The country made "steady progress" towards meeting the remaining criteria needed to conclude the accession talks that began five years ago. However, the commission does not give a target date for accession.
  • Kosovo: Weak judiciary and lack of media freedom Kosovo is reported to have made progress on meeting political criteria and decentralisation has improved. Even though there has been some progress towards eliminating corruption and organised crime, Kosovo continues to suffer from these problems. The commission has mainly expressed disappointment about the state of Kosovo's judicial system and the lack of media freedom – the judiciary remains weak and the appointment of judges is politically influenced.

06.11.10: Albania and Bosnia to get visa-free travel before Christmas - 0 views

  • EU interior ministers are on Monday (8 November) expected to lift visa requirements for Albanian and Bosnian citizens despite limited progress in terms of democracy, the fight against organised crime and corruption in the two countries.
  • To Bosnians and Albanians, the news is sweet after they were left behind last year when Serbia, Macedonia and Montenegro got on the visa-free list. Kosovo, on the other hand, has little prospect of catching up as it is not even recognised by all EU member states. On the EU side, some capitals are unhappy about the developments. The Netherlands is opposing the move, saying there has been too little progress in terms of democratisation, organised crime and corruption in Albania and Bosnia and pointing to the political chaos in both countries. France is also reluctant, fearing a massive influx of migrants. The EU commission has given reassurances that Tirana and Sarajevo will make it clear that visa-free travel is not a ticket to asylum or residence in the EU after problems with Macedonian asylum seekers last year. But even if France or the Netherlands votes No or abstain on Monday, the decision will be adopted by qualified majority. The commission itself shares Dutch concerns. In the 2010 accession progress reports on the two countries, to be published on Tuesday and seen by EUobserver, neither Albania nor Bosnia win much praise. "Bosnia and Herzegovina has made limited progress in addressing key reforms. Incompatibilities between the Bosnian constitution and the EU convention on human rights were not removed, despite the ruling of the European Court of Human Rights," the document says. It also criticises Bosnia for lacking "a shared vision by the leaders on the overall direction of the country and on key EU-related reforms." On Albania, it says the political stalemate after 2009 elections is the biggest obstacle to progress. It adds that Albania has made too little headway to be granted the status of EU candidate country, for which it applied in 2009. "Activities of organised crime groups in Albania, having impact outside of the country, remain an issue of serious concern. Further strenghtening of co-operation at the international level is necessary, including in particular with neighbouring countries," it says.

