In some varieties of Hard neck Garlic it produces a seed head. In Elephant Garlic it is a false seed head that just flowers and very seldom if at all produces seeds. We cut them a few days after they emerge and sell them as a delicacy for Gourmet cooks. They only grow on Hard neck Garlic types, and Elephant Garlic. The window to cut these is very small before they go "woody" so we only have them available for 3-4 weeks each year.
