Yesterday's Milwaukee Journal Sentinel carries a feature on the Lynde and Harry Bradley Foundation.The Bradleys were the main source of support for Gov. Walker's assault on Wisconsin's teachers and public employee unions. Indiana's T-Party Gov. Mitch Daniels sat on Bradley's board of directors. His teacher-bashing, anti-union school "reform" initiative was recently embraced by Ed Sec. Arne Duncan.  They also provided support for the Milwaukee school voucher program and its main proponent in the African-American community, Howard Fuller and his Black Alliance for Educational Options (BAEO) . They funded Charles Murray, author of racist book, "The Bell Curve," which argues that intelligence is predicated on race, and Dinesh D'Souza, author of "The End of Racism," which attempts to absolve Whites from discrimination against Blacks during slavery, claiming that Blacks were too uncivilized to be a part of society anyway.

This focus on improving teaching is evident in recent grants. A new report on foundation activity, Critical Contributions: Philanthropic Investment in Teachers and Teaching (www.criticalcontributions.org), released today by the University of Georgia and Kronley & Associates, found that foundations directed $684 million to teachers and teaching between 2000 and 2008.

The city that won the most education grant money from the Walton Family Foundation in 2010 was Washington D.C., according to new figures that showed how $157 million was distributed.

Today the Walton Family Foundation announced investments totaling more than $157 million in education reform initiatives for 2010 - a $23 million increase over 2009, in which education reform grants totaled $134 million. Grants were made to organizations and programs that empower parents, particularly in low-income communities, to choose among quality, publicly funded schools for their children.

At the start of NBC's Education Nation extravaganza last month host Brian Williams introduced and praised one of the funders of the event, the Bill and Melinda Gates Foundation. For the reformers, teachers, parents and politicians at Education Nation, the refrain was a familiar one. The Gates Foundation, Williams continued, is "the largest single funder of education anywhere in the world. It's their facts that we're going to be referring to often to help along our conversation."

Facebook's Mark Zuckerberg made quite a splash last year when he donated $100 million to help fix Newark's troubled schools not only because of the size of the gift but its promise of involving Newark residents in deciding how the money would be spent-funds that the city would match.  According to Joan Whitlow of the Star-Ledger's NJ.com, that promise of "citizen-centered" involvement has fallen by the wayside with the announcement that the Foundation for Newark's Future will be dispensing Zuckerberg funds.  Whitlow reports that the foundation's board has three voting and one nonvoting members, only one of whom is from Newark, and that's Mayor Cory Booker.  The only way to get on the board, according to Gregory Taylor, the foundation's president and CEO, is to donate at least $10 million because the foundation has to "raise enough to match the original $100 million."  

Two state education officials, expected to play a key role in the future of the city's school system, share a common background with MBAs and ties to a Los Angeles-based foundation. One more similarity: Camden's school board has rebuffed initial requests from their reform programs. Bing Howell and Rochelle Sinclair are assigned to state Department of Education programs - Hope Act Schools and Regional Achievement Centers - that are intended to upgrade the performance of Camden's school system. Both are fellows of the Broad (rhymes with road) Foundation, a nonprofit that seeks to improve urban schools through "better governance, management, labor relations and competition."

In 1988, Deborah Bial was working in a New York City after-school program when she ran into a former student, Lamont. He was a smart kid, a successful student who had won a scholarship to an elite college. But it hadn't worked out, and now he was back home in the Bronx. "I never would have dropped out of college if I had my posse with me," he told her. The next year Bial started the Posse Foundation. From her work with students around the city, she chose five New York City high school students who were clearly leaders - dynamic, intelligent, creative, resilient - but who might not have had the SAT scores to get into good schools. Vanderbilt University was willing to admit them all, tuition-free.  The students met regularly in their senior year of high school, through the summer, and at college. Surrounded by their posse, they all thrived. Today the Posse Foundation selects about 600 students a year, from eight different cities. They are grouped into posses of 10 students from the same city and go together to an elite college; about 40 colleges now participate in the program.

