood and Thandie Newton. You may still raise the question intellectually, but in your heart and your gut, you already know the answer.
  • But the prospect of building a place like “Westworld” is much more troubling, because the experience of harming a host isn’t merely similar to that of harming a person; it’s identical. We have no idea what repeatedly indulging such fantasies would do to us, ethically or psychologically — but there seems little reason to think that it would be good.

The process operates when DNA sequences mutate randomly, and organisms with the specific sequences best-adapted to the environment multiply and prevail – causing gene expression to shift. Yet as surely as the slow march of Darwinian evolution shapes life on Earth over aeons, scientists have found that epigenetic signals can work each day, and not just through methyl groups. Experience in the environment could also alter chromatin, the molecular matrix making up our chromosomes; RNA, the messenger molecules that translate genetic instructions from DNA into protein; and histones, the proteins involved in packaging and structuring the chromatin comprising the genes.

  • AI Code One of the recommendations of the report is for a cross-sector AI Code to be established, which can be adopted nationally, and internationally. The Committee’s suggested five principles for such a code are: Artificial intelligence should be developed for the common good and benefit of humanity. Artificial intelligence should operate on principles of intelligibility and fairness. Artificial intelligence should not be used to diminish the data rights or privacy of individuals, families or communities. All citizens should have the right to be educated to enable them to flourish mentally, emotionally and economically alongside artificial intelligence. The autonomous power to hurt, destroy or deceive human beings should never be vested in artificial intelligence.

  • Any theory of being American must explain one salient and striking fact: cruelty. America is the most cruel nation among its peers — even among most poor countries today. It is something like a new Rome. It has little, if any, functioning healthcare, education, transport, media, no safety nets, no stability, security. The middle class is collapsing, and life expectancy is falling. Young people die for a lack of insulin they cannot crowdfund. Elderly middle-class people live and die in their cars. Kids massacre each other in schools — when they’re not self-medicating the pain of it all away. The combination of these pathologies happens nowhere else — not a single place — in the world. Not even Pakistan, Costa Rica, or Rwanda. Hence, the world is aghast daily at the depths of American cruelty — yet somehow, they seem bottomless.(Of course I don’t mean that all Americans are cruel. I just mean that in the same way we say countries have attitude, dispositions, that there’s such a thing as a French or German national attitude or disposition, so, too there is an American one. Nor do I mean America is “the most cruel society in the world”. Can we really ever judge that? But it is uniquely cruel — a kind of special example — in weird, needless, and singular ways.)Let me throw that into relief. Scandinavians are the happiest, longest-lived, and most prosperous people in the world because they do not punish one another constantly — but lift one another up. But Americans do not believe this reality. The underlying sentiment that unites America’s manifold problems is a myth of cruelty.

  • Lyons announced the Partnership on AI’s first three working groups, which are dedicated to fair, transparent, and accountable AI; safety-critical AI; and AI, labor, and the economy. Each group will have a for-profit and nonprofit chair and aim to share its results as widely as possible. Lyons says these groups will be like a “union of concerned scientists.” “A big part of this is on us to really achieve inclusivity,” she says. Tess Posner, the executive director of AI4ALL, a nonprofit that runs summer programs teaching AI to students from underrepresented groups, showed why training a diverse group for the next generation of AI workers is essential. Currently, only 13 percent of AI companies have female CEOs, and less than 3 percent of tenure-track engineering faculty in the US are black. Yet an inclusive workforce may have more ideas and can spot problems with systems before they happen, and diversity can improve the bottom line. Posner pointed out a recent Intel report saying diversity could add $500 billion to the US economy.
