Educational reforms enacted through federal policies are directly impacting the voice of children, teachers, and teacher educators. The recently introduced bi partisan bill "Growing Excellent Achievement Training Academies for Teachers and Principals Act" frames a plan for state accreditation for teacher training academies based on student achievement. The newly introduced Race to the Top (RTT) competition, focused on early childhood, includes motivating states to receive some of the $500 million allotted to create ratings systems to score early childhood programs, write standards and related standardized tests, and expectations of what an early childhood teachers should know. Both the proposed bill and RTT competition are positioned to regulate with market driven ideology, reinforcing and reproducing social injustice and undermining democratic ideals.

This policy brief documents how removing students from classrooms for minor disciplinary issues harms overall achievement goals and does not improve education for the remaining students. An accompanying brief offers statutory code changes to improve data collection and advance discipline alternatives that can be adopted by state and federal policymakers.

The No Child Left Behind (NCLB) Act compelled states to design school accountability systems based on annual student assessments. The effect of this federal legislation on the distribution of student achievement is a highly controversial but centrally important question. This study presents evidence on whether NCLB has influenced student achievement based on an analysis of state-level panel data on student test scores from the National Assessment of Educational Progress (NAEP). The impact of NCLB is identified using a comparative interrupted time series analysis that relies on comparisons of the test-score changes across states that already had school accountability policies in place prior to NCLB and those that did not. Our results indicate that NCLB generated statistically significant increases in the average math performance of fourth graders (effect size 5 0.23 by 2007) as well as improvements at the lower and top percentiles. There is also evidence of improvements in eighth-grade math achievement, particularly among traditionally low-achieving groups and at the lower percentiles. However, we find no evidence that NCLB increased fourth-grade reading achievement.

"Last week, while I was away, Brookings released another of its occasional "consensus" documents; this one's titled, "Passing Muster: Evaluating Teacher Evaluation Systems."The effort was once again led by Brookings' savvy Russ Whitehurst. Tired of waiting for Congress to fix No Child Left Behind, Oregon passed its own package of laws similar to NCLB last month that include their own, customized approaches to accountability systems. Why? According to current NCLB measurements, four out of five schools nationwide could be labeled as failures, and could possibly lose all federal funding.

Given his role as a sort of national spokesman for disaffected liberals, I tuned in with interest to hear what Krugman would say in front of an audience of teachers.

"As high school seniors all across the country graduated this week, history was quietly being made in Washington, D.C. at the Department of Education for 23 D.C. public school students with developmental and intellectual disabilities. They, like their peers across the country, were graduating too. They all participated in a program called Project SEARCH. The 15-year-old program now operates in 39 states and four foreign countries, but this is the first year that the federal government has hosted the project in three agencies including the Departments of Education, Labor and Health and Human Services."

Recent federal investments in teacher "residency" programs are illuminating both promising developments and growing pains for the schools of education implementing the more hands-on approach to training.

The administration has proposed a 20 percent reduction in its fiscal 2012 budget for career and technical education, to a little more than $1 billion, even as it seeks to increase overall education funding by 11 percent. The only real alternative to public schools for career training is profit-making colleges and trade schools, many of which have been harshly criticized for sending students deeply into debt without improving their job prospects. A little more than one in 10 students in higher education attend a profit-making institution.
