01.09.09: Swedes plan big bang institutional summit in October - 0 views

  • - Sweden is hoping to clear up the EU's distracting institutional issues in one grand summit next month in order to drag the union's focus back to pressing international issues.

    Speaking to MEPs on Tuesday (1 September) Cecilia Malmstrom, Sweden's Europe minister, said: "Our aim is - if everything goes smoothly and the Lisbon treaty is adopted - that at the October council ...we can decide on all the institutional issues."

    The gathering of EU leaders at the end of next month should appoint the new list of commissioners, the new EU foreign minister and the president of the European Council.

    According to Mrs Malstrom, the summit should also agree a "loose framework" for the EU's fledgling diplomatic service.

23.06.09: EU delivers fresh warning to Bosnia - 0 views

  • Bosnian leaders should improve the political climate in their country and bring a halt to their inflammatory rhetoric or they risk slowing down Bosnia's European Union integration, both the EU and NATO said in a new warning to Sarajevo on Monday (22 June).
  • "The Council [EU member states] expressed concern at the unconstructive political atmosphere and the recent actions challenging the Dayton Peace Agreement. The Council called upon all the political leaders in Bosnia and Herzegovina to refrain from nationalist rhetoric, and genuinely focus on bringing forward the necessary reform agenda in the general interest of the country and its citizens," EU foreign ministers gathered in Luxembourg said on 15 June. The ministers also re-affirmed the EU's commitment to a stronger role in Bosnia and said the transition from the Office of the High Representative to a re-inforced EU presence "could be within reach in the months ahead."

  • ‘Adoption of the Resolution on strategy of the EU enlargement by the European Parliament is an exceptionally positive event for Serbia. Still, future decisions by the EU ministers should not be prejudiced’, Bozidar Djelic, Serbia Deputy Prime Minister for European integration said yesterday. This moderate reaction to decision by the European Parliament to accept as an obligation the EU enlargement onto the West Balkans and to request from the EU Council urgent unblocking of the transient trade agreement between Serbia and the EU is only on the surface while under it there is a hectic and increasingly successful activity by Serbian diplomacy leading towards filing of application for the EU membership even as early as in 2014. The decision over unblocking of the SAA is to be made at the EU summit scheduled for December 10. Until then Serbian officials have to do a lot of work. Thus, within diplomatic initiative in Brussels, Serbia President shall attend the meeting of ministers deciding on visa suspension on November 30. After that the Foreign Minister Vuk Jeremic is to meet with his EU counterparts at the OSCE meeting in Athens on December 2. The USA Secretary of State Hilary Clinton is expected to come to the meeting. She recently openly supported unblocking of the SAA with Serbia. A day earlier the Chief prosecutor of the Hague Tribunal Serge Brammertz shall present to the UN Security Council the most positive report ever on cooperation by Serbia with the Hague Tribunal. Minister Jeremic shall visit Brussels on December 7 and 8 when the EU ministers are to decide on the SAA unblocking. He shall speak at the Summit on December 10. A day before the summit Deputy Premier Djelic is to meet with the Foreign Minister of Spain, a chairing country and with the EU enlargement commissioner. Serbia President Boris Tadic said that ‘Serbia shall file application for membership after unblocking of the transient trade agreement’. According to his words the time for candidacy shall come when it is clear that our application is going to be accepted.

  • European leaders have finally given the green light for Iceland to begin EU accession negotiations, but the Dutch Prime Minister has indicated it will be hard for the country to join if it does not pay for losses incurred in the Icelandic banking collapse. Mid-afternoon on Thursday (17 June), the summer European Council in Brussels signed off on language approving the start of official talks. The British and the Dutch insisted however on wording that made implicit mention of the ongoing banking dispute.

08.07.10: EU takes 'historic' step on new diplomatic service - 0 views

  • Foreign relations chief Catherine Ashton will turn her attention to choosing the top officials and the main building for the European External Action Service (EEAS) after the EU Parliament approved the legal blueprint for the new body. MEPs in a landslide result in Strasbourg on Thursday (8 July) backed the final EEAS set-up by 549 votes against 78 with 17 abstentions.
  • The EEAS today boils down to Ms Ashton and a team of 30-or-so officials in one corridor on the 12th floor of the European Commission building in Brussels, struggling to work with EU experts in the commission's Charlemagne building next door, the EU Council building across the road and dozens of other bureaus. From 1 December, she will take command of some 1,500 officials housed under one roof in the heart of the EU quarter in Brussels, as well as 800 EU diplomats in the EEAS' 136 foreign embassies.
  • In a sign of tension in the Lisbon-Treaty-era EU, French Prime Minister Francois Fillon and Spanish foreign minister Miguel Angel Moratinos defended member states' prerogatives in Strasbourg on Tuesday. Mr Fillon reportedly said it is a "red line" for Paris that member states will take foreign policy decisions, while Ms Ashton will simply "implement" them. Mr Moratinos said that in some cases, such as human rights in Cuba, bilateral diplomacy is more effective than EU-level action. For his part, the leader of the Liberal group in the parliament, Belgian MEP Guy Verhofstadt, on Wednesday attacked the "19th century" mentality of "nation states." "What century are we living in? Terrorism, does that stop at borders? Climate change? Migration?" he said.

