"For a dozen years, big philanthropy has been funding a massive crusade to remake public education for low-income and minority children in the image of the private sector. If schools were run like businesses competing in the market-so the argument goes-the achievement gap that separates poor and minority students from middle-class and affluent students would disappear. The Bill and Melinda Gates Foundation, the Eli and Edythe Broad Foundation, and the Walton Family Foundation have taken the lead, but other mega-foundations have joined in to underwrite the self-proclaimed "education reform movement." Some of them are the Laura and John Arnold, Anschutz, Annie E. Casey, Michael and Susan Dell, William and Flora Hewlett, and Joyce foundations."

"In previous posts, I've conveyed my distaste for the oft obsessively narrow thinking of the traditional labor economist when engaged in education policy research. I've picked on the assumption that greed and personal interest are necessarily the sole driving force of all human rational decision making. But charters will not end the poverty at the root of low academic performance or transform our nation's schools into a high-performing system. "I recently published a post about how a teacher in New York was wronged by the state's controversial new educator evaluation system, which is based in large part on student standardized test scores. Here's a story about a school principal's personal experience with the scores. This was written by Sean C. Feeney, principal of The Wheatley School in New York and president of the Nassau County High School Principals Association. He is a co-author of  the New York Principals letter of concern regarding the evaluation of teachers by student test scores. It has been signed by more than 1,535 New York principals and more than 6,500 teachers, parents, professors, administrators and citizens."

"Funny, I kept thinking about this famous speech of student leader Mario Savio, who led the Berkeley student protests in the 1960s. And a reader read my mind after reading Liz Rosenberg's post where she explained that she and her partner would not look at their child's test scores. They don't care. They don't matter. They don't care if their child has higher or lower scores than children of the same age in Hong Kong or France. Stop the machine."

"Ms. Ravitch has a new book coming out, called "Reign of Error: The Hoax of the Privatization Movement and the Danger to America's Public Schools," in which she criticizes what she sees as a useless distraction from the problems of race and income inequality. She warns of "the Walmartization of American education," and "promised miracles that would shame snake-oil salesmen." While previously well known in education circles, she gained a much broader audience after she publicly rejected almost everything she had once believed. In a surprise 2010 best seller, "The Death and Life of the Great American School System," she openly declared that she had been wrong to champion standardized testing, charter schools and vouchers. She says she is trying now to make up for past errors."

"While reasonable people can disagree about whether this is "privatization," the question remains as to whether the market mechanisms embodied within the charter model lead to more socially just outcomes.  After all, many might be willing to accept privatization if choice and competition produce more equitable and just opportunities, especially for disadvantaged children. However, an increasing consensus in research circles suggests that charter schools may exacerbate, rather than ameliorate, the chronic inequity in America's education system.  Despite its roots as an initiative to promote more equitable outcomes, multiple studies have linked charter programs with segregation. "

"The next mayor of New York City faces some tough challenges particularly when it comes to setting public education priorities. Should he or she abandon Mayor Michael Bloomberg's fixation on testing and data-driven accountability, or expand school choice and close failing classrooms to give more options to families, especially English-language learners and those in low-income communities?"

"One of the problems with current reform is that there does not seem to be an elaborated philosophy of education or theory of learning underlying the current reform movement. There is an implied philosophy and it is a basic economic/human capital one: Education is necessary for individual economic advantage and for national economic stability. This focus is legitimate but incomplete, for it narrows the purpose of education in a democracy, which should also include intellectual, social, civic, and ethical development. The theory of learning embedded in an accountability system based on standardized testing is a simplified behaviorist one. Learning is pretty much the acquisition of discrete bits of information measured quantitatively by a standardized test. Teaching is likewise reduced to a knowledge delivery system based on the mastery of a set of teaching techniques."

"Two years ago, Kevin Kosar, a former graduate student of mine, conducted an Internet search for the term "failing school." What he discovered was fascinating. Until the 1990s, the term was virtually unknown. About the mid-1990s, the term began appearing with greater frequency. With the passage of No Child Left Behind, the use of the expression exploded and became a commonplace."

"Now we do have evidence. This is what we know: the Common Core tests cause a huge decline in test scores. Passing rates fell 30% in Kentucky and about the same in New York. What is worse is that the achievement gaps grew larger. As Carol Burris recently wrote, the test results were especially devastating for black and Latino children."
