Is Israel a 'Jewish and Democratic' State? - Al-Monitor: the Pulse of the Middle East - 0 views

  • The description of Israel as “Jewish and democratic” appears initially not in the Declaration of Independence — as is often thought — but in two 1992 constitutional laws pertaining to freedom of professions and dignity of all humans. Since that time, this has become the most common phrase describing the essence of Israel. But this formulation, originally intended to help resolve various tensions, has in itself become a source of problems. By its very phrasing as Jewish and democratic — joined together by the article “and” — the immediate assumption is that the two aspects are inherently contradictory and that Israel could hope for nothing more than a problematic compromise between the two.

  • We have a chance in Egypt to be lucky. Democratization there, like Democratization of Iran, could thwart the ideologies and fear that move poor countries to spend fortunes on nuclear weapons. The United States is not without influence. We can push hard for a quick transition to democratic rule. The Egyptian Army, historically no friend of democracy or civil liberties, is now dependent on American money and advanced weaponry. If it continues to stand behind Mr. Mubarak, if Egyptians start to die in large numbers, Washington shouldn’t hesitate to play hardball. Elections should not be at the end of some long, undefined democratic transition, which Mr. Mubarak or his minions would surely use to abort democracy. Egypt needs elections sooner, not later. More convincingly than any president before him, Barack Obama can say, “We are not scared of Muslims voting.” He can put an end to the West’s deleterious habit of treating the Middle East’s potentates respectfully and the Muslim citizenry like children.

  • For most here it is not a simple zero-sum game of secular or Islamic, win or loose—that kind of thinking that Mubarak had fostered and exploited and that found new life in the runoff. It is instead a slog with eyes wide open to gain a better life in a better Egypt.

  • Although many self-described secularists and Islamists in Egypt join US media pundits in presenting a binary view of Egypt’s political choices, the situation on the ground is much more complex and constantly changing.   • There is no doubt that Egypt cannot go back to what it was under Mubarak, but the shape of the future system is very much dependent upon the presence of the youth, women, and the working people in articulating and pushing for their democratic demands in the public sphere. A crucial lesson from Iran for the progressive secular forces - the left, liberals, feminists, artists and intellectuals - is to not sacrifice their secular democratic demands, and not to trust the army, the Islamists or the traditional elite.

  • The US and Israel can no longer rely on dependable and friendly Arab dictators, and will finally have to take the aspirations for genuine peace with the Palestinians seriously. The Middle East may seem to be caught between a rock and a hard place – that is, between secular dictatorships and Islamic fundamentalisms. But indeed a third alternative, a secular democratic one, does exist. We must hope that the democratic forces in all these countries will eventually be able to harness both the Islamists and the militarists.

I and others who believe as I do remain convinced that this is a significant mistake, and that the prominent current of thinking in the US which refuses to make a significant distinction between groups like the Muslim brothers and the violent Islamists who embrace the banner of Al Qaeda is wrong-headed. Our problem is that we simply cannot find compelling evidence to make our case. Absent new facts, which only the people of the region can provide, we are destined to lose the debate.

The Transnational Politics of Iraq's Shia Diaspora - Carnegie Middle East Center - Carnegie Endowment for International Peace - 0 views

  • With each political transition—from the Iraqi Governing Council (IGC) to the Transitional Administrative Law—the first wave of Shia diasporic elites (as well as the Kurdish parties) supported and often encouraged the U.S.-UK coalition’s calamitous political decisions. These included “de-Baathification” and the disbanding of the army—two policies that would forever change the course of Iraqi politics. Both policies effectively dismantled existing state institutions and human resources instead of strengthening and building on them. And with the removal of the police force came the loss of law and order that could have prevented the wide-scale looting and violence that began in 2003. More destructive still was the exclusion of thousands of Sunnis from state and society and the resulting unleashing of a resentful public, whose vengeance would later manifest in violent reprisals throughout Iraq’s 2006 civil war and the formation of the self-proclaimed Islamic State.

To develop policies that tackle root causes, that are inclusive and aim to ensure that at least the vast majority, if not everyone, has a stake in society, the economy and the political system involves painful decisions, revising often long-standing policies and tackling vested interests. Few politicians and bureaucrats are inclined to do so.

  • How much does scripture—in other words the Quran and hadith—influence the political behavior of Islamists? Participants were asked to answer on a scale from 0-100—a score of zero meant that scripture held no influence at all on behavior; 100 meant that scripture was the sole determinant of Islamist behavior. Overall, our experts arrived at an average of 25, meaning they believe scripture to be a significant factor, but one factor competing among others, and by no means predictive on its own of Islamist political behavior.

Instead of the one-man rule of a caliph, this book emphasizes the alliance between the ulema and the state authorities. Ibn Taymiyya interprets the only phrase in the Quran about authority, “uli’l-amr” (4:59), as referring to the ulema and the rulers (though other scholars have interpreted it differently).

Egyptian Salafis have described providing arms and funds to the Syrian rebels as "a form of worship" and killing Assad as a religious obligation. As the killing and destruction has escalated, such support for Syria's rebels has rapidly morphed into extreme anti-Shiite and anti-Alawi rhetoric

When Islamists called for inserting a reference to Shariah into the Tunisian constitution -- usually the sine qua non for any Islamic political party -- Ghannouchi took seriously the opposition from secularists. In a dramatic showdown with members of his own party’s leadership, he reportedly threatened to resign unless they dropped the measure.