03.11.10: EU leaders back 'limited' treaty change, budget cap - 0 views

  • Britain and other European Union countries put their weight behind Franco-German calls for tougher eurozone rules at a summit today (29 October), agreeing on "limited" changes to the EU's main treaty in return for a cap on the EU budget.
  • Officials struggled to deliver the message that legal tricks could accommodate both Germany's push for treaty change and conflicting calls from several other countries which had rejected the idea. Regarding treaty change, the key word is "simplified", officials explained. A simplified provision, enshrined in Article 48, Section 6 of the Lisbon Treaty, allows member countries to unanimously adopt a decision amending all or part of the main elements of the Treaty on the Functioning of the EU (TFEU), which governs how the Union carries out its work. Such a procedure would avoid the need to call a constitutional convention, experts explained. In addition, the European Parliament would only be "consulted" instead of enjoying full voting rights as part of the normal co-decision procedure. The changes to the treaty are to be settled by mid-2013, before the expiry of the present emergency fund agreed earlier this year to deal with crises such as the one that hit Greece. The objective is to replace that with a permanent mechanism. The simplified treaty change procedure will not enter into force until it is approved by member states in accordance with their constitutions. Most EU countries are expected to ratify the decision by a simplified procedure in their parliaments. As for Ireland, it remains unclear whether a change effected in this way would require another referendum.
  • UK Prime Minister David Cameron appears to have been instrumental in forging a deal, lending his backing to Franco-German calls for treaty change in return for keeping a lid on the EU's 2011 budget. 11 member states, including Britain, France and Germany, will send a letter to the European Commission and Parliament today saying that their plans to increase the EU budget by 5.9% in 2011 are "especially unacceptable at a time when we are having to take difficult decisions at national level to control public expenditure". The letter was signed by the leaders of the UK, Germany, France, the Netherlands, Sweden, the Czech Republic, Denmark, Austria, Finland, Slovenia and Estonia. The bloc's finance ministers had earlier voted for a limited increase in the EU budget of 2.9%. "We are clear that we cannot accept any more than the 2.9% increase proposed by the finance ministers," the leaders say in the letter. Cameron argued that a planned increase in the EU budget would cost his country's taxpayers the equivalent of one billion euros. The 2.9% rise would still cost them £435m (500m euros). Parliament to fight back By agreeing to cap the budget, EU leaders set themselves on a collision course with the European parliament, which has the power to approve or reject the proposed budget. Negotiations between the European Parliament and the Council, which represents the 27 member countries, over the EU's 2011 budget kicked off on 27 October (see 'Background'). "If Cameron is prepared to give up the British rebate [...] then we can for sure discuss a reduction of the budget," said Martin Schulz, leader of the Socialist & Democrats group in the European Parliament, speaking to EUX.TV, the European policy news channel powered by EurActiv. "The European budget is not to be compared with national budgets," said Schulz. "There are no own resources. We have no European taxes. We have no own money. It is money coming from the member states. We can make no debts. The British budget must be reduced because there is enormous debt. Europe has no debts," he said.

02.11.10: Nightmare scenario of Dutch referendum returns to haunt EU - 0 views

  • The nightmare scenario of another referendum on a change to the EU treaty in the Netherlands, five years after the country rejected the bloc's proposed constitution, could return to haunt European leaders, with the hard-right Dutch Freedom Party (PVV) of Geert Wilders on Tuesday (2 November) announcing it is considering proposing just such a vote.
  • MP Louis Bontes of the anti-immigrant PVV, which is part of the governing coalition pact, said his faction in the parliament may push for a referendum if the penalties for countries in breach of new EU fiscal rules are not strict enough.
  • The left-wing Socialist Party, one of the leaders of the No campaign in 2005 against the EU constitution, claiming that the dud EU charter had favoured the interests of businesses over citizens, has already endorsed the idea that another referendum should be called. On Friday, MP Harry Van Bommel, the party's spokesman for EU affairs and the deputy chair of the parliament's standing committee on the same subject, said that if a treaty change is approved by the European Council, it will call for a referendum. "We are very happy to have the support of the PVV in our push for a referendum," he told EUobserver, "and that they are willing to look into the issue as well." Mr Van Bommel was keen to stress that his party's opposition to the treaty change was for different reasons to that of the PVV. "They are more concerned that we not pay out to poorer countries whereas we are more worried that the proposed changes limit a nation's policy space in the social arena," he explained.

29.10.10: 'Small, small, small' EU treaty change to deliver 'quantum leap' - 0 views

  • European leaders have given way to German demands for a change to the European treaties, but the procedure for the change and its size has been calculated explicitly to avoid the danger that it could provoke referendums in some EU states.
  • Viritually all EU member states had vehemently opposed any treaty change going into the summit, but in the end they were convinced by Germany's need for the change in order to avoid a legal clash with its Karlsruhe-based Constitutional Court. The leaders agreed to construct a permanent crisis mechanism to fill the void left when the existing but temporary €110 billion bail-out package for Greece and €440 billion fund set up for the eurozone as a whole expire in 2013. According to diplomats, it is currently unclear whether this new mechanism would involve participation of eurozone members alone or the full 27 EU member states, including those who do not use the euro. Germany is worried that any permanent structure could run afoul of treaty rules forbidding EU bail-outs of member states and be struck down by the country's strict Constitutional Court, thus opening the euro once again to an assault by markets as occurred in the spring. Caught between the need for a structural change and their fear of both the activism of Karlsruhe and the growing euroscepticism of citizens, the other leaders signed off on the move only so long as the change envisaged was "small, small, small - the smallest possible ... in order to ensure there is no possibility of referendums," in the words of a Danish diplomat speaking to EUobserver. The method EU leaders chose to achieve the change will be via what is called the "special revision procedure," introduced by the Lisbon Treaty, under which the treaty can be amended by the European Council alone, so long as there is unanimity and the changes do not extend the competences of the European Union.

