  This is a mobile app geared towards art teachers. It's called "Color Splash" by Pocket Pixals. Basically you can take any photo and customize it by blocking certain areas and leaving them in full color while making the rest of the photo B&W/sepia etc. This program is .99 and would have cost over 99.00 ten years ago. Fun app for kids to create unique portraits in class.
