Bipartisan Political Elite Implicated in For-Profit Education Fraud - 0 views

    Like subprime mortgages, for-profit colleges are a scam driven by payment of commissions to sales staff known as recruiters. The payment of commissions to high-pressure salespeople is so central to the scam that the umbrella trade group for for-profits, the Association of Private Sector Colleges and Universities (APSCU), has sued the federal government to overturn its ban on incentive pay. It cannot be stated strongly enough: for-profit colleges could not engage in the ongoing exploitation of students and theft of federal money without the direct cooperation and assistance of the federal government in what can only be termed an immoral economy. The same forces that demonize everything government does or attempts to do are busy feeding from the government trough. The hypocrisy is untenable, the federal subsidies unfathomable and the lack of criminal prosecution unconscionable. For-profit colleges are a kickback scheme where politicians enact favorable legislation and regulations that allow for-profit colleges to maintain access to student loans and grant money. The for-profit colleges then "give" a small cut of the federal money back to the politicians to enact favorable legislation.

Can We Identify a Principled, Limited Federal Edu-Role? - Rick Hess Straight Up - Education Week - 0 views

    The Cato Institute's Neal McCluskey has energetically denounced the slimmed-down federal role that Linda Darling-Hammond and I sketched last week, offering a not-unreasonable litany of complaints about federal overreach. (It's amusing that Neal thinks I'm endorsing big government, given that most in education regard me as unduly harsh when it come to federal efforts, but that's a topic for another day.) What's relevant here is that Neal's response also illustrates the problems that bedevil those who want to get Washington "out" of education. The biggest is that even Tea Party sympathizers have shown precious little willingness to get serious about putting an end to federal ed spending.

    We sorely need a smarter, more coherent vision of the federal role in K-12 education. Yet both parties find themselves hemmed in. Republicans are stuck debating whether, rather than how, the federal government ought to be involved in education, while Democrats are squeezed between superintendents, school boards and teachers' unions that want money with no strings, and activists with little patience for concerns about federal overreach. When it comes to education policy, the two of us represent different schools of thought. One of us, Linda Darling-Hammond, is an education school professor who advised the Obama administration's transition team; the other, Rick Hess, has been a critic of school districts and schools of education. We disagree on much, including big issues like merit pay for teachers and the best strategies for school choice. We agree, though, on what the federal government can do well. It should not micromanage schools, but should focus on the four functions it alone can perform.

    Yesterday, the NY State Assembly Education Committee held a rare hearing in NYC on the state and city's implementation of the federal School Improvement Grant (SIG) program, the so-called "turnaround" schools, and how the entire program is in complete disarray.    The big news is that the city is determined to go ahead with turnaround model for 26 Persistently Low Achieving schools even if they receive any of the federal funds to do so. Turnaround  is an euphemism for closing these schools, firing much of the staff and reopening them in the fall with new names  There is massive confusion and no public input about the plans for these schools, and yet the city seems determined to close and reconstitute them, like lemmings going over a cliff, even at the city's taxpayers' expense.  Why?  Because they can. Romney Considering Big School Choice Expansion - Politics K-12 - Education Week - 0 views

    Presumptive GOP presidential nominee Mitt Romney has been mulling some big changes to federal K-12 policy if elected, including allowing federal funding to follow students-even if they want to attend private schools-according to a campaign document obtained by Politics K-12. Disadvantaged families and parents of students in special education could choose to spend federal funds at any district or charter public school, tutoring provider, or online course, according to the document circulated over the weekend. It outlines a series of ideas that have been considered by Romney and his advisers, which could be announced as early as this week. Under the proposal, students could also federal money at a private school, as long as that was consistent with state guidelines.