28.10.10: Buzek clashes with EU leaders over 'un-European' budget - 0 views

  • A compromise on the 2011 EU budget is likely to coalesce around a three-percent increase compared to this year's spending after a vivid discussion among EU leaders and the European Parliament's chief about the rationale of raising the figure when most capitals are being forced to cut their own budgets.
  • The meeting, which usually consists of EU Parliament chief Jerzy Buzek reading out a statement and then leaving, took an extra hour to wrap up, as British Prime Minister David Cameron intervened to counter the parliament's plea for a six percent increase in the EU budget. Roughly a dozen other leaders then intervened as well, mostly backing the British premier. The Belgian and the Greek prime ministers were among the few who supported Mr Buzek's plea.
  • He also underlined that the parliament is willing to compromise on the six-percent figure, as long as there is "serious talk" about ensuring future funding for the EU's old and new policies. The Lisbon Treaty, he argued, had created new tasks for the EU: "More responsibilities means more funds." "It is absolutely necessary to have a compromise and finish [budget talks] in three weeks and then we want to start a serious discussion about future funding of EU policies. This is about the future of the EU itself. When we talk about cuts, we also have to think about the cost of non-Europe, of not having the added value of the EU."

28.10.10: EU leaders give green light to tweak treaty in order to allow for the creatio... - 0 views

  • European Union leaders have come to a consensus that the bloc's treaty must be changed, although only in a limited fashion, in order to allow for the creation of a permanent bail-out fund for member states. "Today we took important decisions to strengthen the euro," European Council President Herman Van Rompuy told reporters at a press conference in the early morning hours of Friday (29 October).
  • Initially horrified at the Franco-German demand for a wholesale re-writing of the EU rulebook only a year after the Lisbon Treaty had been approved, the other EU leaders are now warming to the idea of a "limited" tweaking of the treaty in a way that they hope will avoid major political fall-out. "Heads of state and government agree on the need for member states to establish a permanent crisis mechanism to safeguard the financial stability of the euro area as a whole and invite the president of the European Council to undertake consultations with the members of the European Council on a limited treaty change required to that effect," the draft conclusions of a two-day summit in Brussels read.
  • "No country is opposed in principle to a moderate treaty change but they want to know what the political and legal consequences of this would be," said one source close to the discussions. Two moves have been tentatively agreed. EU Council President Herman Van Rompuy is to be tasked with exploring whether such a limited change can be done via a simplified revision procedure, in which EU leaders can make the change without having to call a full Intergovernmental Conference (IGC) - involving negotiations between the governments, consultations with the European Parliament and the participation of the European Commission, which could open a Pandora's Box of other new proposals. Mr Van Rompuy would also explore whether legally this can be done without the tweak having to be presented to national parliaments for approval, which would almost certainly grind down the process, or even further, whether such a move would provoke referendums in some countries, notably Ireland, which maintains a constitutional requirement that any shift in powers from Dublin to Brussels be approved in a vote by the people. He would report back to the European Council in December.