EU parliament to arm-twist Ashton on appointments for the EEAS - 0 views

  • Two senior MEPs have indicated that the European Parliament will leverage its legal powers to make sure Catherine Ashton gets the "right balance" of top people in the diplomatic corps. Ms Ashton, the EU foreign relations chief, is getting ready to unveil her nominations for 31 heads of mission and deputy heads of mission for EU embassies abroad, as well as a further 80 senior diplomatic postings and the top 20-or-so administrative jobs in the European External Action Service (EEAS).
  • A parliament negotiator on the EEAS regulations, German centre-right MEP Elmar Brok, told EUobserver that another big chunk should go to European Commission candidates so that the EEAS becomes a genuine EU body instead of an inter-governmental one. "There needs to be a proper institutional balance. If all the posts come from the member states and the Council, then we will have a problem," he warned. He added that parliament aims to call around 10 out of the top diplomatic nominations for hearings: "If someone goes before the European Parliament and it is a total disaster, then it will be difficult for Ms Ashton to keep them."

  • The European Union's new ambassador to the United States has presented his credentials to President Barack Obama in Washington, formally assuming his position in the process.  Joao Vale de Almeida formally became the new European Union ambassador to the United States on Tuesday after handing over his credentials to President Barack Obama in Washington. Vale de Almeida is the first EU ambassador to the US since the reforming Lisbon Treaty came into force on December 1, 2009. The Lisbon Treaty aims to enhance the EU's capacity to operate more effectively and act more cohesively in matters of foreign affairs and security. Prior to the Lisbon Treaty, the position of ambassador to the US was held by the rotating EU presidency, which changed hands every six months. Vale de Almeida's duties will include representing the European Commission President Jose Manuel Barroso and President of the European Council Herman van Rompuy. "I'm the first new type of ambassador for the European Union anywhere in the world," Vale de Almeida told news agency Agence France-Presse after the credentials ceremony at the White House. "I'm supposed to have a wider mandate than my predecessors," he said. "Our delegations now cover a wide spectrum of issues well beyond the economic dimension, trade dimension and regulatory dimension, to cover all policies in the union, including foreign policy and security policy."

26.07.10: Push for Serbia EU accession speed-up in wake of Kosovo court ruling - 0 views

  • A number of EU states are in favour of speeding up Serbia's EU accession process in the wake of Belgrade's loss at the International Court of Justice over Kosovo's declaration of independence. The foreign ministers of Italy, Slovakia and Austria pushed for such a move heading into Monday's meeting of EU foreign ministers, the first time EU governments discussed the implications of the ICJ's finding last week.
  • Ahead of the day's meeting, Italian foreign policy chief Franco Frattini told reporters: "At a time when we should understand Serbia's disappointment ... we need to help a sincere pro-European like [Serbian President Boris] Tadic with very positive message." On 22 July, the International Court of Justice in the Hague opined that Kosovo had not violated international law by declaring independence in 2008. "It could not have been today ... but the very positive message would be the handing over of Serbia's EU application to the European Commission," he said, referring to the next step in the process, in which the Council, representing the member states, request an evaluation of the application. "Belgrade deserves a message of encouragement, such as the European path remaining open with no further preconditions," he said.

14.09.10: The EU's economic governance: Rewriting the rulebook - 0 views

  • The Greek sovereign debt crisis is forcing Europeans to rethink the coordination of their national economic policies, confronting the euro area with its most severe test since its launch eleven years ago.
  • In January 2010, Greece was found sitting on debts that are expected to hit 290 billion euro this year. Its budget deficit stood at 12.7% of gross domestic product, more than four times the EU limit. 
  • Faced with an unprecedented speculative attack on the euro, EU countries were compelled to act decisively in order to calm jittery financial markets. In May, they agreed to establish a rescue mechanism worth €750 billion to protect the euro from collapsing under the weight of accumulated debt (EurActiv 10/05/10). Root causes left unaddressed However, the short-term fire-fighting measured soon proved insufficient to tackle the root causes of the problem as markets started questioning the loose coordination of national policies that underpin the eurozone’s economic governance. Indeed, EU institutions currently only have limited powers on economic policy, an area where unanimity decision-making remains the rule. The EU’s main instruments include reviews and non-binding recommendations by the European Commission, such as the stability and convergence programmes and Broad Economic Policy Guidelines, which are submitted for approval by member states in the EU Council of Minister.

