Abstract Adoption of technology for abatement of pollution and improved production process is almost mandatory now in the industrial sector for protecting the global environment. Various environmental regulations are being implemented in the industries in the third world. However, the small-scale industry components of the industrial sectors, which contribute significantly to total pollution, are yet to adopt such abatement technology on a wide scale. High initial investment cost for abatement technology has been a crucial reason in this regard. Under that circumstances, the early adopters of abatement technology gained an advantage in the competitive market by increasing their net return per unit of production for being able to calculate correctly the actual benefits of such investment. The non-adopters who lacked such knowledge lost out in the competition. The present paper tries to investigate the impact of air pollution control regulation on secondary lead smelting industry in the unorganized sector in two urban wards within the city of Kolkata in India. The results showed that the units after adopting the abatement technology were able to receive positive net return from the additional investment on control device and also benefited the society and the environment at large. The total economic value consisting of all these benefits has been found to be highly significant. Thus, the result is instructive for the non-adopters and may encourage them to adopt the abatement technology for themselves as well. Keywords: Environmental regulation; Small-scale

      CALL FOR PAPERS: Special Issue on "Carbon Markets: An International Perspective" Call for papers for a special issue of International Journal of Global Energy Issues  (IJGEI). Recently, carbon markets have been spreading both regionally and internationally. While there is increasing public interest in so-called emissions markets to regulate the environment, there is an even greater need for researchers to analyse the sphere of carbon markets in its globality and to encompass its complexity. This special issue of IJGEI aims at developing various applications incorporating energy- and environmentally-related issues of carbon markets. We encourage submissions of original theoretical and empirical research papers, meta-analytic reviews, and narrative literature reviews on new developments in the sphere of carbon markets, its relationship to other energy markets and regulations, and the consequent new uses of carbon markets that may be proposed at an international and/or regional scale. We aim to report the latest advancements in the highly interdisciplinary research and development area of carbon markets, with applications in the fields of economics, econometrics, statistics, finance, engineering, management, geography, environmental policy, climate policy and political science.     This paper addresses the design and techno-economic analysis of an integrated system for the production of biodiesel from algal oil produced via the sequestration of carbon dioxide from the flue gas of a power plant. The proposed system provides an efficient way to the reduction in greenhouse gas emissions and yields algae as a potential alternative to edible oils currently used for biodiesel production. Algae can be processed into algal oil by various pathways. The algal oil can then be used to produce biodiesel. A flowsheet of the integrated system is synthesized. Then, process simulation using ASPEN Plus is carried out to model a two-stage alkali catalyzed transesterification reaction for converting microalgal oil of Chlorella species to biodiesel. Cost estimation is carried out with the aid of ICARUS software. Further economic analysis is performed to determine profitability of the algal oil to biodiesel process. The results suggest that, for the algal oil to biodiesel process analyzed in this study, factors such as choosing the right algal species, using the appropriate pathway for converting algae to algal oil, selling the resulting biodiesel and glycerol at a favorable market selling prices, and attaining high levels of process integration can collectively render algal oil to be a competitive alternative to food-based plant oils.