Parliament warns EU summit against backroom deals - 0 views

  • Ahead of an EU summit opening today (28 October), Liberal group leader Guy Verhofstadt warned that the European Parliament was determined to use its new powers under the Lisbon Treaty and would not let economic governance plans be "diluted" by Germany and France.
  • But Verhofstadt, who leads the Parliament's Liberal group, warned that such backroom deals were now over. The European Parliament, he said, would have full co-decision powers on legislative proposals that will come out later in the year to flesh out the EU's new economic governance. His warnings were echoed by other political groups in Parliament, including the centre-right European People's Party (EPP), which commands the largest number of seats in the Strasbourg assembly. Iñigo Mendez De Vigo, a Spanish MEP in charge of institutional issues at the EPP, said he welcomed the Task Force's proposals. But he added that "they should take into account that the European Parliament is now co-legislator and will play its full part in defining the reforms to come".  "I regret that the French-German proposal does not even mention the European Commission, which also has a say on this issue," De Vigo said, adding the Parliament should also be more involved. The Greens, the fourth largest group in Parliament, also backed the Liberals and the EPP, in a move which could herald a long battle with member states over the economic reform plans. The Parliament "will be a co-legislator on four of the six legislative proposals" on economic governance, said Belgian MEP Philippe Lamberts, saying his group was "in favour of a more ambitious and broader economic framework than the Commission and Council". Verhofstadt said he hoped this new battle would not take nine months, referring to the time it took to pass a recent package of financial supervision laws through the assembly.
  • In a statement, Verhofstadt detailed the three key areas where the Task Force had diluted the Commission's initial proposal and on which he said Parliament was ready to pick a fight. First, the Commission had proposed to impose sanctions on member countries with excessive deficits or severe imbalances at an earlier stage, without delay. By contrast, the Task Force argues that a political decision should be taken on the proposed sanctions, meaning that they could be blocked by a country capable of putting together a blocking minority. The result is that there will be no preventive procedure and therefore no sanctions, the liberal group leader warned. Second, the Task Force foresees a "double filter" for decision-making, involving a political recommendation by the Council before the Commission can take action. In practice, this means the Commission will be allowed to take sanctions only after a certain period, Verhofstadt said. Finally, while the EU executive had proposed that corrective action or sanctions be initiated directly by its own services, the Task Force called instead for a recommendation that would need subsequent backing by the bloc's 27 finance ministers. "It's easy to change a recommendation, and far more difficult to change a proposal by the Commission, because in that case you need unanimity," Verhofstadt explained.

28.10.10: Battle over treaty change divides Europe ahead of summit - 0 views

  • Just one year after the second Irish referendum on the Lisbon Treaty - one of the most bitter political battles in EU history - France and Germany are coming into an EU summit ready to pitch the idea of rewriting the legal pact. As the premiers and presidents of the bloc's 27 states arrive in Brussels on Thursday (28 October) for a two-day summit intended to endorse new fiscal rules, a last-minute deal between two of the EU's most powerful countries has caused shocked and anger across the continent.
  • Last week at a bilateral pow-wow in Deauville, France, President Nicolas Sarkozy and German Chancellor Angela Merkel cut a deal in which Berlin backed Paris in its desire to water down sanctions to be imposed on excessive-spending EU countries. In return, Paris endorsed Berlin's push for a change to the EU treaty in order to set-up an EU bailout fund and default mechanism. Ms Merkel is adamant that her country cannot endorse a repeat of the emergency bail-outs cobbled together this spring. Germany is the main bankroller of the €110 billion loan to Greece and of the European Financial Stability Fund (EFSF), the yet-to-be-tapped €440 billion rescue mechanism for the eurozone as a whole. Both of these funds have an expiry date of 2013 and Berlin is looking to see that something more substantial replaces them before then. The default mechanism would signal to investors that they, rather than taxpayers alone, would be on the hook for at least part of the costs of the bankruptcy of a country. The mechanism is designed to deal with sovereign defaults without setting off a cascading panic in the markets similar to the Greek debt crisis that shook Europe in spring. The idea is highly controversial, with even the reticent European Central Bank chief Jean-Claude Trichet voicing steadfast opposition.

