Insulated from public, democratic bodies, charters are operated by "charter management organizations." These organizations often manage multiple schools and are governed by unelected boards in which philanthropists vastly outnumber teachers or parents. Few charter schools are unionized, so educators have little say in the governance of the school. As the public school system is slowly dismantled, school-by-school, charters open in their place. Naturally, this has caused tension between neoliberal reformers and teachers."

In a few cases, the loss of start-up funds may postpone schools opening until next year. Charter school leaders want to know why they lost the expected funds and why they weren't told sooner. The state says the federal government is at fault; the federal government put the onus back on the state. Either way, it could have a long-lasting impact on the schools.

It is indeed ironic, in the unfolding nightmare in Newtown, that only in the midst of such a shocking tragedy are teachers celebrated in ways that justly acknowledge - albeit briefly and inadequately - the vital role they play every day in both protecting and educating our children.  What is repressed in these jarring historical moments is that teachers have been under vicious and sustained attack by right-wing conservatives, religious fundamentalists, and centrist democrats since the beginning of the 1980s. Depicted as the new "welfare queens," their labor and their care has been instrumentalized and infantilized; [1] they have been fired en masse under calls for austerity; they have seen rollbacks in their pensions, and have been derided because they teach in so-called "government schools."  Public school teachers too readily and far too pervasively have been relegated to zones of humiliation and denigration.  The importance of what teachers actually do, the crucial and highly differentiated nature of the work they perform and their value as guardians, role models and trustees only appears in the midst of such a tragic event. If the United States is to prevent its slide into a deeply violent and anti-democratic state, it will, among other things, be required fundamentally to rethink not merely the relationship between education and democracy, but also the very nature of teaching, the role of teachers as engaged citizens and public intellectuals and the relationship between teaching and social responsibility.  This essay makes one small contribution to that effort."

Fiscal Impacts of Charter Schools: Lessons From New York - 0 views

    "Given the budgetary strain that school districts have been facing in recent years and the impetus to increase the number of charter schools, concerns about the fiscal impacts of charter schools are more salient than ever. However, very little research has addressed this issue. Using the city school districts of Albany and Buffalo in New York, this brief addresses this gap in the literature by demonstrating how fiscal impacts on local school districts can be estimated and offering a way to conceptualize fiscal impacts that is useful for framing charter school policy objectives. We find that charter schools have had negative fiscal impacts on these two school districts, and argue that there are two reasons for these impacts. First, operating two systems of public schools under separate governance arrangements can create excess costs. Second, charter school financing policies can distribute resources to or away from districts. We argue that charter schools policies should seek to minimize any avoidable excess costs created by charter schools and ensure that the burden of any unavoidable excess costs is equitably distributed across traditional public schools, charter schools, and the state. We offer concrete policy recommendations that may help to achieve these objectives."

    "Today institutions of higher education, public and private, remain largely segregated by race, religion and economic condition. White colleges and universities remain primarily white, Black institutions remain primarily black, and denominational institutions remain even more religiously identifiable. Such segregation is sanctified with tons of federal and state money in the forms of tuition vouchers, tax credits and government subsidized loans. The Obama administration has been largely foreclosed from remedying the situation for fear of offending powerful political forces representing the investors and private institutions. The higher education voucher/loan dilemma portends a probable scenario for the future of tuition vouchers and charter schools at the primary and secondary levels. Stiglitz quotes Alexis de Tocqueville who said that the main element of the "peculiar genius of American society" is "self-interest properly understood." The last two words, "properly understood," are the key, says Stiglitz. According to Stiglitz, everyone possesses self-interest in the "narrow sense." This "narrow sense" with regard to educational choice is usually exercised for reasons other than educational quality, the chief reasons being race, religion, economic and social status, and similarity with persons with comparable information, biases and prejudices. But Stiglitz interprets Tocqueville's "properly understood" to mean a much broader and more desirable and moral objective, that of "appreciating" and paying attention to everyone else's self-interest. In other words, the common welfare is, in fact, "a precondition for one's own ultimate well being."17 Such commonality in the advancement of the public good is lost by the narrow self-interest. School tuition vouchers and charter schools are the operational models for implementation of the "narrow self-interest." It is easy to recognize, but difficult to justify. "

    Perhaps most importantly, one of the best ways to improve public education would be to work to alleviate those factors beyond teachers' control that affect students' ability to learn. They are some of the same factors that lead to Louisiana's dismal Kids COUNT rating-unemployment, poverty, violence, crime rates, family instability, childhood hunger, access to health care. No, no, and no, according to the politicians. What do teachers know about education, anyway? Public-school teachers, according to most of the Senate members who testified, are obviously part of the problem, not the solution, so it's better to follow noneducators' recommendations when improving schools. The philosophies behind the legislation passed last week echo the pro-charter, pro-private philosophies of distinctly non-local figures as diverse as the anti-union former Washington, D.C., schools chancellor Michelle Rhee (who now finds her former district embroiled in a cheating scandal), the deep-pocket GOP puppetmasters the Koch Brothers and, most significantly, the American Legislative Exchange Council. (ALEC, a conservative think tank that prizes small government and free markets, hosts large meetings at which it gives politicians dummy legislation that they can personalize and file in their home states; its influence is clear in some of Louisiana's education bills.) Similar legislation has been proposed in other states across the country, particularly in legislatures that, like Louisiana's, are overwhelmingly Republican, and teachers and others with an interest in public education would do well to pay attention to what's going on here.
