    The draft European constitution sought to legitimate the EU by inducing more popular deliberation about Europe's future. This strategy was doomed to failure because it is inconsistent with basic empirical social science about how advanced democracies work. Salient political rhetoric and increased opportunities to participate do not, as a rule, generate more intensive and informed public deliberation or greater public trust, identity and legitimacy - particularly where the issues in question are not highly salient. Two conclusions follow. First, the failure of constitutional reform is, paradoxically, evidence of the success and stability of the existing "European constitutional settlement." The rhetoric of federalism has not changed to reflect this new reality. Second, prescriptive analysis of real-world constitutional reform requires that normative theorists draw more heavily on empirical social science in order to ascertain to what extent institutions actually have the consequences ideally ascribed too them.

  • Hintergrund:Am 8. November 2006 hat die Kommission ihren Fortschrittsbericht zur Türkei sowie eine Mitteilung zur künftigen Erweiterungsstrategie der EU vorgelegt. Der Fortschrittsbericht übt scharfe Kritik an dem nachlassenden Reformtempo und dem mangelnden Fortschritt bei den Menschen-, Bürger- und Minderheitenrechten und fordert zudem eine Justizreform zur Sicherstellung der Redefreiheit sowie eine Lösung in der Zypern-Frage.Kernfragen:Die Kommission warnt in ihrem Bericht davor, dass Auswirkungen auf den gesamten Verhandlungsprozess zu erwarten seien, sollte die Türkei weiterhin nicht ihrer Verpflichtung nachkommen, ihre Häfen und Flughäfen für den Verkehr aus Zypern zu öffnen. Die Kommission werde die Entwicklungen beobachten und eine entsprechende Empfehlung im Vorfeld des Dezember-Gipfels der europäischen Staats- und Regierungschefs aussprechen.Erweiterungskommissar Olli Rehn unterstrich noch einmal die Möglichkeit einer Aussetzung der Beitrittsverhandlungen: Dies sei die letzte Chance, Bewegung in die Zypern-Frage zu bringen, so der Kommissar.