26.10.10: Serbia rushes to launch accession talks - 0 views

  • The EU moved closer to starting accession talks with Serbia yesterday (25 October) after overcoming long-standing opposition from the Dutch government. Belgrade said a "new era" in its history had begun. BETA, EurActiv's partner in Serbia, contributed to this article.
  • Meeting in Luxembourg, EU foreign ministers found a formula to unblock the launch of accession talks with Serbia. The diplomatic jargon adopted accommodates the Netherlands' demand that any further step in Serbia's EU accession must be conditional on Belgrade's cooperation with the International Criminal Tribunal for the former Yugoslavia (ICTY). The move became possible after Belgrade agreed to engage in talks with Kosovo, its former province, whose declaration of independence in 2008 Serbia does not recognise. Dutch Foreign Minister Uri Rosenthal said he was satisfied that the compromise text had put "pressure" on Serbia to fully cooperate with the ICTY. Steven Vanackere, Belgium's foreign minister, whose country holds the rotating EU presidency, praised the "good balance" of the text. In fact, Belgium made a huge contribution to successfully reaching the compromise. It had to step aside from its own national position as its duty at the EU’s helm is to seek a common position. Jean de Ruyt, Belgium's EU ambassador, told EurActiv that his country's stance on the need for full cooperation with ICTY mirrored the Dutch view.

25.10.10: Serbien kommt EU-Beitritt ein kleines Stück näher - 0 views

  • Die Europäische Union hat Serbiens Öffnung für Gespräche mit seiner abtrünnigen ehemaligen Provinz Kosovo belohnt und eine weitere Hürde auf dem Weg des Balkanlandes in die EU beiseite geräumt. Die EU-Außenminister beschlossen am Montag in Luxemburg einstimmig, die EU-Kommission mit einer Stellungnahme zum Beitrittsgesuch Serbiens zu beauftragen. Sollte diese positiv ausfallen, stünde als nächstes eine Entscheidung über den Beginn von Beitrittsverhandlungen an. Serbien hatte sich im September zu einem Dialog mit der Regierung im Kosovo bereiterklärt und darauf verzichtet, in den Vereinten Nationen neue Verhandlungen über den Status des Kosovo zu fordern. Die EU unterstrich zugleich, dass die vollständige Kooperation der Regierung in Belgrad mit dem internationalen Kriegsverbrechertribunal in Den Haag eine unerlässliche Bedingung für eine Aufnahme in die Gemeinschaft ist. Konkret fordert die EU die Festnahme des ehemaligen serbischen Militärchefs in Bosnien Ratko Mladic, einer der Verantwortlichen für den Bosnien-Krieg, sowie des ehemaligen serbischen Politikers in Kroatien, Goran Hadzic. Auch er wird als Kriegsverbrecher gesucht. Mladic wird schon lange in Serbien vermutet. UN-Chefankläger Serge Brammertz hatte Serbien im Juni vorgeworfen, die Ergreifung Mladics nicht gezielt zu verfolgen. Brammertz regelmäßige Berichte über Serbien sind eine wichtige Entscheidungsgrundlage für die EU-Außenminister. "Wenn wir ihn heute finden, werden wir ihn noch heute festnehmen", sagte der serbische Vize-Ministerpräsident Bozidar Djelic in Luxemburg. Die EU-Außenminister bekräftigten, dass jeder einzelne Schritt im Aufnahmeverfahren von der vollständigen Kooperation mit dem Tribunal abhänge und einstimmig von den 27 EU-Staaten beschlossen werden müsse. Darauf bestanden die Niederlande. Sie sind gegenüber Serbien besonders strikt. Zum einen hat das UN-Tribunal seinen Sitz in den Niederlanden. Außerdem waren es die niederländischen UN-Blauhelm-Truppen, die das Massaker an den rund 8000 Bosniern in der UN-Schutzzone Srebrenica 1995 nicht verhinderten.

