Education and other human capital are important in promoting economic growth and a strong position in international markets. The U.S. needs to upgrade its average labor force quality. This paper presents a number of proposals to accomplish this goal that would not require a lot of public spending but would better prepare the U.S. for a world emphasizing information and skills as well as stiffer competition from other countries.
