Explaining the Gap in Charter and Traditional Public School Teacher Turnover Rates - 0 views

    This study uses national survey data to examine why charter school teachers are more likely to turnover than their traditional public school counterparts. We test whether the turnover gap is explained by different distributions of factors that are empirically and theoretically linked to turnover risk. We find that the turnover rate of charter school teachers was twice as high as traditional public school teachers in 2003-04. Differences in the distributions of our explanatory variables explained 61.0% of the total turnover gap. The higher proportions of uncertified and inexperienced teachers in the charter sector, along with the lower rate of union membership, were the strongest contributors to the turnover gap. Charter school teachers were more likely to self-report that working conditions motivated their decisions to leave the profession or move schools, although we found no measurable evidence that the actual working conditions of charter and traditional public schools were different.

    "Value Added Models (VAMs) are irresistible. Purportedly they can ascertain a teacher's effectiveness by predicting the impact of a teacher on a student's test scores. Because test scores are the sin qua non of our education system, VAMs are alluring. They link a teacher directly to the most emphasized output in education today. What more can we want from an evaluative tool, especially in our pursuit of improving schools in the name of social justice? Taking this a step further, many see VAMs as the panacea for improving teacher quality. The theory seems straightforward. VAMs provide statistical predictions regarding a teacher's impact that can be compared to actual results. If a teacher cannot improve a student's test score in relatively positive ways, then they are ineffective. If they are ineffective, they can (and should) be dismissed (See, for instance, Hanushek, 2010). Consequently, state legislatures have rushed to codify VAMs into their statutes and regulations governing teacher evaluation. (See, for example, Florida General Laws, 2014). That has been a mistake. This paper argues for a complete reversal in policy course. To wit, state regulations that connect a teacher's continued employment to VAMs should be overhauled to eliminate the connection between evaluation and student test scores. The reasoning is largely legal, rather than educational. In sum, the legal costs of any use of VAMs in a performance-based termination far outweigh any value they may add.1 These risks are directly a function of the well-documented statistical flaws associated with VAMs (See, for example, Rothstein, 2010). The "value added" of VAMs in supporting a termination is limited, if it exists at all."

A United Federation of teachers representative I know had to drive a maligned teacher to work, because having seen what the papers said about her, not to mention the reporters camped out on her doorstep, she feared leaving her home. It's especially tough when you see yourself in the paper, tarred as some sort of pervert. I can only imagine having to go to work and face the questions of 170 teenagers who have just heard about you in the news, on Facebook or in the hallway. Child abusers have no place in schools. But if you've been railroaded for no good reason, as this article explains, you ought to be left alone.

The Bizarre Editorial in "The New Republic" against Teacher Tenure « Diane Ra... - 0 views

    Now that I have a blog where I can write what I want, when I want, I have the luxury of revisiting some good and bad ideas. In this post, I will revisit a really pernicious idea that appeared about a month ago in The New Republic. You see, the odd thing about our culture is that it is so attached to the present moment that anything that happened or was written about a month ago tends to disappear in the ether. But this editorial was so outrageous that it still annoys me, and I want to explain why. In an editorial called "Making the Grade: The Case Against Tenure in Public Schools," the editors argued that it was a fine idea to remove any job protections from public school teachers because they don't need them. In making this assertion, the editors of this once-liberal magazine were giving support to the far-right Virginia legislature, which was at that moment not only trying to strip teachers of tenure but to require women to have "a trans-vaginal ultrasound before having an abortion." The editorial of course condemned the latter as harsh, but thought that the far-right effort to remove job protection from public school teachers as a "halfway decent idea." Indeed, the editorial went on to decry teacher tenure as "the least sane element" in our country's education system.

    Education Policy Analysis Archives recently published an article by Audrey Amrein-Beardsley and Clarin Collins that effectively exposes the Houston Independent School District use of a value-added teacher evaluation system as a disaster. The Educational Value-Added Assessment System (EVAAS) is alleged by its creators, the European software giant SAS, to be the "the most robust and reliable" system of teacher evaluation ever invented. Amrein-Beardsley and Collins demonstrate to the contrary that EVAAS is a psychometric bad joke and a nightmare to teachers. EVAAS produces "value-added" measures for the same teachers that jump around willy-nilly from large and negative to large and positive from year-to-year when neither the general nature of the students nor the nature of the teaching differs across time. In defense of the EVAAS one could note that this is common to all such systems of attributing students' test scores to teachers' actions so that EVAAS might still lay claim to being "most robust and reliable"-since they are all unreliable and who knows what "robust" means?

    Using a statistical technique called value-added modeling, the Teacher Data Reports compare how students are predicted to perform on the state ELA and math tests, based on their prior year's performance, with their actual performance. Teachers whose students do better than predicted are said to have "added value"; those whose students do worse than predicted are "subtracting value." By definition, about half of all Teachers will add value, and the other half will not. Carolyn Abbott was, in one respect, a victim of her own success. After a year in her classroom, her seventh-grade students scored at the 98th percentile of New York City students on the 2009 state test. As eighth-graders, they were predicted to score at the 97th percentile on the 2010 state test. However, their actual performance was at the 89th percentile of students across the city. That shortfall-the difference between the 97th percentile and the 89th percentile-placed Abbott near the very bottom of the 1,300 eighth-grade mathematics Teachers in New York City. How could this happen? Anderson is an unusual school, as the students are often several years ahead of their nominal grade level. The material covered on the state eighth-grade math exam is taught in the fifth or sixth grade at Anderson. "I don't teach the curriculum they're being tested on," Abbott explained. "It feels like I'm being graded on somebody else's work."
