  • Those who seek a radical departure from capitalism see UBI as part of a radical platform to move away from a world in which work is central to our lives, identities and economies. In their book Inventing the Future, Alex Williams and Nick Srnicek argue that UBI is a fundamental part of delivering a new economy in which citizens have much greater freedom over when and if they work.
  • What this shows is that for UBI to be a viable proposition at these levels, there would need to be a fundamental transformation in the ownership of the economy. Williams and Srnicek acknowledge this, arguing that UBI will only work in combination with large scale and collectively owned automation, a reduction in the working week and a shift in social attitudes around the value of the ‘work ethic’.

As Kate Pickett and Richard Wilkinson show in their book ‘The Spirit Level’, countries with higher rates of inequality perform worse against a range of social outcomes – physical health, mental health, drug abuse, education, imprisonment, obesity, social mobility, trust and community life.

  • However, unless we are to engage in a radical economic transformation which drastically increases common ownership of economy, it is unlikely that Universal Basic Income on its own will do more than lock us into our current predicament. In the meantime, we need to look for equally radical policies which make a much more material difference to the lives of those on low incomes and who suffer from structural inequalities. Proponents of UBI need to go big or go home.

The result is an aspirational history for a reformed human rights movement, a history of roads not taken - with respect to equality, in particular, which Moyn elevates to the 'original' position - that can still be reclaimed.  Not Enough lacks the skepticism that Moyn employed so effectively in The Last Utopia to explain how disconnected contemporary human rights was from its claimed antecedents and undermines arguments in both books. In addition, by not heeding his own lessons from Last Utopia, Moyn understates the emergent human rights movement's inability to contest what became neoliberalism. As someone who confronted those issues at the time, it is harder to dismiss the claims of complicity."

    Similar levels of income inequality may coexist with completely different distributions of capital and labor incomes. This column introduces a new measure of compositional inequality, allowing the authors to distinguish between different capitalist societies. The analysis suggests that Latin America and India are rigid 'class-based' societies, whereas in most of Western European and North American economies (as well as in Japan and China), the split between capitalists and workers is less sharp and inequality is moderate or low. Nordic countries are 'class-based' yet fairly equal. Taiwan and Slovakia are closest to classless and low inequality societies.

  • The internet’s low-cost transmission can just as easily create information empires and robber barons as it can digital democracy and information equality. The growing value of being able to mine and manipulate huge data-sets, to generate predictions about consumers’ behaviour and desires, creates a self-reinforcing spiral of network effects. Data begets more data, locked down behind each company’s walls where their proprietary algorithms can exploit it for profit.
  • Today, the equivalent gesture might be to turn away from private monopolies to fund innovation and creativity. What matters is who owns information, not just the infrastructure by which it is distributed. Digital technology must be combined with concrete actions that protect openness across the spectrum, from maps to medicines, from software to schools. Better that we do it through public institutions, instead of relying on mavericks and martyrs.

He quotes, for example, the historian Juliet Schor’s view of working life in the Middle Ages: “The medieval calendar was filled with holidays …These were spent both in sober churchgoing and in feasting, drinking and merrymaking …All told, holiday leisure time in medieval England took up probably about one third of the year. And the English were apparently working harder than their neighbors. The ancien régime in France is reported to have guaranteed fifty-two Sundays, ninety rest days, and thirty-eight holidays. In Spain, travelers noted that holidays totaled five months per year.”
  • Reading this took me back to a childhood fed by TV programmes like the BBC’s Tomorrow’s World, which had informed me that by now robots would be doing all the menial work, leaving humans free to relax and enjoy an abundance of leisure time. So it came as a shock to realise that the good folk of the Middle Ages were enjoying far more of it than we are in our technologically-advanced society. What gives? Fleming explains, “In a competitive market economy a large amount of roughly-equally-shared leisure time – say, a three-day working week, or less – is hard to sustain, because any individuals who decide to instead work a full week can produce for a lower price (by working longer hours than the competition they can produce a greater quantity of goods and services, and thus earn the same wage by selling each one more cheaply). These more competitive people would then be fully employed, and would put the more leisurely out of business completely. This is what puts the grim into reality.”