23.10.10: EU to move ahead on Serbia accession, add tough conditions - 0 views

  • EU foreign ministers meeting in Luxembourg on Monday (25 October) will invite the European Commission to submit its opinion on Serbia's application for EU membership. But the ministers' conclusions, seen by WAZ.EUobserver, are to say bluntly that Serbia cannot go further toward EU accession without the arrest of war crimes suspects Ratko Mladic and Goran Hadzic and a constructive approach in the upcoming dialogue with Kosovo.
  • After two nights of long and tiring talks, the representatives of 26 EU countries and the Netherlands on Friday agreed the final text of the ministers' communique. The compromise consists of several elements: Ministers will voice strong support for Serbian president Boris Tadic; they will say Belgrade's attitude toward Kosovo is a key condition for further Serbian EU integration; and they will make clear Serbia cannot obtain official EU candidate status unless all EU member states, including the Netherlands, agree on a positive assessment of its co-operation with the Hague War Crimes Tribunal (ICTY), based on ICTY chief prosecutor Serge Brammertz' reports.

21.10.10: EEAS to be born on Lisbon Treaty anniversary - 0 views

  • In the presence of a smiling Catherine Ashton, the European Parliament yesterday (20 October) approved by an overwhelming majority the last three legislative texts required to launch the European External Action Service (EEAS) on 1 December 2010, the day of the first anniversary of the Lisbon Treaty.
  • The Parliament in Strasbourg passed the Staff Regulation, the Financial Regulation and the EEAS 2010 budget, clearing the way for High Representative Catherine Ashton to appoint the senior managerial team of the new EU diplomatic service. The appointment of the dozen high officials is expected to facilitate the selection of candidates for some 80 middle-management positions, which are also up for grabs in a first wave of recruitment. However, the selection process so far has left a bitter after-taste, with many capitals strongly pushing for their candidates in the hope of gaining influence in the new body from the first day. When fully operational, the EEAS is expected to provide attractive employment to some 6,000 people worldwide. The ambassador of a member country, who asked not to be named, told EurActiv the EEAS was becoming "the home of the high-flying protégés of governments in power".

20.10.10: Full speed ahead on EU diplomatic corps after Strasbourg vote - 0 views

  • The European Parliament on Wednesday (20 October) adopted by a crushing majority new budgetary and staff regulations for the European External Action Service (EEAS), clearing the last legal hurdle for the launch of the new institution. "It's a historic vote. We're all one happy family now," an official in the entourage of EEAS chief Catherine Ashton told EUobserver.
  • Ms Ashton is also close to a compromise with the parliament's foreign affairs committee on hearings for new EEAS ambassadors. The diplomats are likely to face parliament questions in early December, after receiving full accreditation from their host countries. Ms Ashton wants the hearings to be held for the most part behind closed doors. Following the vote on Wednesday, the foreign affairs MEPs have little leverage to use against her. Details of the parliament vote on three separate EEAS reports saw the compromise deal get through by over 500 votes in each case against no more than 51. The budget-and-staff package envisages detailed parliamentary oversight on EEAS hiring and firing of diplomats in foreign missions but not on EU member states' spending of the €3-billion-a-year European Development Fund or on military missions. It stipulates an "appropriate and meaningful presence of nationals from all the member states" but not quota-type targets for nationals from new EU countries, as called for by Polish centre-right MEP Jacek Saryusz-Wolski, who tried to put a positive spin on developments in an emailed statement on the day.