Teachers are skeptical about several of the major reform ideas the Obama administration and education activists are pushing to turn around the nation's struggling schools, a new survey commissioned by Scholastic and the Bill & Melinda Gates Foundation has found. Though they are still in negotiations over the details, Chicago Public Schools officials are set to sign on to a national intiaitive that encourages stronger cooperation between charter schools and traditional schools, as well as providing equitable district funding for charters. Nine cities have already signed such agreements, called District Charter Collaboration Compacts, which are being promoted and supported by the Bill & Melinda Gates Foundation. According to a Gates press release, on Tuesday, CEO Jean-Claude Brizard and New Schools for Chicago President Phyllis Lockett will join the leaders of school districts in Houston and Baltimore in a conference call in which two new compact cities will be announced. Baltimore's CEO Andrés Alonso has already committed to the compact.

On the one hand you've got billionaire philanthropists like Bill Gates, pouring money into reshaping public education into whatever model they think best-and because they're billionaires, they must know best about everything, right? On the other hand you've got the American Legislative Exchange Council (ALEC), spreading toxic, corporate-authored model legislation around the states to push for anti-immigrant laws, voter disenfranchisement laws, anti-sick leave laws and more. Except, wait. This isn't an on the one hand, on the other hand situation-they're the same hand, spreading the influence of the very wealthy not just in what politicians get elected, but what laws get passed. And Bill Gates' foundation is honoring that shared goal with a $376,635 grant to ALEC

A lot of people who work in education, philanthropy, and government are wary of the rise in billionaire policymaking, but are reticent in voicing their concerns. Perhaps this is fear of retaliation -- what Edward Skloot calls the "Brass-Knuckles philanthropy"of the Gates Foundation. But I see another, more heartening piece to this puzzle. People in the philanthropic and advocacy communities don't want to harm the mission of philanthropy. We fear that revealing the pitfalls of billionaire philanthropy might have some unforeseen effect on the good work that these foundations support. Billionaire policymaking is the elephant in the room, but nobody seems sure how to approach it. I say that we should name the elephant, but we don't have to shoot him. There is a middle road.

But foundation support has, it seems to me, become more agenda-driven than in the past. And sometimes that agenda may have an influence on the direction teacher advocacy projects take.

Other states that have already agreed to share this data, according to the NY State Education Department, include Colorado, Delaware, Georgia, Illinois, Kentucky, North Carolina, Louisiana and Massachusetts. All this confidential student and teacher data will be held by a private limited corporation, called the Shared Learning Collaborative LLC, with even less accountability,  which in July was awarded $76.5 million by the Gates Foundation, to be spent over 7 months. According to an earlier NYT story,  $44 million of this funding will go straight into the pockets of Wireless Generation, owned by Murdoch's News Corp and run by Joel Klein.

Say Yes to Education, Inc. announced today announced that The Wallace Foundation has committed to investing more than $4.2 million in Say Yes over the next three years to support the implementation of Say Yes Syracuse and support the development of tools that share lessons learned from Say Yes' City-Wide Turnaround Strategy.

Last month, the attorney general, Eric T. Schneiderman, issued subpoenas to the Manhattan offices of the Pearson Foundation and Pearson Education. Mr. Schneiderman is looking into whether the nonprofit, tax-exempt foundation, which is prohibited by state law from undisclosed lobbying, was used to benefit Pearson Education, a profit-making company that publishes standardized tests, curriculums and textbooks, according to people familiar with the inquiry.

Teachers who embodied the teaching skills outlined in certain popular teaching frameworks tended to help their students learn more, concludes a new study released by the Bill & Melinda Gates Foundation. The report is the second major release from the foundation's Measures of Effective Teaching project, which seeks to identify the best gauges of effective teaching. Ultimately, the Seattle-based foundation plans to devise a prototype teacher-effectiveness measure based on the findings.

The National Study of CMO Effectiveness is a longitudinal research effort designed to measure how nonprofit charter school management organizations (CMOs) affect student achievement and to examine the internal structures, practices, and policy contexts that may influence these outcomes. The study began in May 2008 and will conclude in 2012.   This report presents findings on CMO students, resources, and  practices  as well as CMO impacts on student  achievement in middle school. It also examines the relationships  between CMO  practices and impacts. A subsequent version of this report will include findings on CMO impacts on high school graduation and postsecondary enrollment.   The study is being conducted by Mathematica Policy Research and the University of Washington's Center on Reinventing Public Education (CRPE). It was commissioned by NewSchools Venture Fund, with the generous support of the Bill & Melinda Gates Foundation and the Walton Family Foundation. 

The Walton Family Foundation is announcing its plans today to donate $25.5 million to the Knowledge is Power Program, or KIPP, charter network.
