The authors argue that we currently measure "hours of instruction" which is a measure of teaching, not learning. We need to shift our approach from teaching to learning.
Just because someone sits in a class for 40 hours does not mean that they have actually learned anything. We need to measure the change in what learners can do at the end of the course that they could not do at the beginning. Rather than fixing the time (i.e. 40 hours per course), we need to fix the learning. The course should be over when the content has been mastered. Measurement of mastery should be achieved through authentic assessment.