  • October 19th 2010: European Council President Herman Van Rompuy officially visited Montenegro for the first time where he met with Prime Minister Milo Djukanovic, President Filip Vujanovic and Parliament President Ranko Krivokapic. He discussed with Montenegrin officials about cooperation, reforms in Montenegro, the forthcoming European Commission opinion on Montenegro, EU membership and other regional matters.
  • Member of the European Parliament and rapporteur on Montenegro Charles Tannock also visited Podgorica a few days ago, on October 15, for talks on Montenegro - EU relations and potential membership. Montenegrin PM told Mr Tannock that he expects a positive opinion from the European Commission in early November. He explained that by ‘positive opinion’ he means a recommendation for Montenegro to become an EU candidate country and a recommendation, conditional or not, for the opening of EU accession talks in the near future. Mr Tannock said that the EU should make no demands for an unreasonable delay before opening negotiations with Montenegro, adding that Macedonia’s situation should not be a general model for the enlargement process. He pointed out the importance of judging every aspiring EU member on their own merits, rather than all grouped together. He also said “And in the regatta, which I think will now ensue, Montenegro remains a good news story. Even if that generates a little bit of envy from one or two of your neighbors.” Montenegrin  PM pointed out that he considers wrong the concept of simultaneous accession of Serbia, Kosovo, Bosnia & Herzegovina and Montenegro to the European Union, and he prefers the ‘regatta model’ in EU enlargement. He told newspaper “Pobjeda” that he believes idea of simultaneous accession is not the right concept. “If you try to force the package, this is like a train, which in the Balkan case adjusts the speed to the slowest car”, said Djukanovic.

19.10.10: Spectre of treaty change accompanies new eurozone agreement - 0 views

  • Eurozone finance chiefs have backed new rules for stricter fiscal discipline, including automatic penalties. Meanwhile, France and Germany have spoken out in favour of a permanent bail-out fund that would require a change to the EU treaties. Under the previous set-up, eurozone governments which flouted rules limiting the size of their public deficit could only be sanctioned following a majority decision by their peers. As a result, scofflaws regularly got away without punishment.
  • The new "reverse majority" system agreed in Brussels on Monday (18 October) flips the framework on its head, with penalties automatically applied unless a majority of states oppose the move. Governments will be given a six-month period of grace in order to fix their excesses in a softening clause pushed through by France. Paris, as well as Warsaw and Rome had initially opposed the idea of automatic sanctions, while Germany insisted any reforms would not be credible unless they had some teeth.
  • This move would require an EU treaty change agreed by a fresh inter-governmental conference, coming hot on the heels of the newly-agrees Lisbon pact.

14.10.10: EU states and MEPs clash over international talks - 0 views

  • Member states are considering taking the EU Parliament to court if it does not back down on demands for new powers on EU foreign policy and international agreements, EUobserver has learnt. Ambassadors representing member states at a meeting in Brussels on Wednesday (13 October) signaled their discontent over an inter-institutional agreement between the European Commission and the EU legislature which may give fresh powers to euro-deputies, especially when it comes to international negotiations on behalf of the EU.
  • The draft report, according to an analysis by the council of ministers' legal services, could lead to a stand-off between EU institutions if adopted as such next week in Strasbourg. "The court option is not off the table," one EU source said. Ambassadors will come back to the matter in their meeting next Wednesday, following the MEP's vote in the plenary. The crux of the matter is to what extent MEPs can be part of EU delegations to multilateral and bilateral meetings and negotiations with other countries. According to the draft, the Parliament wants to have its representatives guaranteed participation in all multilateral, but also bilateral agreements "of particular political importance" - for instance on trade or fisheries.

    The European Parliament has won the right to look into the nitty gritty of spending in foreign delegations in the EU's new diplomatic service amid mild alarm over rising costs. The provisional agreement was put together at an informal meeting between MEPs, EU officials and member states on Monday (11 October) and represents an easing of tensions between the assembly and Catherine Ashton's office after a dispute over diplomatic appointments last week.

10.10.10: Rethinking needed after Bosnian elections - 0 views

  • In my earlier article - Bosnia on the road to the EU, sorry to Dissolution - I described a bit the background and made some small forecast about outcome which seems to be not so far away from reality. Now elections are held and most votes counted. Turnout in the vote — the sixth general elections in Bosnia since the end of the 1992-95 war - was some 56 percent, the highest since 2002 (in 2006 the turnout was 55.3 percent).The Organization for Security and Co-operation in Europe (OSCE) has assessed that the elections were generally in line with international standards for democratic elections, although certain areas, including ethnicity and residence-based limitations to active and passive suffrage rights, require further action.