    "I hope over the next several months to compile a series of posts where I look at what states have done to achieve their executive granted waivers from federal legislation. Yeah… let's be clear here, that all of this starts with an executive decision to ignore outright, undermine intentionally and explicitly, federal legislation. Yeah… that legislation may have some significant issues. It might just suck entirely. Nonetheless, this precedent is a scary one both in concept and in practice. Even when I don't like the legislation in question, I'm really uncomfortable having someone unilaterally over-ride or undermine it. It makes me all the more uncomfortable when that unilateral disregard for existing law is being used in a coercive manner - using access to federal funding to coerce states to adopt reform strategies that the current administration happens to prefer. The precedent at the federal level that legislation perceived as inconvenient can and should simply be ignored seems to encourage state departments of education to ignore statutory and constitutional provisions within their states that might be perceived similarly as inconvenient. Setting all of those really important civics issues aside - WHICH WE CERTAINLY SHOULD NOT BE DOING - the policies being adopted under this illegal (technical term - since it's in direct contradiction to a statute, with full recognition that this statute exists) coercive framework are toxic, racially disparate and yet another example of misplaced blame."

    "Last September's Chicago teachers strike, organized-and won-by an unapologetically democratic, community-centered union, gave hope to laborites across the country that there could be a functional American labor movement. Now, a caucus of unionists seeks to remake New York's United Federation of Teachers, the city's local of the American Federation of Teachers, in the CTU's mold. The Movement of Rank-and-File Educators (MORE) was founded last spring as an alliance of teacher caucuses and activist groups. The caucus stands unconditionally opposed to school closings, retributive punishment of students, and the "junk science" of evaluating teachers based on student tests. "Teachers need to play the role in laying a platform for parents and students," says Marissa Torres, MORE's candidate for assistant treasurer in next month's elections. Torres calls for the UFT, like the Chicago Teachers Union, to foreground explicit anti-racism and collective struggle."

    "Initially, charter schools were embraced as a strategy to enrich what many viewed as an increasingly sterile public school landscape. Early promoters included most famously Albert Shanker, President of both the United Federation of Teachers and the American Federation of Teachers. The first charter school opened in Minnesota, one of the nation's most liberal states. "Groups of teachers and administrators who wanted to innovate and try new things would band together and little laboratories of education would emerge," Dr. Gary Miron Professor of Evaluation, Management and Research at Western Michigan University recalls, "The idea was simple: anything valuable culled from these experiments could be copied by the district…" Within a decade the goals of experimentation and innovation were replaced by a focus on kudzu-like growth. School Turnarounds: Evidence from the 2009 Stimulus - 0 views

    The American Recovery and Reinvestment Act of 2009 (ARRA) targeted substantial School Improvement Grants (SIGs) to the nation's "persistently lowest achieving" public schools (i.e., up to $2 million per school annually over 3 years) but required schools accepting these awards to implement a federally prescribed school-reform model. Schools that met the "lowest-achieving" and "lack of progress" thresholds within their state had prioritized eligibility for these SIG-funded interventions. Using data from California, this study leverages these two discontinuous eligibility rules to identify the effects of SIG-funded whole-school reforms. The results based on these "fuzzy" regression-discontinuity designs indicate that there were significant improvements in the test-based performance of schools on the "lowest-achieving" margin but not among schools on the "lack of progress" margin. Complementary panel-based estimates suggest that these improvements were largely concentrated among schools adopting the federal "turnaround" model, which compels more dramatic staff turnover.

    The federal program providing billions of dollars to help states and districts close or remake some of their worst-performing schools remains a work in progress after two years, with more than 1,200 turnaround efforts under way but still no definitive verdict on its effectiveness. The School Improvement Grant program, supercharged by a windfall of $3 billion under the federal economic-stimulus package in 2009, has jump-started aggressive moves by states and districts. To get their share of the SIG money, they had to quickly identify some of their most academically troubled schools, craft new teacher-evaluation systems, and carve out more time for instruction, among other steps. Some schools and districts spent millions of dollars on outside experts and consultants. Others went through the politically ticklish process of replacing teachers and principals, while combating community skepticism and meeting the demands of district and state overseers.

