Research: King's call for large district consolidation produces least savings - 0 views

    While consolidation talks have long been targeted toward small districts, King specifically suggested consolidation for larger school districts, according to the TU. But research has shown that the larger the district, the less the savings through consolidation, according to a 2001 study on New York schools  called "Does School Consolidation Cut Costs?"

    When the Richmond and Louisville metro areas reached a school desegregation crossroads in the 1970s, they went in different directions. After the Supreme Court prevented a plan to consolidate Richmond's schools with those in Henrico and Chesterfield counties, the city was left to pursue a futile desegregation plan on its own. White and middle-class flight continued unabated. Meanwhile, a court-ordered consolidation of the Louisville-Jefferson County, Ky., schools produced Ku Klux Klan opposition. But the fuss eventually died down and the region took ownership of its desegregation policy without court supervision. Metro Louisville ultimately implemented a voluntary student assignment plan based on the geographic distribution of students by race and poverty. The benefits have extended beyond education. From 1990 to 2010, black-white residential segregation in Louisville-Jefferson County fell at nearly twice the rate as in metro Richmond, according to research by Genevieve Siegel-Hawley, an assistant professor in the Department of Education Leadership at Virginia Commonwealth University.

Alan Singer: Integrate Long Island Schools - 0 views

    In an era when school reform and budget savings are championed by representatives of both major political parties, Long Island cannot economically, politically, or culturally afford to maintain small racially segregated school districts. Based on demographic data available in New York: The State of Learning, an annual statistical profile of New York State school districts, Malverne schools and schools in surrounding communities do not have to be racially segregated. In near by Rockville Centre, 80 percent of the students are white. If Malverne, Lakeview, and Rockville Centre were combined into one school district, the student population would be 53 percent white, 30 percent black, 13 percent Latino, and 4 percent Asian. If we think even more broadly and Malverne, Lakeview, Rockville Centre, West Hempstead, Lynbrook, and East Rockaway were consolidated into a manageable district with under 11,000 students, the student population would be 69 percent white, 14 percent black, 13 percent Hispanic, and 4 percent Asian.

    The Connecticut classroom of the future may not be limited by a traditional school year, the four walls of a classroom, or even the standard progression of grades, based on a proposed packageof unusually bold changes that are being advanced by the state's school superintendents. Instead, the current system would be replaced by a "learner-centered" education program that would begin at age 3; offer parents a menu of options, including charter schools and magnet schools; and provide assessments when an individual child is ready to be tested, rather than having all children tested in a class at the same time.
