    COVID-19 is a wicked problem for policy makers internationally as the complexity of the pandemic transcends health, environment, social and economic boundaries. Many countries are focusing on two key responses, namely virus containment and financial measures, but fail to recognise other aspects. The systems approach, however, enables policy makers to design the most effective strategies and reduce the unintended consequences. To achieve fundamental change, it is imperative to firstly identify the "right" interventions (leverage points) and implement additional measures to reduce negative consequences. To do so, a preliminary causal loop diagram of the COVID-19 pandemic was designed to explore its influence on socio-economic systems. In order to transcend the "wait and see" approach, and create an adaptive and resilient system, governments need to consider "deep" leverage points that can be realistically maintained over the long-term and cause a fundamental change, rather than focusing on "shallow" leverage points that are relatively easy to implement but do not result in significant systemic change

Using extremely short bursts of light, they interrupted this coupling much faster than the timescale of a vacuum fluctuation and observed an intriguing ringing of the emitted electromagnetic field, indicating the collapse of the vacuum state. Their key achievement could improve our understanding of the nature of nothingness-the vacuum of space itself, paving a way toward photonics exploiting vacuum fluctuations. The results are published in the current issue of Nature Photonics.

  • Urban life was Jacobs’s great subject. But her great theme was the fragility of democracy—how difficult it is to maintain, how easily it can crumble. A city offered the perfect laboratory in which to study democracy’s intricate, interconnected gears and ballistics. “When we deal with cities,” she wrote in The Death and Life of Great American Cities (1961), “we are dealing with life at its most complex and intense.” When cities succeed, they represent the purest manifestation of democratic ideals: “Cities have the capability of providing something for everybody, only because, and only when, they are created by everybody.” When cities fail, they fail for the same reasons democracies fail: corruption, tyranny, homogenization, overspecialization, cultural drift and atrophy.

In our research (Acemoglu et al. 2001, 2002) we showed that this, again, had heterogeneous effects. This is because colonialism ended up creating very distinct sorts of societies in different places. In particular, colonialism left very different institutional legacies in different parts of the world, with profoundly divergent consequences for economic development. The reason for this is not that the various European powers transplanted different sorts of institutions – so that North America succeeded due to an inheritance of British institutions, while Latin America failed because of its Spanish institutions. In fact, the evidence suggests that the intentions and strategies of distinct colonial powers were very similar (Acemoglu and Robinson 2012). The outcomes were very different because of variation in initial conditions in the colonies.

  • Finance is an essential component of industrial change because it allows technologies to be developed before they can generate a return. But if finance no longer serves industrial change but instead prioritizes rent-seeking (seeking to increase its share of existing wealth without creating new sources of wealth), creative destruction of the present carbon-intensive industrial system cannot occur. The aim of this article is to investigate this issue through a study of the emergence of one low-carbon industry, solar photovoltaics (PV) in the United States. The focus is on the period after the first oil shock in 1973 until the end of the 1980s. The case is contrasted with the more successful development of the industry in Japan. In the late 1970s, American firms held 90% of the global market share; by 2005, it had declined to under 10%, whereas the Japanese share had risen to almost 50% (9). Changes to corporate governance and organization brought by financialization are identified as major causes of the difference in outcome.

  • The American anthropologist Edward Fischer, paraphrasing Aristotle, said that the good life is ‘a life worth living’, or a journey towards ‘a fulfilled life’. It has to do with happiness but is not limited to it; it’s often – perhaps counterintuitively – linked to commitment and sacrifice, to the work of becoming a particular person. The French philosopher Michel Foucault in 1982 described these practices as technologies of the self. According to Foucault, the self is ‘not given to us … we have to create ourselves as a work of art’. My informants on the streets of Paris were striving – in their own ways – towards being better selves. I came to understand the activities, processes and routines that they engaged in – begging, making a shelter, accessing temporary housing, etc – as practices of the self geared towards a better life, as practices of homemaking on the street, as practices of hope.
  • Aside from François, others I met on the streets of Paris – such as Sabal from India, and Alex from Kosovo – talked about their engagement in such practices of hope. Following them through soup kitchens, drop-in centres, government institutions and homeless shelters, I observed two main ways in which they attempted to push for a better life.