    When it came to education, Presidents Obama, Clinton, and even George W. Bush were passionate about education and the transformative impact it could have on children. Romney on the other hand is much more dispassionate. Maybe he really does believe that the federal government has no role. After all, there was a time when he advocated the elimination of the Department of Education. Lately, he has backed off on that position and instead espouses that education is a local and state function. After living through the overreach of the last two administrations, eliminating the federal role in education may sound good to some, but let me tell you what is wrong with that.

Exclusive: Washington Post's Kaplan and Other For-Profit Colleges Joined ALEC, Controversial Special Interest Lobby - 0 views

    For-profit colleges are the ultimate special interest. Many receive around 90 percent of their revenue from federal financial aid, more than $30 billion a year, and many charge students sky-high prices. In recent years, it has been fully documented that a large number of these schools have high dropouts rates and dismal job placement, and many have been caught engaging in highly coercive and deceptive recruiting practices. Yet when the bad actions of these predatory schools got publicly exposed, the schools simply used the enormous resources they've amassed to hire expensive lobbyists and consultants, and to make campaign contributions to politicians, in order to avoid accountability and keep taxpayer dollars pouring into their coffers. Are you surprised to learn that these subprime schools joined the now-discredited ALEC, the secretive group that connects corporate special interests with campaign contribution-hungry state legislators in order to dominate lawmaking at the state level? No, you probably aren't surprised. Much of the action on for-profit colleges takes place at the federal level, where the money comes from, but states are increasingly taking an interest in protecting their residents from predatory practices - through accreditation of schools, investigations of fraud, and other oversight. So for-profit colleges have come to ALEC to seek influence at the state level.

In two separate rulings, state's labor board sides with the UFT | GothamSchools - 0 views

    For the second time, the state's labor relations board has ruled that the city must accept mediation in its teacher evaluation talks with the United Federation of Teachers. The board, the Public Employees Relations Board, first decided in March to heed the UFT's request and appoint a mediator to broker negotiations about teacher evaluations in the 33 schools that until December had been receiving federal School Improvement Grants. But the city appealed the decision, arguing that it was no longer planning to negotiate a separate evaluation system for just those schools. Now the board has affirmed its stance and once again ordered the city into mediated talks with the union.

    The American Federation of Teachers, vilified by critics as an obstacle to school reform, is leading an unusual effort to turn around a floundering school system in a place where deprivation is layered on heartache. The AFT, which typically represents teachers in urban settings, wants to improve education deep in the heart of Appalachia by simultaneously tackling the social and economic troubles of McDowell County. The union has gathered about 40 partners, including Blue Cross Blue Shield, Cisco Systems, IBM, Save the Children, foundations, utility companies, housing specialists, community colleges, and state and federal governments, which have committed to a five-year plan to try to lift McDowell out of its depths.

Enough Already With All the Pesky Achievement Gap Talk - 0 views

    In today's Washington Post and then on Fordham's site here, Fordham's Mike Petrilli and AEI's Rick Hess write that we are "defining excellence down" by not sufficiently challenging high-achievers. They are concerned that the nation's focus-federal education efforts in particular-will "compromise opportunities for our highest-achieving students." Petrilli and Hess seem to think the federal government is wrong to force schools to have equitable numbers of poor kids in advanced classes because, let's be realistic, the "unseemly reality" that poor kids are way behind and can't hang in tough classes is just a fact. Putting them in tough classes isn't fair to anyone (including our kids who could really reach the moon if these other kids weren't dragging them down).

    A federal project designed to help schools "do more with less" relies overwhelmingly on speculative theorizing and other work that falls far short of the high-quality research available in the field, according to a new policy brief published today by the National Education Policy Center (NEPC) at the University of Colorado Boulder. The brief, entitled Productivity Research, the U.S. Department of Education, and High-Quality Evidence, concludes that although the current federal effort is fatally flawed, a well-done project of this type could be helpful. The brief offers recommendations for how the Department could move forward.
