This doesn't seem to be right, what authority explicitly gave the pope the authority to reign over all other Bishops/ Pastors etc. In modern society, the pope's position has obviously deteriorated. Although i would not go so far as to say that the pope is but a figurehead, it does seem as if that position has lost much of its ancient power.
