Concerns over recruiting and retaining minority students in gifted education programs have persisted for several decades, and, although many educators, policymakers, and researchers have deliberated about the underrepresentation of minority students in gifted education, few articles, reports, or studies exist on this topic. This article seeks to fill this void, describing factors that inhibit the recruitment and retention of minority students in gifted education programs. These factors include screening and identification issues (e.g., definitions and instrumentation); educational issues (e.g., quality of students' education); and personnel issues (e.g., lack of teacher training in gifted and urban education, low teacher referral). Also discussed are retention issues, namely, factors that may affect the decision of minority students to remain in gifted education programs. Finally, recommendations for recruiting and retaining minority students are offered.

Children from culturally and linguistically diverse backgrounds comprise a large percentage of public school students. Diversity is increasing, and one of the most troublesome issues associated with its growth is the overrepresentation of minority children in special education--that is, more minority children are served in special education than we would expect based on their percentage in the general school population.

"The psychological, social, and emotional needs of lesbian, gay, bisexual, transgender, and questioning youth often go unmet in schools. These students may be "out and proud" or they may be silent and invisible; either way, providing effective services to them creates unique challenges for professional school counselors. Providing direct services in schools may be difficult; therefore, indirect methods may create a more hospitable environment for LGBTQ youth. It is the purpose of this article to offer a better understanding of the complexities that sexual minority youth deal with in schools and to offer school counselors and others working in the school environment creative ways to work with LGBTQ students."

MMEP is a multi-sector collaborative, dedicated to having educators, public officials, philanthropists, business people, nonprofits, students and parents at the table. MMEP focuses its work on kindergarten through postsecondary education and promotes a continuum of support at all levels. MMEP is a multicultural organization dedicated to having the diversity of Minnesota communities represented in all components of the organization. MMEP's financing structure requires that one third of its core operating budget come from membership fees, one third come from a state appropriation and one third come from grants. The Implementation Working Group has the ability to adjust the work plan of the organization whenever it is necessary to assure appropriate advocacy and programming on behalf of Minnesota communities of color. The work of MMEP is as dedicated to the process of collaboration as it is to its programs/products.

The purpose of this article is to present an overview of the overrepresentation of students of color in special education programs. For this purpose, we outline background history on the problem and discuss its magnitude. We also identify several forces that shape this problem such as poverty, structural factors, instructional and assessment issues, and the cultural discontinuity between teachers and students. We conclude with a brief discussion about ways to address overrepresentation.
