The Upper Great Plains Wind Energy Programmatic EIS Information Center Web site was launched September 11, 2008. This Web site is the online center for public information and involvement in the Upper Great Plains Wind Energy Programmatic Environmental Impact Statement. The U.S. Department of Energy, Western Area Power Administration (Western), and the U.S. Department of the Interior, Fish and Wildlife Service (Service), will prepare a Programmatic Environmental Impact Statement (PEIS) to evaluate the impacts of wind energy development within Western's Upper Great Plains Customer Service Region (UGP Region), which encompasses all or parts of the States of Iowa, Minnesota, Montana, Nebraska, North Dakota, and South Dakota; and on the Service's landscape-level grassland and wetland easements in North Dakota, South Dakota, and eastern Montana.

Today the Department of Energy (DOE) announced the award of 16 new Indefinite Delivery Indefinite Quantity (IDIQ) Energy Savings Performance Contracts (ESPCs) that could result in up to $80 billion in energy efficiency, renewable energy, and water conservation projects at federally-owned buildings and facilities. ESPCs help to meet the federal government's energy efficiency, water conservation, and renewable energy goals. The federal government is the largest single user of energy in the United States and these awards demonstrate a commitment to sound government stewardship by recognizing efforts to save energy, reduce federal energy costs, cut greenhouse gas emissions, bring more cutting-edge technologies to use, strengthen national security, and create a stronger economy.

HUD-DOE Agreement Will Help Spur a New Industry to Create Jobs for the Middle Class Philadelphia, PA - U.S. Department of Housing and Urban Development (HUD) Secretary Shaun Donovan and U.S. Department of Energy (DOE) Secretary Steven Chu today announced a major partnership between HUD and DOE that will streamline and better coordinate federal weatherization efforts to make it much easier for families to weatherize their homes and spur a new home energy efficiency industry that could create tens of thousands of jobs. Vice President Joe Biden, joined by Secretary Donovan and Secretary Chu, praised the announcement during his remarks at a meeting of the White House Task Force on Middle Class Families in Philadelphia.

"With heightened concerns about global warming and our country's dependence on foreign oil, the need to accelerate the integration of clean, reliable, domestic energy sources into our country's energy portfolio is clear. Thus we must do more to unlock the potential of our country's location-constrained renewable energy resources. Demonstration Projects Aim at 15 Percent Reduction of U.S. Peak Load Electricity Demand Washington, DC- U.S. Department of Energy (DOE) Assistant Secretary for Electricity Delivery and Energy Reliability Kevin Kolevar today announced the Department's plans to invest up to $50 million over five years (Fiscal Years 2008 - 2012), subject to appropriations from Congress, in nine demonstration projects competitively selected to increase efficiency in the nation's electricity grid.

Vice President Joe Biden and Energy Secretary Steven Chu today announced plans to invest $3.2 billion in energy efficiency and conservation projects in U.S. cities, counties, states, territories, and Native American tribes. The Energy Efficiency and Conservation Block Grant program, funded by President Obama's American Recovery and Reinvestment Act, will provide formula grants for projects that reduce total energy use and fossil fuel emissions, and improve energy efficiency nationwide. "These investments will save taxpayer dollars and create jobs in communities around the country," said Vice President Biden. "Local leaders will have the flexibility in how they put these resources to work - but we will hold them accountable for making the investments quickly and wisely to spur the local economy and cut energy use."

President Obama today announced over $467 million from the American Reinvestment and Recovery Act to expand and accelerate the development, deployment, and use of geothermal and solar energy throughout the United States. The funding announced today represents a substantial down payment that will help the solar and geothermal industries overcome technical barriers, demonstrate new technologies, and provide support for clean energy jobs for years to come. Today's announcement supports the Obama Administration's strategy to increase American economic competiveness, while supporting jobs and moving toward a clean energy economy. "We have a choice. Announces plans for nearly $4 billion in technology deployment, monitoring and viability Washington, DC - Vice President Joe Biden, on a visit to Jefferson City, Missouri, today with Commerce Secretary Gary Locke, detailed plans by the Department of Energy to develop a smart, strong and secure electrical grid, which will create new jobs and help deliver reliable power more effectively with less impact on the environment to customers across the nation. As part of the American Recovery and Reinvestment Act, the Vice President outlined plans to distribute more than $3.3 billion in smart grid technology development grants and an additional $615 million for smart grid storage, monitoring and technology viability.

During a visit to Fort Wayne, Indiana, where he toured a manufacturer of geothermal heating pumps (GHPs), U.S. Energy Secretary Steven Chu today announced nearly $50 million from the American Reinvestment and Recovery Act to advance commercial deployment of the renewable heating and cooling systems, which use energy from below the Earth's surface to move heat either into or away from the home or building. The expanded manufacturing and installation of GHPs could aid in the creation of new jobs while reducing the use of fossil fuels. "The heat from the Earth represents a significant energy resource that can be tapped to reduce emissions contributing to climate change." said Secretary Chu. "Expanded use of GHPs in the United States will create new jobs for engineers, manufacturers and technicians while at the same broadening our nation's clean and renewable energy portfolio."

Energy Intensive Sectors, IT Industry to Receive Recovery Act Funds WASHINGTON, DC - U.S. Department of Energy Secretary Steven Chu today announced plans to provide $256 million from the American Recovery and Reinvestment Act to support energy efficiency improvements in major industrial sectors across the American economy. The funding is targeted at reducing the energy consumption of America's manufacturing and information technology (IT) industries, while creating jobs and stimulating economic growth. These programs will help create manufacturing jobs quickly, along with jobs for technicians and experts who will be needed in the long-term to maintain and operate the new equipment. "Supporting the development of the latest industrial technologies plays an important role in helping U.S. industry to lead the world in energy efficiency and productivity," said Secretary Chu. "Working together with American manufacturing and IT industries, we will be able to create new jobs, reduce industrial energy use and limit damaging greenhouse gas emissions."

U.S. Department of Energy (DOE) Secretary Steven Chu today announced selection of 53 new wind energy projects for up to $8.5 million in total DOE funding. These projects will help begin to address market and deployment challenges identified in DOE's 2008 report: "20% Wind Energy by 2030." Increasing wind energy generation will be a critical factor in achieving the Obama Administration's goals for clean energy, while also supporting new green jobs. In an ongoing effort to expand domestic renewable energy, U.S. Secretary of Energy Steven Chu today announced plans to provide $93 million from the American Recovery and Reinvestment Act to support further development of wind energy in the United States during a visit to the National Renewable Energy Laboratory today. Secretary Chu also announced more than $100 million in funding from the Recovery Act for NREL facility and infrastructure improvements. The funding will leverage the Department of Energy's national laboratories, universities, and the private sector to help improve reliability and overcome key technical challenges for the wind industry. These projects will create green jobs, promote economic recovery, and provide the investments needed to increase renewable energy generation. Taiwan's green energy industy is poised to boom after a statute aimed at promoting renewable energy development cleared the legislative floor last week, a Ministry of Economic Affairs (MOEA) official said Saturday.
