This isn't a tech innovation issue, this is a cultural issue. Maybe the "advantaged" schools are more likely to support a culture of exploration & free-form learning

I agree. I used to link to them at many of my Free Interne to Libraries but when he got money they got pretty and less useful. I explore the tech issue at my Geekability site.