  • It is time for a decision on the Macedonian name issue' was the message delivered in no uncertain terms by EU Commission President Jose Manuel Barroso to Macedonian President Gjorge Ivanov during a meeting in Brussels. Macedonia received a positive assessment from the Commission last November on its general preparedness for EU membership, clearing the way for the country to start EU membership talks. In the EU Council, however, the move was blocked by Greece, which is grumbling over the long-standing name issue.

  • October 19th 2010: European Council President Herman Van Rompuy officially visited Montenegro for the first time where he met with Prime Minister Milo Djukanovic, President Filip Vujanovic and Parliament President Ranko Krivokapic. He discussed with Montenegrin officials about cooperation, reforms in Montenegro, the forthcoming European Commission opinion on Montenegro, EU membership and other regional matters.
  • Member of the European Parliament and rapporteur on Montenegro Charles Tannock also visited Podgorica a few days ago, on October 15, for talks on Montenegro - EU relations and potential membership. Montenegrin PM told Mr Tannock that he expects a positive opinion from the European Commission in early November. He explained that by ‘positive opinion’ he means a recommendation for Montenegro to become an EU candidate country and a recommendation, conditional or not, for the opening of EU accession talks in the near future. Mr Tannock said that the EU should make no demands for an unreasonable delay before opening negotiations with Montenegro, adding that Macedonia’s situation should not be a general model for the enlargement process. He pointed out the importance of judging every aspiring EU member on their own merits, rather than all grouped together. He also said “And in the regatta, which I think will now ensue, Montenegro remains a good news story. Even if that generates a little bit of envy from one or two of your neighbors.” Montenegrin  PM pointed out that he considers wrong the concept of simultaneous accession of Serbia, Kosovo, Bosnia & Herzegovina and Montenegro to the European Union, and he prefers the ‘regatta model’ in EU enlargement. He told newspaper “Pobjeda” that he believes idea of simultaneous accession is not the right concept. “If you try to force the package, this is like a train, which in the Balkan case adjusts the speed to the slowest car”, said Djukanovic.

National interests creating tension in EU commission - 0 views

  • A group of EU commissioners from smaller member states is growing increasingly angry with a number of their larger-state colleagues, perceiving their actions as being driven by national interests rather than the greater European good. "We have sworn in front of the European Court not to work for our national governments back home and I am taking it seriously," a frustrated commissioner from a smaller EU country said in an off-the-record conversation with EUobserver last week.
  • "The bigger the EU becomes the more it becomes intergovernmental and the more the commission is regarded as an executive secretariat for the council," says Belgian MEP Derk Jan Eppink, a member of the European Conservatives and Reformists group in parliament. Author of Life of a European Mandarin – Inside the Commission, Mr Eppink previously worked in the cabinets of former commissioner Frits Bolkestein and subsequently that of Siim Kallas. "Commissioners from larger member states frequently feel they have to produce the goods for their governments back home, while those from smaller countries realise they don't have the capacity to do this," he said, pointing to former commissioner Gunter Verheugen's willingness to stand up for German industry.

29.10.10: 'Small, small, small' EU treaty change to deliver 'quantum leap' - 0 views

  • European leaders have given way to German demands for a change to the European treaties, but the procedure for the change and its size has been calculated explicitly to avoid the danger that it could provoke referendums in some EU states.
  • Viritually all EU member states had vehemently opposed any treaty change going into the summit, but in the end they were convinced by Germany's need for the change in order to avoid a legal clash with its Karlsruhe-based Constitutional Court. The leaders agreed to construct a permanent crisis mechanism to fill the void left when the existing but temporary €110 billion bail-out package for Greece and €440 billion fund set up for the eurozone as a whole expire in 2013. According to diplomats, it is currently unclear whether this new mechanism would involve participation of eurozone members alone or the full 27 EU member states, including those who do not use the euro. Germany is worried that any permanent structure could run afoul of treaty rules forbidding EU bail-outs of member states and be struck down by the country's strict Constitutional Court, thus opening the euro once again to an assault by markets as occurred in the spring. Caught between the need for a structural change and their fear of both the activism of Karlsruhe and the growing euroscepticism of citizens, the other leaders signed off on the move only so long as the change envisaged was "small, small, small - the smallest possible ... in order to ensure there is no possibility of referendums," in the words of a Danish diplomat speaking to EUobserver. The method EU leaders chose to achieve the change will be via what is called the "special revision procedure," introduced by the Lisbon Treaty, under which the treaty can be amended by the European Council alone, so long as there is unanimity and the changes do not extend the competences of the European Union.
