This article is about how when Google changed it's privacy rules to target consumers with specific advertisements, people were fighting it. Now that Microsoft has changed their privacy rules to similar ones as Google, people are just letting it happen. I think Google is seen as the bad guy in this situation.

The map is constructed so that those with more interaction are bigger bubbles. The placement of the bubble is determined by how often it interacts with the other websites. EG. When someone uses Google to get to Facebook, those two bubbles both get bigger and become closer together.
